Human Access for Partnership and Development association announces the following vacant position:
Position Overview:
- Position: Shelter Cluster Coordinator – Marib
- Number of Vacancies: One (1)
- Work Location: Marib Governorate
- Contract Duration: 8 Month
- Application Deadline: April 26, 2026
General Objective of the Position:
The Shelter Officer is responsible for the effective planning, implementation, and follow-up of shelter interventions and camp management in Marib Governorate. This role ensures all activities are executed according to approved project plans, technical standards, and humanitarian principles. The officer contributes to needs assessments, technical design, project proposal preparation, coordination, and reporting to ensure high-quality and accountable services for affected populations.
Duties and Responsibilities:
1. Coordination and Leadership:
- Lead and facilitate regular Shelter Cluster meetings.
- Strengthen coordination and collaboration among partners (NGOs, UN agencies, and government entities).
- Represent the Cluster in relevant humanitarian meetings and forums.
- Identify gaps and overlaps in the response and work toward addressing them.
2. Needs Assessment and Planning:
- Support and organize field needs assessment processes.
- Contribute to the preparation and implementation of the Shelter Response Plan.
- Ensure alignment of activities with the National Strategy and Humanitarian Response Plans (HRP).
- Utilize data to determine priorities and support evidence-based decision-making.
3. Program Support and Monitoring:
- Monitor the implementation of shelter activities and ensure compliance with humanitarian standards (e.g., Sphere Standards).
- Provide technical support and guidance to partners.
- Track progress, identify challenges, and propose appropriate solutions.
- Ensure the integration of Gender, Protection, and Accountability (AAP) issues.
4. Capacity Building and Knowledge Management:
- Identify capacity-building needs among partners.
- Organize and coordinate training sessions and workshops.
- Document lessons learned and facilitate knowledge sharing.
- Promote best practices and innovation within the shelter response.
5. External Relations and Advocacy:
- Build effective relationships with local authorities and communities.
- Coordinate with other Clusters (e.g., CCCM, Protection, WASH, and Health).
- Advocate for shelter needs and ensure the allocation of necessary resources.
6. Reporting and Communication:
- Prepare accurate and timely periodic reports.
- Collect and analyze data to support planning and decision-making.
- Ensure effective information flow within the Cluster and with relevant stakeholders.
7. Supervision:
- Supervise a small team (if applicable), providing both field-level and administrative guidance.
Job Requirements
Qualifications and Experience:
- Bachelor’s degree in civil engineering or architecture (Mandatory).
- Minimum of 4 years of experience in the shelter sector and relevant humanitarian interventions.
- Strong experience in managing engineering teams and field assessment teams.
- Previous experience in technical supervision, reporting, and coordination with stakeholders.
- Proven experience in proposal writing, specifically within humanitarian contexts.
Skills and Abilities:
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work under pressure in complex and changing environments.
- High level of integrity, professionalism, and accuracy.
- Ability to work within a team and build effective professional relationships.
- Strong understanding of shelter intervention standards, best practices, and the humanitarian context in Marib.
- Knowledge of shelter solution types for IDPs, specifically within the Marib context.
Physical and Mental Requirements:
- Sound physical health and senses.
- Professional appearance.
- High level of accuracy and strong observation skills.
Other Conditions
- Readiness for full-time commitment to the role.
