Consultancy Title: Short Term Consultancy – Education Adviser Yemen

Background
War Child Canada (WCC) is a registered Canadian charity based in Toronto that works with war-affected communities to help children reclaim their childhood through access to education, opportunity, and justice. War Child Canada has over 20 years of experience working in communities in conflict and post-conflict zones. All work is implemented in direct partnership with local communities, local NGOs, and other stakeholders using a child-centered approach.
War Child Canada initiated activities in Yemen in 2020, with a focus on formal and non- formal education. Given the humanitarian, geo-political and funding context changes; War Child Canada is looking for a consultant with expertise in education in Yemen to
help War Child Canada in strengthening current programming.
Consultancy summary
The consultant will conduct an assessment to provide evidence-based recommendations
to inform WCC’s education work including related protection and youth skills and livelihood programming opportunities for South Yemen.
Approach and Deliverables: The consultant will conduct primary and secondary data collection focusing on the following elements, in Southern Yemen to develop their report:
1. Overview of the formal and non-formal education (NFE) system including an analysis of policies vs practice.
2. Review of War Child Canada programming in Yemen over the last 4 years
3. Overview of programs of other key education stakeholders in Yemen
4. Mapping of key education stakeholders and potential local partners
5. Detailed overview of humanitarian education and related child protection needs and priorities in Southern Yemen.
6. Recommendations for WCC programming in Education including areas of NFE and formal school interventions to reach out of school children and employment skills programs for youth. Recommendations should consider the current context, WCC geographic focus in relation to needs and opportunities and organizational priorities and capacities of WCC in Yemen.
7. Donor mapping tied to suggested WCC interventions and donor priorities.
The consultant will produce a report which summarizes findings under each parameter and detailed viable recommendations for War Child Canada to position relevant programming successfully in Yemen. The format of the report will be agreed during the inception period jointly by War Child Canada and the consultant.
The consultant will provide the following key deliverables:
- Detailed inception report with workplan
- Draft report
- Final report
- Presentation of recommendations to WCC staff
War Child Canada will provide relevant internal documentation and support for introductions during the assessment period. The consultant is responsible for their own logistics and transport.
Experience, skills
The consultant must demonstrate the following:
- Previous experience performing similar assessment work in the education sector.
- Extensive understanding of the Yemeni Education in Emergency programming context
- Ability to facilitate and relate to stakeholders at multiple levels and in diverse contexts
- Strong research, demonstrated quantitative and qualitative data analysis skill, and excellent report writing skills in English
- Strong English and Arabic language skills required
Travel: Consultant should be based in Yemen. Please include any local travel expenses within financial proposal.
Duration of Assignment: It is anticipated that a maximum of 15 days will be required for this consultancy between October1st and October30th 2025.
