Job Summary:

The Sana’a Center for Strategic Studies is seeking a full-time Consultant to support the development and implementation of a Transitional Justice (TJ) roadmap grounded in Yemeni-defined priorities, as well as to support the work of the Yemen Justice Network, a coalition of Yemeni and global actors working towards transitional justice in Yemen.

Our main office is in Yemen, while most of our team works remotely from locations across Yemen, the Middle East, and major cities around the world. Among our core strengths are our versatility, initiative, access, networks, and audacity. We seek new team members who would complement this dynamic.

Background and Objectives:

The consultant will be responsible for developing a structured action plan and identifying key priorities for the roadmap, while also facilitating coordination between Yemeni and international civil society organizations. Responsibilities include organizing joint initiatives, overseeing and managing the activities of the Yemen Justice Network, and supporting efforts to enhance local ownership of justice and reconciliation processes. The role will also require facilitating effective information exchange among Yemeni and international stakeholders, and supporting engagement with key UN agencies, governments, multilateral entities, and donors. The ideal candidate should have a strong background in transitional justice and a commitment to inclusive, locally driven approaches to accountability and peacebuilding.

Duties and Responsibilities:

  • Support the development of the transitional justice roadmap by contributing to its conceptualization, proposing priority areas, and supporting in drafting a detailed plan of action.
  • The consultant will dedicate 50% of their time to the Transitional Justice team at the Sana’a Center for Strategic Studies and the remaining 50% to the Yemen Justice Network.
  • Assist in organizing and conducting consultations and workshops with relevant Yemeni and international stakeholders to inform the content and direction of the roadmap.
  • Coordinate and implement joint activities between Yemeni and international civil society organizations that align with the roadmap’s objectives.
  • Oversee and coordinate the work of the Yemen Justice Network, identifying opportunities to create synergies between the Network’s initiatives and the Sana’a Center’s transitional justice roadmap.
  • Support efforts to strengthen local ownership of transitional justice processes through inclusive engagement and capacity-building activities.
  • Facilitate effective information sharing among Yemeni and international civil society actors, ensuring alignment and transparency across initiatives.
  • Liaise with and support strategic engagement between Yemeni and international CSOs and key UN agencies, government bodies, multilateral institutions, and donors.
  • Oversee the development and implementation of a plan for community consultations and stakeholder engagement in Yemen.
  • Oversee and support fundraising efforts.

Qualifications and Skills:  

  • Master’s degree or equivalent in international relations, international law, human rights, transitional justice, political science, or a related field — or equivalent relevant work experience.
  • Fluency in both written and spoken Arabic and English.
  • Strong organizational, interpersonal, and communication skills.
  • 5+ years of experience with Human rights, transitional justice, global advocacy, network coordination, capacity building and partnership management.
  • Strong knowledge of transitional justice and human rights issues in Yemen/MENA region.

The Sana’a Center for Strategic Studies

Founded in 2014, the Sana’a Center is one of the few independent research centers that has continued to operate in Yemen throughout the ongoing conflict. While the Center maintains cordial relations with all key stakeholders, it has remained fiercely unaligned with any of the belligerent parties. The Sana’a Center has thus maintained a unique position and the ability to work throughout Yemen and beyond.

The Center maintains a strong network across Yemen with access to key political, military and security figures, tribal leaders, the financial sector, economists, journalists, humanitarian actors, civil society, and other important stakeholders. The Center has also established a broad network and presence within the international community, connecting it to international organizations, diplomatic circles, regional and international policymakers, research centers and global forums.

The Sana’a Center’s reports and researchers are widely quoted in local, regional, and international media outlets, while the analysis of the Center’s experts is regularly sought out by local and international stakeholders.
