ABOUT RI:

1.    Context 

Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience. 

We do this by working with local actors to develop safe and inclusive local programming that is evidence based, conflict sensitive, climate smart, and reaches those in need.

Relief International is an alliance of four organizations with one shared mission, comprised of Relief International, Inc., Relief International-France, Relief International-UK and Relief International-Europe, which operate under a one-team concept under a single senior leadership team.

2.    Job Profile
Scope of his work is focused on though not limited to the operational side of the SSRMS in the Aden office as well as in the field, being responsible for day-to-day efficient and reliable security operations such as safeguarding facilities access and security protocols in RI field sites (e.g. registration and distribution centers); maintaining and upholding protocols for safe travel such as oversite of the Field Travel Requests (FTRs); 24-hours safety and security induction of new staff and visitors; liaison with multitude of stakeholders ranging from guards to the Government Authorities; Safety and Security Area Assessments with in-depth safety and security and programming narrative as well as professional and exhaustive safety and security recommendations; Site Evaluations with detailed recommendations on safety and security improvement components; continuous safety and security awareness training for expat and national staff; as well as facilitate effective access and continuity of operations through close cooperation with Programs staff and relevant stakeholders. 

3.    Key Responsibilities 

Information

  • On daily basis monitor, verify and analyze the evolving security situation in xxxxxx and xxxxxx Governorates from sources including NGOs, media outlets, social media, personal network) and, when relevant and important, relay this information in written and/or spoken form to the AM, HAM and relevant RI staff members and management. 
  • Establish and maintain a reliable network of security information contacts, liaise and maintain relationships with key internal and external stakeholders (e.g., NGOs, NNGOs) in order to facilitate safe access, movement and acceptance for RI operations. 
  • Act as the local security focal point (SFP) for security coordination and information sharing with the relevant national actors. 

Analysis

  • Assist in the drafting and updating of the Safety Operating Procedures (SOPs), Security Risk Assessments (SRAs), Vulnerability and Threat Assessments (VTA), Contingency Plans (CPs), Local Safety Rules (LSRs), Safety Briefing, Pre-arival Brief (PAB) and other documents per guidance and direction of the HAM. 
  • Assist with identifying indicators, triggers and key decision points, and link these to the SRA. 
  • Provide safety and security advice to facilitate continuous programing. 
  • Assist with the Security Incidents Reporting (SIR), liaise with staff and lead discussion on causes, incident summary, potential impact to RI, potential preventive measures, and action plan for follow up and lessons learnt, and record data in brief report (up to 500 words). 
  • Assist in the management of security incidents and crises, provide timely and accurate incidents reports and analysis in close cooperation with the HAM. 

Security Risk Management

  • Actively engage in the implementation of the RI SSRMS policies, plans, protocols and procedures in xxxxxxx. 
  • As RI program needs dictate, SLO will deploy to the field to offices, guesthouses, warehouses, other sites as required to conduct Safety Area Assessments and Site Evaluations, and will advise on risk mitigation measures. 
  • Undertake regular safety audits of the RI offices, guesthouses, warehouses and other relevant sites of operation (e.g. distribution, registration sites) and document the findings in Site Evaluation Assessments. 
  • Assist in drafting the Safety Improvement Plans (SIPs) for RI field sites and offices by conducting sites re-evaluation and drafting detailed procurement plans and monitoring their implementation. 
  • Undertake site and/or area assessments as well as safety risk assessments and lead the implementation of corresponding mitigation measures. 
  • Act as the focal point for the procurement of safety and security related equipment (e.g. communication equipment, CCTV, alarm, hibernation stock, first aid kits), facilities improvements and other safety and security related resources and maintain records database. 
  • Supervise the implementation of physical and assets protection protocols. 
  • Monitoring, coaching and supervision of the guards. 
  • Assist in the development and the implementation of the Contingency Plans (e.g. medevac, relocation, evacuation, hibernation, detention, other). 

Additional Assignments

  • Weekly update expat staff tracker and visas/permits tracker. 
  • When applicable, follow RI teams field movements as per FTRs. 
  • Provide Safety and Security Briefing to new staff and visitors within 24 hours of their arrival to Aden Office. 
  • Assist in assessment of GO TO places as per discussion with the HAM. 
  • Provide expert advice during recruitment of potential new Guards Service

4.    Behavior and Conduct

  • Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies. 
  • Will be a model for ethical conduct standards for other team members.
  • Will ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve.
  • Will ensure external stakeholders are aware of RI conduct and reporting mechanisms.
  • Report any concerns.

5.    Qualifications and Requirements:

  • Professional experience of no less than 5 (five) years in the INGO, UN or private company in safety and security management. 
  • Graduate degree in relevant discipline (political science, peace and conflict studies, history, etc.). 
  • Good communication skills, fluent in written and spoken English. 
  • Valid driver s license (B). 
  • Problem solving, results driven, committed, loyal and tenacious. 
  • Familiarity with, commitment to and understanding of humanitarian principles of Humanity, Neutrality, Impartiality, and Independence. 
  • Familiarity with, commitment to and understanding of Duty of Care (DoC). 
  • Understanding of Gender, Protection and Human Rights. 
  • Experienced with and knowledgeable about safety and security technical equipment (e.g. CCTV, alarms, car trackers, satphone, other). 
  • Proficient in use of Microsoft Office software, Google Earth, relevant mobile apps, and be comfortable with Internet based research. 
  • Experience delivering trainings and briefs to audiences and otherwise conveying information verbally in confident manner. 
  • Ability to manage and maintain discipline among the guards and deal with breaches of conduct. 
  • Excellent grasp of the dynamics within southern Yemen impacting security, and practiced capability to convey this to others effectively. 
  • Experience in operating in a hostile security environment.
