Chemonics Group UK Ltd. is currently seeking to recruit a MERL Manager to support the effective delivery of monitoring, evaluation, reporting, and learning functions within the Yemen programme. The role will contribute to ensuring robust MERL systems, high-quality data and reporting processes, strong programme learning, and compliance with organisational policies and procedures.
Principal Duties and Responsibilities (Essential Functions)
The Monitoring, Reporting, Evaluation and Learning Manager (MREL Manager) will support MREL activities for the UK Government-funded Yemen Flexible Fund Mechanism Programme. The MREL Manager will report to the Team Leader and will support in designing and implementing the MREL strategy. This includes day-to-day project-level monitoring, managing the relationship with the third-party data collection partners, overseeing programme-level monitoring, managing the programme’s learning approach, and working closely with the CLEAR Team, which is a holistic advisory function for YFFM, consisting of a Research Manager, Risk Manager, MREL Advisor, and GEDSI Advisor. Embedding MREL as part of the wider CLEAR Team promotes a participatory and collaborative approach amongst critical thought partners, as well as ensuring alignment on YFFM’s evidence needs.
The MREL Manager will provide MREL services designed to monitor and evaluate the programme objectives and support learning from success and failure to scale up, down, or adapt approaches and interventions.
Key Responsibilities
Following principal duties and responsibilities:
- Lead the development and implementation of the programmatic MREL Framework, which includes a learning strategy.
- Oversee the implementation of MREL approaches and plans at both the project- and programme-level, including data collection, storage, analysis, validation, and use.
- Develop relevant tools, templates, and guidance as necessary to support the effective implementation of MREL across the programme.
- Liaise with technical staff and partners to ensure the effective implementation of the MREL approaches and coordination of key activities, providing direct capacity-building support to partners where needed.
- Perform data analyses and generate reports of findings to contribute to reporting requirements and develop relevant change stories, case studies, and learning products.
- Lead on the technical quality assurance of the quarterly report, and lead on the delivery of quarterly, biannual, and annual MREL deliverables.
- Conduct periodic review and revision of the MREL framework and associated MREL plans, theories of change, learning strategy, and capacity building plan for the programme and partners as appropriate.
- Coordinate and facilitate relevant MREL workshops and events as needed.
- Work closely with the CLEAR Team, Team Leader, and Chemonics UK's MREL team assigned to YFFM to ensure a consistent approach across all activities.
- Liaise with relevant donor and external stakeholders to explain the MREL systems, engage them in workshops, and share relevant results and learning.
- Supervise and manage the performance of MREL officers and MREL consultants' engagement as needed.
- Responsible for managing relationships with MREL partners.

Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, or a related field. A Master’s degree is an advantage.
- Minimum of 5–7 years of progressively responsible experience in Monitoring, Reporting, Evaluation, and Learning (MREL/M&E), preferably within donor-funded programmes.
- Familiarity with narrative-based, qualitative MREL approaches (essential).
- Comfort working in dynamic, collaborative, and adaptive work environments (essential).
- Familiarity with integrating actor-based and behavioural approaches into MREL design and delivery (desired).
- Proven experience in designing and implementing MREL frameworks, theories of change, and learning strategies.
- Strong experience in data collection, data management, statistical analysis, and reporting using qualitative and quantitative methods.
- Demonstrated ability to develop MREL tools, templates, indicators, and reporting systems.
- Experience working with third-party monitoring systems, research firms, or implementing partners.
- Strong analytical and problem-solving skills, with the ability to translate data into clear findings, reports, and learning products (e.g., case studies, change stories).
- Experience in capacity building and providing technical support to partners and field teams.
- Strong coordination and stakeholder engagement skills, including experience working with donors, government counterparts, and technical advisory teams.
- Proven ability to manage and supervise staff and consultants, including performance management and professional development.
- Excellent written and verbal communication skills in English (Arabic is an advantage depending on context).
- High proficiency in Microsoft Office (Excel, Word, PowerPoint) and data analysis tools (e.g., SPSS, Stata, Power BI, or similar).
- Strong understanding of development programming, adaptive management, and learning-focused approaches.
- Ability to work under pressure, manage multiple priorities, and deliver high-quality outputs within tight deadlines.
- Strong interpersonal skills and ability to work effectively in a multicultural and team-based environment.
Training and Development
During your employment:
- You must complete the Annual Standards of Business Conduct training, Cyber Security and GDPR training and any other mandatory trainings as relevant to your role or deemed mandatory by Chemonics Management which will be paid for by the Chemonics.
