• Job Title:  Program Quality Officer 
• Location:  Hodeida 
• Contract duration: until 30 September 2026 with possibility of extension.
• Basic monthly salary (taxable): 1041 $ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
• Line/ Technical Manager: Program Quality Manager

Objective of the position :  To support the day-to-day implementation of Program quality activities of in Action Contre la Faim .

Under the direct supervision of the Program Quality (PQ) Manager, the PQ Officer will provide support in the implementation of day-to-day PQ activities of projects implemented under Hodeidah field office. Specifically, the PQ Officer will:

Mission 1: To implement project related assessments, monitoring, evaluation, accountability and learning

• Assist the PQ Manager in implementation of MEAL Plan in line with strategy;
• Lead and take part in field data collection for strategic indicators;
• Support data entry and analysis as required;
• Assist the PQ Manager and take part in routine/emergency needs assessments/surveys;
• Regularly monitor & follow-up visits to program sites/activities to ensure standard procedures have been followed;
• Provide facilitation support to external consultants in the field as required;
• Mainstream accountability mechanism in program activities, and support the effective implementation of feedback and complaints response mechanisms;
• Assist the PQ manager in conducting and documenting project lesson learnt exercises and reports;
• Assist the PQ manager in project baseline, endline, PDMs, Pre and Post KAP surveys;
• Assist the PQ manager in organizing capacity-building events for PQ and Program staffs on program quality, accountability, and M&E at field level;
• Produce case studies in collaboration with program team;
• Support external evaluations as required..

Mission 2: Maintain comprehensive data management and timely reporting

• Submit all project-related required and requested reports and ad hoc updates on time;
• Maintain, document, and handover all project records in an organized and complete manner to enable audit of the project;
• Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested;
• Prepare handover/end of mission reports to cover periods of leave and/or upon exit from the project;
• Support the PQ Manager in all support functions as required and filing of records.

Mission 3: Assist in wider organizational development through learning and proposal development support

• Support in the development of standardized tools;
• Support (if possible) the development of a centralized data base;
• Contribute to overall project design, activity implementation guidelines, training development, and documentation;
• Provide additional support to the MEAL Manager as requested.

Ensure adherence to ACF gender requirement; Commit and comply with ACF gender, age and diversity principles at anytime during activities; Support the implementation and the promotion of gender.

Required Qualification, Skills and Professional Experience 

• Minimum of a College Diploma in related field of study;
• At least two years’ similar work experience with an international NGO;
• Knowledge of key MEAL and humanitarian standards;
• Ability and willingness to travel regularly to field sites;
• Previous experience working on a variety of surveys/assessments;
• Ability to produce quality deliverables in the timeframe;
• Strong understanding and experience handling data entry, cleaning and analysis;
• Experience with evaluations and monitoring as well as feedback and complaints response mechanisms;
• Ability and willingness to travel regularly to the field sites;
• Strong awareness of professionalism and working confidentially;
• Proven ability to use MS office applications (Excel is a must);
• Strong understanding of concepts and features of data management tools;
• Good understanding of the program cycle, humanitarian charters, laws, standards principals, and crosscutting issues.
• A team-player demonstrating the ability to multi-task and work in cross-functional, fast-paced environment with the pressure of multiple deadlines
• Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information;
• Good verbal and written English skills with strong communication skills;
