  • Duty Station: Hodeidah Governorate
  • Reporting To: Program Officer
  • Duration of Assignment: 9 Months with possibility of extension 
  • Terms of employment: Employment is full time according to YRCS guidelines

Organizational Context

The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.

Role Summary
The Project Officer coordinates day to day project delivery, translates plans into operational activities, ensures compliance with donor and organizational standards, and supports monitoring, reporting, and stakeholder coordination.

Duties and Responsibilities:

Project implementation and workplan delivery

  • Break down project workplans into weekly and monthly tasks for field teams.
  • Assign responsibilities, follow up on task completion, and update trackers.
  • Coordinate procurement requests and ensure timely availability of inputs.

Monitoring and reporting

  • Collect quantitative and qualitative activity data from field staff; validate and consolidate into monthly reports.
  • Draft narrative sections for donor and internal reports and prepare annexes (activity logs, beneficiary lists).
  • Track indicator progress against targets and flag variances with corrective actions.

Coordination and stakeholder engagement

  • Organize and chair regular coordination meetings with partners, local authorities, and community representatives.
  • Maintain contact lists and follow up on action points from coordination forums.
  • Represent the project in cluster or sector meetings and share relevant updates.

Quality assurance and compliance

  • Conduct spot checks and field visits to verify activity quality and adherence to technical standards.
  • Ensure protection mainstreaming, Do No Harm, and safeguarding measures are applied in all activities.
  • Review deliverables for donor compliance and internal quality standards before submission.

Risk management and problem solving

  • Maintain a risk register, update mitigation measures, and escalate high risk issues to management.
  • Propose contingency plans for access, security, or supply disruptions.

Capacity building and staff support

  • Identify training needs, organize on the job coaching, and prepare simple guidance notes for staff.
  • Mentor junior staff and support performance appraisals.

Qualifications and Experience:

  • Bachelor’s degree in Development Studies, Project Management, Social Sciences, or related field.
  • Minimum 3 years of experience in project implementation in humanitarian or development contexts.
  • Demonstrable experience in Protection and/or Shelter projects with donor reporting (UN or similar) is an advantage.
  • Practical knowledge of project cycle management, logical frameworks, and basic budgeting.
  • Experience using MS Excel, Google Sheets, and basic project tracking tools.
  • Willingness to travel regularly to field sites and work flexible hours.
  • Fluent in Arabic; and excellent command of English.
