“Program Officer (WASH) – Aden”

For our program in Yemen, we are looking for a Program Officer (WASH), the position will be based in Aden.

Job Purpose

Under the supervision of the (Field Coordinator Aden), the WASH Officer will be supervising and monitoring the implementation of the daily WASH, building and rehabilitation activities in the Mission according to MDM standards, protocols and procedures in order to ensure the efficient running of the projects. 

RESPONSIBILITIES: 

• Supervising and monitoring on a day-to-day basis the implementation of the building and rehabilitation activities in the project ensuring compliance of MdM standards, protocols and procedures.
• Analyzing, according to customer requirements and MDM programs, the needs for construction/ rehabilitation works and reporting to the line manager accordingly, in order to provide the necessary information to find an appropriate and efficient solution, including planning of (financial, technical, material and human) resources that meet the mission needs.
• Supervising and following up through regular visits the work of construction and/or rehabilitation in progress, in order to ensure deadlines, budget and technical specifications and to early detect potential deviations. 
• Negotiating agreements and permissions for construction/ rehabilitation projects, establishing regular contacts with local authorities, in order to ensure all required documentation is filled upon and to avoid delays. 
• Organizing and supervising call for tenders (architect office, company tendering) activities in order to ensure the best technical and financial conditions under direct supervision of log coordinator 
• Providing monthly activity reports and implementing reporting practices and protocols
• Performing delegated tasks according to his/her specialty and as specified in his/her job description

• The position will be shared between 3 MDM projects, with an initial assignment at the MDM Sana’a, Aden and Marib Bases,
• Conducting on-site supervision of all construction and rehabilitation activities in all locations, ensuring quality, safety and compliance with MDM technical standards, IPC requirements and approved construction drawings.
• Following up on construction activities, including site meetings, progress monitoring, verification of contractor deliverables, and reporting any deviations, delays or technical concerns to the line manager.
• Preparing, reviewing and maintaining as-built drawings and technical documentation using AutoCAD, ensuring accurate records of completed works.
• Supporting the preparation, verification and follow up of Bills of Quantities (BoQs) to ensure consistency with technical drawings and actual site conditions.
• Providing basic Water and Sanitation (WASH) support to construction and rehabilitation works when relevant. (This support is complementary in the Construction Department for new works and rehabilitation).
• Identifying and reporting technical issues or risks in construction or related utility systems and proposing appropriate, timely solutions in line with MDM protocols.
• Supporting technical assessments, site surveys and feasibility studies for future construction or facility improvements as requested. Adhere strictly to MDM security protocols and road safety guidelines, especially in high-risk areas.
• Regular visit to the projects based on the plans of needs and tasks description from logistic coordinator.

PROFILE REQUIRED

• Minimum education level: desirable BA in Engineering or construction.
• Essential 3 to 5 years of previous experience in similar jobs with WASH background 
• Good knowledge, technical documentation using AutoCAD,
• Languages (spoken and written): English and Arabic.
