The WASH/Shelter Technical Assistant provides technical and administrative support to ensure the effective implementation of Shelter/WASH projects. The role involves assisting with assessments, identifying needs and resources, collecting data, supporting beneficiary selection, and conducting regular field monitoring. The assistant is responsible for gathering data, checking the quality and quantity of materials before distribution, and ensuring activities meet required standards. In addition, the position supports monitoring of implementing partners, construction contractors, and vendors to verify compliance and progress. While primarily focused on technical and operational support.

Responsibilities

Generic Responsibilities:

• Adhere to NRC policies, tools, handbooks and guidelines
• Assist a range of support with the implementation of the WASH/Shelter portfolio according to plan of action
• Implements independently procedures and activities within own function or core competency as delegated
• Responsible for organizing and delivery of tasks in line with priorities and standards
• Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team
• Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work
• Prepare and develop status reports as required by management
• Ensure proper filing of documents 

Specific responsibilities:

• Facilitate and supervise the construction and/or rehabilitation works of water and sanitation facilities, shelters and other community infrastructures identified by NRC as well as hardware component of CCCM (community lead projects and site maintenance)
• Participate in preliminary activities (needs assessment, identification of beneficiaries, design of technical documents) of the WASH/Shelter sector
• Support capacity building of masons, skill and unskilled workers and local populations 
• Provide technical advice and supervision to integrate traditional construction systems and knowledge and to help beneficiaries build their own shelter or latrines
• Promote the sustainability of settlements and community infrastructure interventions through technical training in the management and maintenance of the works
• Collect and share weekly evidence and required sources of verification of WASH-Shelter installations (distribution lists, photos, success stories, testimonies, minutes, field book)
• Provide feedback to line manager on goods and materials ordered, as well as the quality of work from contractors 
• Share the observations from the field, particularly the input received from beneficiaries to improve the programme
• Support the implementation of Safe and Inclusive Programming throughout programmes
• Any other tasks as assigned by the immediate superior.

Qualifications

• University degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field
• Minimum 2 year of professional experience in WASH/Shelter interventions implementations.
• At least one year’s experience in humanitarian or recovery contexts.
• Solid technical expertise in WASH and/or Shelter, with a particular focus on hardware aspects
• Previous experience working in complex and volatile environments
• Willingness and ability to travel frequently and work regularly in field locations outside the office
• Good knowledge of English, both written and verbal
