General Objective of the Position:

The Shelter Officer is responsible for the effective planning, implementation, and monitoring of shelter and camp management interventions in Marib Governorate. This role ensures that all activities are executed in accordance with approved project plans, technical standards, and humanitarian principles. Furthermore, the Shelter Officer contributes to needs assessments, technical design, project proposal development, coordination, and reporting, ensuring the delivery of high-quality and accountable services to the affected population.

Responsibilities and Duties

• Prepare detailed implementation plans and ensure timely execution of shelter and camp management activities.
• Supervise field implementation to ensure compliance with technical specifications, quality standards, and project timelines.
• Prepare and/or review technical documents, including blueprints, Bills of Quantities (BoQs), and specifications for transitional shelter and emergency shelter maintenance.
• Plan, coordinate, and supervise field assessments to identify shelter needs and appropriate interventions.
• Analyze assessment data and translate findings into evidence-based recommendations.
• Contribute to the preparation of project proposals, especially "Quick Impact Interventions," based on verified field needs.
• Participate in the technical review of designs and BoQs prepared by the engineering team.
• Coordinate closely with community leaders, local authorities, donors, humanitarian clusters, and implementing partners at displacement sites.
• Support effective communication and collaboration with stakeholders to ensure coordinated service delivery.
• Follow up on procurement processes related to shelter materials and services.
• Ensure correct technical handover and receipt of shelter works and materials according to organizational standards.
• Monitor progress against work plans and ensure challenges are identified in a timely manner.
• Prepare high-quality periodic reports covering progress, challenges, lessons learned, and recommendations.
• Promote accountability to affected populations through participatory and inclusive approaches.
• Perform any other related tasks assigned by the Project Manager within the scope of the position.

Job Requirements

Qualifications and Experience:

• Bachelor’s degree in civil engineering or architecture (Mandatory).
• Minimum of 4 years of experience in the shelter field and related humanitarian interventions.
• Strong experience in managing engineering and field assessment teams.
• Previous experience in technical supervision, reporting, and stakeholder coordination.
• Experience in preparing project proposals, particularly in humanitarian contexts.
