Job title: Monitoring & Evaluation (M&E) Officer

Duration of Assignment: The employment contract is for one year, renewable based on satisfactory performance evaluation.

Who are we?

BCFHD is a non-profit, non-governmental humanitarian and development organization that was established in 1996 aiming at achieving Sustainable Development Goals and Humanitarian Response through implementing various programs and projects that provide humanitarian and development services to the community.  BCFHD works in all governorates of the Republic of Yemen in humanitarian and development fields in several key sectors including Food Security & livelihoods, Education, Protection, WASH, and Shelter.   

About the Position

BCFHD is seeking a qualified and motivated Monitoring & Evaluation (M&E) Officer to lead the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for BCFHD's project interventions under a multi-year resilience and livelihoods programme. The M&E Officer will ensure the collection, analysis, and reporting of high-quality data, support evidence-based decision-making, and serve as BCFHD's focal point for coordination with the consortium MEAL team, ensuring compliance with donor requirements and consortium standards.

Key Responsibilities

The M&E Officer will:

  • Lead the implementation of M&E activities for BCFHD's project interventions in accordance with the consortium MEAL framework and donor requirements.
  • Coordinate the collection, verification, analysis, and timely reporting of project data while ensuring data quality and consistency with approved indicators.
  • Maintain project databases, indicator tracking tools, and monitoring records, ensuring data accuracy and completeness.
  • Conduct regular field monitoring visits to verify implementation progress, beneficiary targeting, data quality, and compliance with project methodologies.
  • Support the implementation of baseline, endline, post-distribution monitoring (PDM), outcome monitoring, assessments, surveys, evaluations, and learning activities.
  • Train and support project staff and enumerators on data collection tools, monitoring methodologies, and data quality standards.
  • Analyze monitoring data and prepare dashboards, progress reports, indicator tracking tables, and evidence-based recommendations to support adaptive programme management.
  • Support Accountability to Affected Populations (AAP) and community feedback mechanisms, ensuring feedback and complaints are properly documented, analyzed, and addressed.
  • Document lessons learned, best practices, case studies, and success stories to support organizational learning and knowledge management.
  • Serve as BCFHD's focal point for coordination with the consortium MEAL team, ensuring harmonized monitoring approaches, timely data sharing, participation in joint monitoring activities, and compliance with consortium reporting requirements.
  • Contribute technical inputs to donor reports, project reviews, evaluations, audits, and consortium reporting.
  • Perform any other duties assigned by the Project Manager consistent with the objectives of the position.

Qualifications

  • Bachelor's degree in Statistics, Monitoring and Evaluation, Economics, Information Management, Social Sciences, Development Studies, Agriculture, or another relevant field.
  • A postgraduate qualification in Monitoring and Evaluation, Data Management, or Project Management is an added advantage.

Experience

  • Minimum 5 years of progressively responsible experience in monitoring and evaluation, preferably within humanitarian and development programmes.
  • Experience designing and implementing monitoring systems, managing project databases, and analyzing quantitative and qualitative data.
  • Previous experience working with international NGOs, UN agencies, or donor-funded projects is highly desirable.
  • Experience working in consortium projects and coordinating with partner organizations is an advantage.
  • Experience using digital data collection platforms such as KoboToolbox, ODK, CommCare, or SurveyCTO.
  • Experience supporting donor reporting for EU, SDC, UN, or other institutional donors is an asset.

Required Competencies

  • Strong knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) principles and methodologies.
  • Excellent analytical skills and experience in data analysis, visualization, and interpretation.
  • Proficiency in Microsoft Excel and experience using data analysis and reporting tools (e.g., Power BI, SPSS, or similar software is an advantage).
  • Strong report writing and presentation skills.
  • Excellent organizational, coordination, and problem-solving abilities.
  • Ability to train and mentor staff on monitoring tools and data quality standards.
  • High level of integrity, attention to detail, and commitment to data quality and confidentiality.
  • Excellent interpersonal and communication skills, with the ability to work effectively with multidisciplinary teams and consortium partners.
  • Fluency in Arabic (written and spoken); good working knowledge of English is required.
