Médecins Sans Frontières Belgium in Yemen mission is looking for Yemeni nationals to recruit for the MEDICAL DOCTOR position.

Location: PHCCs and outreach activities in Aden and Lahj governorates
Contract duration: Six (6) months, with the possibility of extension
Contract type: Fixed-Term contract 
Reporting to: Mobile Health Activity Manager/Project Medical Referent

Main Purpose:

The Medical Doctor provides high-quality medical care at the PHCC and through mobile/outreach activities for vulnerable populations and migrants in the project area. The role ensures patient-centered clinical management, adherence to MSF medical protocols, and collaboration with the multidisciplinary team to respond to complex health needs under humanitarian conditions.

Accountabilities:

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols. 
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. 
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. 
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material. 
• Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. 
• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected. 
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary. 
• Conduct triage to identify urgent cases requiring immediate care or referral

MSF Section/Context Specific Accountabilities:

A Medical Doctor will support the delivery of quality primary health care services in two MoH PHCCs and lead medical care services during mobile outreach activities. While MoH PHCCs are already staffed with medical personnel, the project doctor will provide technical, clinical support PHCC MDs as needed, with a key hands-on role in mobile outreach providing essential health services to vulnerable population in out-reach sites.

• Support and mentor PHCC MoH medical doctors to ensure quality of patients care.
• Support MoH MDs in applying MSF clinical protocols.
• Promote rational use of medicines and adherence to protocols.
• Carry out medical consultations, diagnosis and treatment in mobile outreach activities.
• Manage emergency and urgent cases during outreach and arrange referrals when required
• Adapt clinical services to the specific health needs of migrant populations (communicable diseases, chronic care continuity, mental health).
• Support and coordinate multidisciplinary team approach with HP, MH, SWs, and counsellors in addressing needs of most vulnerable population including migrants.
• Support health promotion and disease prevention activities during outreach visits 
• Identify knowledge gap and training needs of medical team and provide trainings.
• Participate in specific case review meetings and support continuous quality improvement.
• Ensure accurate medical documentation.
• Participate in data collection, analysis of morbidity trends, and reporting to the medical team and coordination. 
• Support Mobile Health Activity manager in implementation of medical activities whenever is re-quested.

Job requirements

Education:     

• Essential Medical Doctor bachelor’s degree.
• Essential Valid medical Council License as General Practitioner.

Experience:     

• Essential at least 3-years of clinical experience as a Medical Doctor.
• Preferable pediatric or psychiatric background or trained in mhGAP
• Experience in humanitarian, NGO, or mobile/outreach health services with migrant, refugee, or underserved populations is a strong asset.

Knowledge:  Fluent in written and spoken English
