About Afaq Shababia Foundation (ASF)

Our mission is to contribute to youth and community development by implementing quality programs and building effective partnerships in accordance with best institutional practices. ASF started its work in Yemen since 2013 and has been implementing projects in 4 sectors, namely skills-building, peace-building with good governance, FSL, and Community Development.

Introduction

As part of the "Supporting the Sustainability of Strategic Partners" project, Afaq Shababia Foundation is developing its website to increase media visibility and reach donors and local communities.
The Afaq Shababia Foundation launched its website in 2020, which can be accessed at the following link: https://asfyemen.com/ 
To improve the Foundation's access to donors and local communities and ensure the best user experience, the Foundation plans to implement a series of developments by creating a new website, integrating existing features with the addition of extensive new features and tabs focused on further marketing the Foundation to donors. The primary users of the website will be the Foundation's members, civil society, donors, and the general public.
The first step will be holding brainstorming meetings led by a specialized technical consultant to develop the website's structure, tabs, and sections, and reviewing secondary data and various experiences in marketing businesses through websites to help achieve the desired goal. This step will result in a final technical draft of the Foundation's marketing website components.
This is followed by contracting with a specialized technical company to develop the website according to the technical draft, which may include (tabs, sections, documents, graphics, images, software, access links, a control system, tabs for stakeholders to access the website, forms, interactive maps for needs and projects, databases, etc.).
The technical company will develop the website according to the tabs and technical details included in the final, agreed-upon technical draft and in accordance with modern technical specifications for website development.
To achieve this goal, the Afaq Shababia Foundation wishes to contract with a consulting service provider (an individual) to develop the technical draft of the website, in accordance with the terms of reference set forth in this announcement

Service objective

Developing a technical draft that includes the general structure of the Afaq Shabab Foundation's website to enhance the organization's media visibility and marketing, in accordance with the terms of reference set out in this announcement.

Consultant's responsibilities and tasks.

1.    Conduct an assessment of the organization's current website and identify its strengths, weaknesses, and areas for development, consistent with the goal of increasing the organization's marketing reach to donors.
2.    Review and review secondary data, best practices, and various experiences in marketing businesses through websites and similar organizations, both locally and internationally, to contribute to broader marketing for the Afaq Shababia Foundation.
3.    Facilitate brainstorming sessions (live or online) for the Afak Shababia Foundation team and stakeholders to develop the website's structure, tabs, and sections.
4.    Develop the initial draft of the general structure and website architecture using the consultant's expertise, review of secondary data, review of experiences, and brainstorming sessions. This may include, for example: (tabs, sections, documents, graphics, images, software, access links, a control system, tabs for stakeholders to access the website, forms, interactive maps of needs and projects, databases, etc.). This also includes developing the content of any required forms or databases. 5. Preparing the final technical draft of the website, including a detailed technical formulation that encompasses all the technical and functional details of the website, facilitating the technical company's subsequent implementation of the website.
5.    Submitting the final draft after incorporating all feedback from the organization's team in an open format such as Excel, PPT, Word, or PDF.

Required output from the service provider:

1.    The final technical draft for the establishment of the institution's website has been submitted, in accordance with the terms of reference specified in this announcement.
2.    A completion report on the implementation of the consulting assignment has been submitted.

Time frame:

The tasks, responsibilities, and deliverables outlined in this announcement are to be completed during the period of June - July 2025.

Those wishing to apply for this offer must submit a technical and financial offer:

1-    Technical offer includes:

a)    Work methodology and how to implement the consulting mission. *Required.
b)    Work plan. *Required.
c)    Documents and contracts proving previous experience in carrying out work in the same field. *Required.

2-    The financial offer includes:
a)    Submitting a detailed financial offer in US dollars, including all the obligations described in this announcement. * Required.
b)    The quotation must be valid for a minimum period of 90 days. * Required.

Criteria for selecting the service provider:

The service provider will be evaluated according to the following criteria:

a)    Qualifications and Previous experience. (20%)
b)    Work methodology and the quality of the preliminary perception of the manual. (30%)
c)    The time frame for implementation. (10%)
d)    Financial offer (40%).

Payment method:

Payment will be made via a bank cheque, Al-Kuraimi Islamic Bank, in one payment 100%, after the completion of manual preparation and the final approval by Afaq Shababia Foundation of the manual, and after obtaining a financial claim and completing all procedures.

Special conditions:

a)    The above prices must be in USD.
b)    Prices must be valid for 90 days from the date of submitting the quotation.
c)    Afaq Shababia Foundation is not obligated to choose the lowest price offer.
d)    Afaq Shababia Foundation has the right not to proceed with the requirements of this announcement if the results of this announcement do not meet all the foundation's requirements.
