About the role

The Senior Consortium Finance Officer will provide financial oversight and coordination for the Yemen WASH Consortium and other consortia led by Oxfam, as assigned by the Country Finance Manager.

The role supports consortium budgeting and forecasting, partner disbursements, budget development and consolidation, financial analysis, donor reporting, corrective actions and audit preparation. The officer will also serve as the main day-to-day finance contact for consortium partners and help establish consistent, practical financial standards across the portfolio.

Key responsibilities

• Coordinate consortium budgets, forecasts and financial consolidations.
• Review partner financial information and disbursements, and follow up on issues or risks.
• Analyse financial results and variances, and prepare clear information to support decisions.
• Support donor reporting and ensure financial records are ready for audits.
• Apply the financial conditions and assurance requirements of donor agreements.
• Work with consortium partners to strengthen financial practices and address corrective actions.
• Serve as the day-to-day finance focal point for partners and promote consistent financial standards.

Required qualifications and experience

• Bachelor’s degree or equivalent in Accounting, Finance, Business Administration, Commerce or a related field.
• Significant finance experience with complex institutional grants, partner finance or multi-partner financial management in an INGO or comparable humanitarian organisation.
• Demonstrated experience in grants and consortium financial management.
• Practical knowledge of donor financial rules and assurance requirements, such as ECHO, EU, FCDO, BHA and BMZ, and the ability to apply the requirements in specific donor agreements.
• Advanced Microsoft Excel skills, including budget consolidation, variance analysis, forecasting and preparation of decision-ready financial information.
• Experience using computerised accounting systems; PeopleSoft experience is preferred.
• Strong communication, facilitation and negotiation skills, including the ability to explain financial issues clearly and challenge constructively in a cross-cultural, multi-organisation setting.
• Native-level Arabic and excellent written and spoken professional English.
• Strong analytical thinking, professional judgement and attention to detail, with a proactive approach to identifying, resolving and escalating financial risks.
• Ability to build respectful, effective working relationships within Oxfam and with partner organisations.

Desirable

• Knowledge of Yemen’s political, economic and social context, and of the country’s main humanitarian and development issues.
• Ability and willingness to travel at short notice and work additional hours when required, including in difficult circumstances.
