About the Role

We are seeking a highly qualified and experienced Monitoring & Evaluation (M&E) Advisor to lead the design, development, and implementation of robust M&E systems for tracking economic reforms and policies.
The successful candidate will play a central role in strengthening evidence-based decision-making, ensuring accountability, and enhancing the effectiveness of reform implementation across national and sub-national levels.

Key Responsibilities

1. M&E System Design and Development

• Design and operationalize comprehensive M&E frameworks for economic reform programs and policies.
• Develop indicators, baselines, targets, and performance measurement tools aligned with national priorities.
• Establish data collection, validation, and reporting systems.
• Develop methodologies for tracking policy implementation and reform outcomes.

2. Policy Monitoring and Analysis

• Monitor the progress of economic reforms and assess their effectiveness and impact.
• Conduct both qualitative and quantitative analyses of reform performance.
• Identify bottlenecks, risks, and implementation challenges.
• Provide actionable recommendations to improve policy outcomes.
• Ensure alignment between policy objectives and implementation practices.

3. Reporting and Knowledge Management

• Produce high-quality analytical reports, dashboards, and policy briefs.
• Develop standardized reporting templates and systems.
• Ensure timely dissemination of findings to key stakeholders.
• Support institutional learning through documentation of lessons learned and best practices.

4. Stakeholder Coordination and Communication

• Engage with government entities at the national and local levels.
• Present findings and recommendations to senior officials and decision-makers.

5. Capacity Building

• Provide technical support and training to government counterparts on M&E practices.
• Strengthen institutional capacity in data-driven planning and monitoring.
• Promote a culture of results-based management.

6. Data Systems and Digital Tools

• Develop or support the development of digital M&E platforms and dashboards.
• Ensure data integrity, quality assurance, and security.
• Integrate existing data systems where applicable.

Required Qualifications

• At least a bachelor's degree in economics, public policy, development studies, statistics, or a related field.
• Minimum of 5 years of relevant experience in monitoring and evaluation, preferably in economic reforms, public sector programs, or development programs.
• Proven experience in designing M&E systems.
• Yemeni national, with full professional fluency in both Arabic and English (written and spoken).
