Terms of Reference (TOR):
Service Title: Psychiatrist
Location: Taiz, Aden, Lahj, Al Dhale'a, Shabwa, Abyan
Type of Contract: Service Provider 

1. About the Organization

Deem Development Organization is a non-profit organization established in October 2015 by a group of Yemeni youth and individuals. It aims to serve people affected by conflict. Deem is officially registered with license number 540 from the Ministry of Social Affairs and Labor as a non-governmental, non-profit organization to implement projects and activities across Yemen.
In addition, Deem holds membership in the Health and Population Offices in the governorates of Taiz, Ibb, and Sana'a. The organization also maintains strong and effective working relationships with local councils in these governorates, which is vital for the implementation of activities in these sectors.
Deem hereby announces its call for experienced individuals to submit the necessary documentation to register in the organization’s roster of specialized therapeutic mental health service providers.
Deem is hereby announcing an invitation for experienced individuals to submit the necessary requirements to register in the organization’s roster of legal service providers. This call aims to establish a list of qualified individuals who can provide services as per the categories listed below. The organization will evaluate all applicants based on the required terms and criteria, and qualified candidates will be contacted when services are needed.

2. Duties and Responsibilities

The Psychiatrist will have the following key responsibilities:

  • Receive referred mental health cases from psychologists or protection teams. 
  • Provide necessary psychological consultations to referred cases.
  • Assess and diagnose referred cases, and submit a comprehensive report to the project management at the end of each month.
  • Contribute to building the capacity of the team in the field of mental health through internal guidance and orientation sessions.
  • Adhere strictly to ethical principles and maintain confidentiality when dealing with beneficiaries.
  • Prescribe and administer medication when necessary.
  • Archive case files and ensure easy access to them upon request.
  • The expiration date of the dispensed medications for the cases should not be less than one year.

3. Qualifications and Experience

The ideal candidate for the Psychiatrist Service should possess the following qualifications and experience:

Academic and Professional Qualifications (for the main personnel):

  • A university degree specialized in psychiatry
  • A valid license to practice in the mental health field (if applicable in Yemen or the country of origin).
  • Specialized training certifications in evidence-based therapeutic approaches.

Experience:

  • A minimum of 5 years of experience providing specialized therapeutic mental health services to individuals with complex psychological conditions. Experience working with crisis- and conflict-affected individuals is preferred.
  • Experience working in multicultural environments and familiarity with the unique psychological challenges faced by populations in Yemen.

Specialized Psychotherapy Services:

  • Deliver individual and group psychotherapy sessions using culturally appropriate, evidence-based practices (e.g., CBT – Cognitive Behavioral Therapy, EMDR – Eye Movement Desensitization and Reprocessing, CFT – Compassion-Focused Therapy, etc.).
  • Collaborate with clients to define clear and measurable therapeutic goals.
  • Apply suitable therapeutic interventions for a range of psychological issues, including PTSD, depression, anxiety, personality disorders, and others.
  • Monitor and evaluate clients’ progress regularly and adjust treatment plans accordingly.

Management of Complex Psychological Cases:

  • Handle cases that require intensive interventions and coordination with other entities (e.g., medical, social services).
  • Provide psychological support to families of individuals suffering from severe mental health issues.
  • Develop and implement crisis intervention plans.

Skills:

  • Advanced skills in psychological assessment and diagnosis.
  • Proficiency in a wide range of evidence-based therapeutic approaches.
  • Excellent interpersonal communication skills, empathy, and ability to build trust with clients.
  • Ability to work independently and within a multidisciplinary team.
  • Strong time management, organizational, and documentation skills.
  • Strict adherence to professional ethics and standards of confidentiality and privacy.
