CARE International in Yemen
The Social Safety Net Specialist will provide policy and technical support to the BRIGHTLY Consortium (‘Building Resilience through Integrated Community-Based and Humanitarian Systems Transformation and Leadership in Yemen’) by strengthening linkages with other social safety net interventions across the development and humanitarian sectors. The role will also support coordination and collaboration within the BRIGHTLY Consortium, and across FCDO’s Food Security and Safety Net (FSSN) portfolio partners and with key external stakeholders and consortia.

Location: Aden – Yemen
Responsibilities:
Technical Role - Provide technical advice to strengthen the programmatic bridge between BRIGHTLY’s cash transfer interventions and other social assistance programs, particularly those of the national social protection system. Achieve this by working closely with the Social Protection Technical Working Group leads to:
- Continue mapping and research to understand existing practices, key gaps and bottlenecks and identify entry points and opportunities for alignment and harmonization.
- Take forward the work plan on developing and delivering recommendations on effective institutional setups (e.g. around assessments, eligibility criteria, verification mechanisms, data sharing agreements, standard operating procedures, etc.,) for improving alignment and harmonization within the consortium and with key stakeholders (e.g. SFD, CCY, UNICEF, the WB and others in Yemen).
- Maintain BRIGHTLY understanding of developments in the social protection context in Yemen, what works, what doesn’t, and what might be relevant. (This can be done through regular check-ins with stakeholders and through cross-learning amongst peer organizations like SFD and CCY)
- Monitor the humanitarian cash, food security and livelihoods sectors to identify important events and decisions that will affect BRIGHTLY’s linkages objectives.
- Provide regular and timely information, policy and guidance to the BRIGHTLY Consortium members.
Ensuring effective coordination:
- Work closely with the BRIGHTLY Partners technical team to determine entry points, synergies, and complementarities across the various components of the proposed FSSN program prototype.
- Support technical initiatives to enhance linkages such as increased referrals, harmonized assessments and deduplication.
- Maintain a close working relationship with BRIGHTLY Consortium and stakeholders to ensure high ownership levels and buy-in of the proposed models.
Supporting the Project Management Unit (PMU) and Technical Working Groups (TWGs) on Linking Social Assistance Programming
- Serve as the technical focal point for the PMU within the BRIGHTLY Consortium, coordinating the technical aspects of linking humanitarian assistance with social safety net interventions.
- Working closely with Social Protection Technical Working Group (SPTWG) leads to align consortium efforts and contribute to technical coordination around linking humanitarian assistance with social safety net interventions
- Participate actively in PMU planning sessions and contribute to the development of annual work plans and strategic documents.
- Support donor reporting, including quarterly and annual reports, reviews, and ad hoc information requests.
- Promote learning among BRIGHTLY members and partners on integrating humanitarian and social protection programming through participation in training events, presentations, coaching, and mentoring.
Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
Job Requirements
- A University degree in political science, economics, institutional development, social anthropology, rural development, or other relevant social sciences. An advanced University degree is an added advantage.
- Understanding of approaches to linking social protection and humanitarian response including shock responsive social protection, adaptive social protection, and programming across the humanitarian-development nexus.
- Minimum of five years of relevant professional experience, preferably within social protection or cash based humanitarian response. Experience should include program formulation and implementation, methodological development, capacity building, and operational fieldwork—particularly in fragile and humanitarian settings. (Experience in rural employment, livelihoods, agricultural production, natural resource management, food security and nutrition, or poverty reduction is considered relevant here).
- Strong analytical skills and experience in quantitative and qualitative socio-economic analysis, and policy analysis at both macro and micro levels, particularly in rural areas and fragile or humanitarian settings, with specific connections to agriculture, food security, and nutrition.
- Demonstrated ability to undertake empirical socio-economic research in cash-based programming, social protection, food security, livelihoods or nutrition.
- Proven field experience across Yemen, with a strong preference for candidates with experience in the North and South regions, especially in humanitarian or post-conflict contexts.

- Ability to analyse and interpret trends in humanitarian and development contexts, particularly in fragile settings like Yemen.
- Applies a systems-level lens to bridge humanitarian and development programming, with in-depth knowledge of social assistance objectives and mechanisms (e.g., cash transfers, targeting, verification, and institutional frameworks).

- Skilled in conducting mapping, diagnostics, and empirical research to inform policy and programming.
- Ability to synthesize complex data into actionable insights
- Familiarity with MEAL frameworks and capacity to apply evidence for programme improvement and policy advocacy.
3. Programme Design, Integration, and Adaptation
- Demonstrated ability to advise on integrated programmes, including referrals, harmonized assessments, and deduplication.
- Proactive in identifying alignment opportunities and developing practical, context-sensitive solutions.
4. Stakeholder Engagement and Coordination
- Strong interpersonal skills to build trust and maintain collaborative relationships across diverse actors, including government, consortia, and development partners.
- Skilled in facilitating coordination, fostering partner buy-in, and supporting institutional capacity-building efforts, including through technical working groups.
5. Communication, Influence, and Learning Facilitation
- Excellent ability to negotiate with internal and external audiences, represent the organization in government, UN, and NGOs, and influence decisions
- Ability to communicate complex technical concepts clearly to both technical and non-technical audiences.
- Confident in delivering presentations, policy guidance, and strategic input to senior stakeholders, government and donors.
- Experienced in delivering training, mentoring, and peer learning to support capacity development across partners and systems.
Other necessary skills
- Good computer literacy with full knowledge of office applications.
- Ability to prioritize work assignments, organize your own schedule, and perform independently
- Excellent analysis and writing skills; concept notes and program design documents (including log frames).
- Good working knowledge of English, as this position required working with international staff within the consortium and other external stakeholders.
- Ability to manage stress, work under pressure, and demonstrate initiative and problem-solving skills in response to unexpected challenges.
- Self-motivated and energetic.
