  • Duration of Assignment: 9 Months with possibility of extension

Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.

Role Summary
The Program Officer provides technical leadership and operational oversight for multi sector programs, ensuring high quality design, timely implementation, robust monitoring, and effective partnerships. The role translates strategy into actionable workplans, manages program risks and budgets, and drives learning to improve outcomes for beneficiaries.

Duties and Responsibilities:

Strategic Planning and Program Design

  • Lead the translation of organizational strategy and donor objectives into program framework with clear outcomes and indicators.
  • Draft detailed activity plans, logical frameworks, and theory of change documents for each component.
  • Prepare and review program budgets, costed workplans, and cashflow projections; identify funding gaps and propose reallocation options.
  • Contribute technical sections to funding proposals, concept notes, and donor queries; prepare annexes and technical appendices.

Technical Oversight and Quality Assurance

  • Provide sectoral technical input (protection, shelter, WASH, livelihoods, etc.) to field teams and partners; develop technical checklists and SOPs.
  • Ensure activities meet Sphere, protection mainstreaming, safeguarding, and donor quality standards; conduct regular quality audits.
  • Plan and conduct field visits to verify implementation reliability; produce visit reports with corrective actions and timelines.
  • Design and deliver technical trainings, mentorship, and on the job coaching for staff.

Monitoring Evaluation and Learning

  • Design and maintain M&E frameworks, indicator matrices, and data collection schedules; ensure alignment with donor requirements.
  • Lead periodic data reviews, performance analysis, and adaptive management sessions to inform program adjustments.
  • Coordinate baseline, midline, and endline evaluations; manage consultants, sampling, and quality assurance of evaluation deliverables.
  • Produce learning briefs, case studies, and lessons learned reports; facilitate internal learning workshops and dissemination.

Partnerships and Stakeholder Management

  • Represent the program in cluster/sector meetings, donor forums, and coordination platforms; prepare briefing notes and talking points.
  • Oversee community consultation processes, beneficiary feedback mechanisms, and participatory monitoring activities.
  • Coordinate referrals with protection, health, and legal actors and support advocacy initiatives where relevant.

Reporting and Compliance

  • Lead preparation of timely, accurate donor reports, financial narratives, and annexes; ensure supporting evidence is filed and auditable.
  • Produce monthly and quarterly program performance reports, highlight risks and mitigation measures, and update senior management.
  • Maintain documentation for internal and external audits; implement corrective actions from audit findings.
  • Maintain a program risk register, ensure compliance with organizational policies, and escalate critical issues.

Resource and People Management

  • Supervise program staff, set objectives, conduct performance reviews, and support professional development.
  • Coordinate cross functional workplans (logistics, finance, MEAL, protection, shelter) to ensure timely delivery.
  • Track expenditures against budgets, approve field spending within delegated authority, and flag variances.
  • Participate in recruitment, onboarding, and induction of program staff and consultants.

Qualifications and Experience:

  • Bachelor’s degree in Development Studies, Project Management, Social Sciences, or related field.
  • Minimum 3 years of progressive experience in program management in humanitarian or development settings; at least 2 years in a supervisory role.
  • Demonstrated technical experience across at least two program sectors (e.g., protection, shelter, WASH, livelihoods).
  • Proven experience managing donor grants (UN or similar), including reporting and compliance.
  • Practical experience designing M&E frameworks, indicators, and managing evaluations.
  • Experience with budget development, financial tracking, and basic financial controls.
  • Proficiency in MS Office (advanced Excel), Google Workspace, and familiarity with project management and data collection tools.
  • Fluent in Arabic; and excellent command of English.
