Job Title: Technical Advisor I - DRR and Climate Resilience

Job Summary:
You will provide strategic technical advice and support in Disaster Risk Reduction (DRR), Climate Resilience, and Anticipatory Action (AA) to CRS Yemen Country Program (CP). You will ensure programming is aligned with CRS principles, donor guidelines, and global best practices, while also driving the strategic integration of climate policy and investment planning into CRS's work. Your role is critical for advancing CRS Yemen’s leadership in disaster risk reduction (DRR), anticipatory action, and climate-resilient programming. You will help bridge humanitarian response with long-term climate adaptation and sustainable development, ensuring that CRS initiatives align with Yemen’s national priorities and global climate commitments.
Roles and Key Responsibilities
- Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in DRR, AA, and climate resilience that effectively engage partners, donors, and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction. Conduct vulnerability assessments and climate risk profiling to inform program design and targeting.
- Provide technical solutions to CRS Yemen partners, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools and M&E, helping to ensure high-quality DRR and climate resilience implementation.
- Contribute to, and in some cases lead the development of the technical design for proposals. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach. Work closely with the national Climate Change Unit and partners to position CRS for strategic funding opportunities, including the Adaptation Fund, GCF, etc.
- Represent CRS to donors, UN agencies (e.g., UNOCHA, FAO, WFP, UNOPS), peer organizations, research institutions, and government bodies (e.g., Ministry of Water and Environment, the national Climate Change Unit). Actively participate in relevant forums to promote CRS's work and influence the broader climate and DRR agenda in Yemen.
- Support capacity strengthening initiatives in DRR, AA, and climate resilience programming for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
- Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the DRR, AA, and climate resilience learning agenda.
- Contribute to maintaining relationships with donors, peer organizations, research and other institutions, participate in forums in DRR, AA, and climate resilience to collect and share best practices and promote CRS’ work.
- Lead climate vulnerability assessments, risks mapping, and climate risk analyses to inform disaster risk management and climate adaptation programming, and use this evidence to lead CRS current programming and position CRS for strategic funding opportunities.
- Assess and identify opportunities for private sector involvement in climate action. Help design enabling frameworks and incentive mechanisms to catalyze private investment in climate-resilient and low-emission initiatives in Yemen.
Basic Qualifications
- Bachelor’s Degree in Environmental Science, Disaster Management, Climate Change, or a related field required.
- Minimum of five relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in DRR, AA, and climate resilience.
Preferred Qualifications
- Master's Degree in Master’s Degree in a related field is a significant advantage.
- Demonstrated knowledge of national climate policy processes and frameworks.
Knowledge, Skills and Abilities
- Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
- Knowledge of technical principles and concepts in DRR, AA, and climate resilience. General knowledge of other related disciplines to ensure a proper cross-sectoral approach.
- Experience in project design and proposal development. Experience in writing content for proposals.
- Knowledge of capacity-strengthening best practices.
- Experience with program monitoring and evaluation and analysis.
- Experience and skills in networking and relations with donors, peer organizations, and faith-based civil society partners. Understanding of partnership principles.
- Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
- Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
- Good technical writing skills
- Presentation, facilitation, training, mentoring, and coaching skills
- Proactive, resourceful and results-oriented
Required Languages: Professional proficiency in English and Arabic is required.
Travel: Must be willing and able to travel up to 25% within Yemen Internationally Recognized Government (IRG) controlled areas, security conditions permitting. With frequent traveling outside the country.
Supervisory Responsibilities: No.
