Contextualisation
HI have been intervening in Yemen, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs). 
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah have been launched early 2022, and Hodeida activities are expected to start in 2022.

Under the reporting line of Technical Specialist, the Senior MHPSS Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her country, Yemen. 
He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. 
He/she works closely with the programme's technical and operations team, including the MHPSS Project Supervisors and field teams.

Missions / responsabilités

Mission 1 : Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

a.    Provide appropriate technical guidance and support to the relevant project supervisor and/or project managers under the guidance of the technical specialist.
b.    Ensure that the project(s) activities are implemented according to internal quality and technical standards and propose adjustments or improvements if necessary.
c.    Support in the adaptation of  project documentation or creating new technical documents, as required in accordance with global technical norms and standards
d.    Support and/or contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
e.    If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the THOP.
f.    Provides technical supervision to the field technical team.

Mission 2: Provides and contributes to technical learning from projects.

a.    Provide the technical guidance for the relevant departments regarding MHPSS activities and quality benchmarks.
b.    Make sure MHPSS technical specialist gets the information they require and collaborates with Technical Division when necessary 
c.    Contribute to technical learning under the responsibility of the specialist, based on best practice
d.    Responsible of technical learning from projects by drawing on lessons learned and best practices 
e.    Is in charge of the technical quality and relevance of project activities implemented by following the relevant SOPs/guidelines
f.    Contributes/supports in the development of contextually adapted terms of reference/ SOP and technical guidance for MHPSS service delivery in different settings
g.    Follows up on the Implementation of recommendations for improving the technical quality of projects
h.    Ensure the technical quality and report the relevance of project activities implemented within his scope of expertise 

Mission 3 : Ensuring the internal technical training of his/her sector or on cross-cutting themes

a.    Contribute to technical recruitment, in cooperation with the MHPSS Specialist.
b.    Carry out the necessary technical training in his/her field.
c.    Contribute to the skills upgrading plan for professionals in MHPSS sector, and may be a third-party assessor.
d.    Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identify training and coaching needs.
e.    Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.

Mission 4 : Contributes to ensuring HI's technical influence within its perimeter in close collaboration with the technical team

f.    Contribute to the outreach of HI expertise: can represent HI technical expertise by representation in relevant local, regional and international networks and with local partners.
g.    Ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the THOP.
h.    Relay and contribute to advocacy messages under her/his scope
i.    Support in the drafting of new proposals for continuity, expansion of activities, and new opportunities under his / her technical scope

Mission 5 : Emergency Preparedness and Response Responsibilities

j.    Contribute to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

 

 Essential Preferable
Qualification(s) Bachelor of Psychology or counselling Master’s in psychology (clinical, counselling..) 
Experience At least 2 years’ experience in the field of MHPSS in humanitarian context. 

 

Skills

 

  • English and Arabic languages  are mandatory (oral and written)
  • Strong communication skills
  • Strong capacity to represent HI in internal and external forums.
  • Ability to translate documents in local language/review translation accurately 
  • Proven experience in conducting trainings.
  • Experience in drafting clear and concise reports.
  • Capacity to coach / technically supervise field technical teams.
  • Ability to work under high pressure
  • Reactivity and flexibility in all circumstances
  • Ability to organize his/her work, and manage priorities
  • Computer literacy (word, excel etc.)
  • Good knowledge of MHPSS IASC guidelines
  • Good writing skills

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Yemen (Aden/Sana’a) with frequent field visits.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) 5 days per week.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
