About SOUL
SOUL for Development is a national NGO, founded in February 1997 by a group of Yemeni professionals out of their desire to achieve a higher quality of life for Yemeni women and children. Since its inception, it has implemented over 80 development interventions in 18 out of Yemen's 22 governorates, benefiting over 5, 500,000 people. As a result, the organization has established itself among the most effective civil society organizations in Yemen that are working on health, education, and WASH issues in support of women, children, and youth. Operating out of its Headquarters in Sana’a and its offices in Taiz and Aden, SOUL, provides critical educational, health, and WASH services to urban and rural communities.

Job Description:
The role of the Project Manager is to plan, execute, and manage projects according to strict deadlines and within the allocated budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver the project according to its plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle.
Key Duties & Responsibilities:
1. Technical Support and Management
- Attain and maintain expert-level knowledge of the project's scope, goals, deliverables, logical framework (logframe), and theory of change to guide all technical decisions. Ensure the Project Initiation Document (PID) is accurately maintained and updated in SOUL's ERP system to reflect any foundational changes.
- Develop, maintain, and regularly update detailed, full-scale project plans. Ensure all revisions to the project plan, work breakdown structure (WBS), and schedule are meticulously recorded in SOUL's ERP system
- Provide continuous technical guidance and supervision to the project team to ensure all activities are implemented according to technical best practices and sectoral standards.
- Establish and enforce quality benchmarks for all project outputs and deliverables. Conduct regular field visits to monitor technical quality and provide on-the-job support.
- Proactively identify, analyze, and mitigate technical, operational, and contextual risks to the project. Maintain a live project risk register.
- Serve as the primary point for resolving complex technical and operational challenges that arise during implementation.
2. Administrative Duties
- Master and ensure strict adherence to the project budget. Review and approve all project disbursements, payments, and budget revisions in line with SOUL and donor financial guidelines.
- In accordance to the authority matrix, supervise and approve all project-related procurement processes, ensuring they are timely, competitive, transparent, and fully compliant with established rules.
- Lead, mentor, and manage the project team. Conduct regular performance reviews, clarify roles, and foster a productive working environment.
- Manage administrative functions within the limits of delegated authority and escalate issues beyond this limit promptly.
- Ensure all project assets and equipment are properly recorded, used responsibly, and maintained in accordance with organizational policy.
3. Coordination and Representation
- Map all key stakeholders and develop a structured plan for engagement. Serve as the primary focal point for communication with donor organizations, government institutions, and partner NGOs.
- Establish and lead regular coordination meetings (e.g., with partners, government counterparts) to ensure alignment, avoid duplication, and synergize efforts.
- Build and maintain professional, productive, and respectful relationships with all entities involved in or affected by the project.
- Act as the main link between the project field team and SOUL's head office departments (Finance, Programs, HR), ensuring smooth information flow and operational support.
4. Monitoring, Evaluation, Accountability, and Learning (MEAL) & Reporting
- In close coordination with MEAL department, develop, implement, and supervise a robust Monitoring & Evaluation (M&E) plan. This includes defining indicators, data collection methods, tools, frequency, and responsibilities.
- Continuously monitor project performance against set indicators, milestones, and the logframe. Use data to inform management decisions.
- Take the lead in preparing and submitting high-quality, accurate, and timely narrative and financial reports to the donor and Programs’ Manager, as per the agreed schedule.
- Capture and document lessons learned, success stories, and case studies throughout the project lifecycle to contribute to organizational learning.
5. Risk Management
- Develop and own the Project Risk Management Plan, defining methodologies for risk identification, analysis, response planning, and monitoring.
- Facilitate regular risk workshops with the project team, partners, and stakeholders to identify potential threats to scope, schedule, budget, quality, and reputation, as well as opportunities for enhancement.
- Qualitatively and quantitatively analyze identified risks to assess their probability and potential impact. Prioritize risks using a Risk Breakdown Structure (RBS) or probability/impact matrix.
- Develop specific, actionable, and cost-effective response strategies for high-priority risks (e.g., avoid, mitigate, transfer, accept for threats; exploit, enhance, share, accept for opportunities).
- Create, maintain, and ensure the continuous updating of the project's Risk Register within SOUL's ERP system, making it the single source of truth for all risk-related information.
- Track identified risks, monitor residual risks, identify new risks, and evaluate the effectiveness of risk response processes throughout the project lifecycle. Report on risk status to stakeholders and governance bodies.
6. Representation
- Represent the project and SOUL at high-level meetings, workshops, cluster meetings, and technical working groups with donors, government authorities, UN agencies, and other NGOs.
- Advocate for the project's goals, showcase its achievements, and communicate its value proposition to relevant audiences.
- Proactively network to build the profile of the project and explore opportunities for collaboration, scaling, or future funding.
- Ensure that all representation activities positively reflect the values and professional reputation of SOUL.
7. Proposal Development
- Proactively monitor donor strategies, funding trends, and calls for proposals from existing and new donors that align with SOUL's strategic objectives.
- Assist on the technical design of new project concepts, ensuring they are evidence-based, innovative, and build upon lessons learned from current and past projects implemented by SOUL.
- Support in writing, coordinating, and compiling high-quality funding proposals, concept notes, and budgets in close collaboration with technical, finance, and MEAL teams.
- Engage relevant national government institutions, partner organizations, and community stakeholders during the design phase to ensure co-creation and buy-in for new proposals.
The role of the Project Manager extends beyond the specific duties outlined above. It may evolve alongside the changing dynamics in line with SOUL’s vision, mission and strategy. Consequently, the Project Manager must address any unforeseen issues and circumstances related to SOUL’s project and remain flexible to undertake responsibilities as needed.
Qualifications & Experience:
- Bachelor’s degree in Development Studies, Project Management, or related field (Master’s preferred).
- Minimum of 5 years’ experience managing donor-funded humanitarian/development projects.
- Proven experience in managing multi sectorial project.
- Strong leadership, coordination, and team management skills.
- Excellent written and verbal communication in Arabic and English.
- Strong understanding of humanitarian principles, standards, and safeguarding practices.
- Proficiency in MS Office and digital reporting tools.
- Very good business correspondence and report writing skills.
- Very good communication and interpersonal skills.
