Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

- Job Title: Program Quality Officer
- Location: Hodeida
- Contract duration: until 30 September 2026 with possibility of extension.
- Basic monthly salary (taxable): 1041 $ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
- Line/ Technical Manager: Program Quality Manager
Objective of the position : To support the day-to-day implementation of Program quality activities of in Action Contre la Faim .
Under the direct supervision of the Program Quality (PQ) Manager, the PQ Officer will provide support in the implementation of day-to-day PQ activities of projects implemented under Hodeidah field office. Specifically, the PQ Officer will:
Mission 1: To implement project related assessments, monitoring, evaluation, accountability and learning
- Assist the PQ Manager in implementation of MEAL Plan in line with strategy;
- Lead and take part in field data collection for strategic indicators;
- Support data entry and analysis as required;
- Assist the PQ Manager and take part in routine/emergency needs assessments/surveys;
- Regularly monitor & follow-up visits to program sites/activities to ensure standard procedures have been followed;
- Provide facilitation support to external consultants in the field as required;
- Mainstream accountability mechanism in program activities, and support the effective implementation of feedback and complaints response mechanisms;
- Assist the PQ manager in conducting and documenting project lesson learnt exercises and reports;
- Assist the PQ manager in project baseline, endline, PDMs, Pre and Post KAP surveys;
- Assist the PQ manager in organizing capacity-building events for PQ and Program staffs on program quality, accountability, and M&E at field level;
- Produce case studies in collaboration with program team;
- Support external evaluations as required..
Mission 2: Maintain comprehensive data management and timely reporting
- Submit all project-related required and requested reports and ad hoc updates on time;
- Maintain, document, and handover all project records in an organized and complete manner to enable audit of the project;
- Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested;
- Prepare handover/end of mission reports to cover periods of leave and/or upon exit from the project;
- Support the PQ Manager in all support functions as required and filing of records.
Mission 3: Assist in wider organizational development through learning and proposal development support
- Support in the development of standardized tools;
- Support (if possible) the development of a centralized data base;
- Contribute to overall project design, activity implementation guidelines, training development, and documentation;
- Provide additional support to the MEAL Manager as requested.
Ensure adherence to ACF gender requirement; Commit and comply with ACF gender, age and diversity principles at anytime during activities; Support the implementation and the promotion of gender.
Additional Responsibilities

Required Qualification, Skills and Professional Experience
- Minimum of a College Diploma in related field of study;
- At least two years’ similar work experience with an international NGO;
- Knowledge of key MEAL and humanitarian standards;
- Ability and willingness to travel regularly to field sites;
- Previous experience working on a variety of surveys/assessments;
- Ability to produce quality deliverables in the timeframe;
- Strong understanding and experience handling data entry, cleaning and analysis;
- Experience with evaluations and monitoring as well as feedback and complaints response mechanisms;
- Ability and willingness to travel regularly to the field sites;
- Strong awareness of professionalism and working confidentially;
- Proven ability to use MS office applications (Excel is a must);
- Strong understanding of concepts and features of data management tools;
- Good understanding of the program cycle, humanitarian charters, laws, standards principals, and crosscutting issues.
- A team-player demonstrating the ability to multi-task and work in cross-functional, fast-paced environment with the pressure of multiple deadlines
- Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information;
- Good verbal and written English skills with strong communication skills;
