PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.

PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 

In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza).PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 

PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

 

Scope of Work and Core Responsibilities

Overall Objective:

The Therapeutic Feeding Center (TFC) Medical Doctor Team Leader (MDTL) is responsible for the overall management and effective operation of the TFC. As the team leader, the MD TL organizes, supervises, and supports the entire clinical team, including PU-AMI staff, Government health office medical doctors, auxiliary nurses, health educators, and other non-medical personnel, to ensure the smooth and efficient functioning of the center.

The MD TL ensures that the TFC operates in accordance with PU-AMI’s technical standards, protocols, policies, and procedures. In addition to supervisory responsibilities, the MD TL also performs clinical duties within their scope as a medical doctor/physician. This includes ensuring the appropriate clinical management of patients admitted with Severe Acute Malnutrition (SAM) and medical complications, in line with the TFC component of the CMAM (Community-based Management of Acute Malnutrition) protocol. The MDTL also collaborates closely with the Pediatric Unit at the Ministry of Public Health and Population (MoPHP) health center or hospital to support the integration of other CMAM components.

  • Key Responsibilities:

Ensure the effective implementation of nutrition and health services in the Therapeutic Feeding Center (TFC) in accordance with CMAM’s TFC protocols, and oversee the day-to-day operations of the TFC.

Lead and guide all members of the multidisciplinary clinical team to maintain a high standard of patient care within the TFC.

Coordinate PU-AMI’s TFC activities closely with the Pediatric Unit at the Ministry of Public Health and Population (MoPHP) health center or hospital.

Establish and maintain strong linkages between the TFC and other components of the Community-based Management of Acute Malnutrition (CMAM) program.

Facilitate the ongoing capacity building and technical support of health workers through training, supervision, and mentoring.

Supervise all TFC staff during duty hours to ensure adherence to protocols and optimal performance.

Oversee the collection, monitoring, and timely reporting of all data related to TFC activities.

Detailed Tasks / Main Activities

Manage the Implementation of Nutrition and Health Technical Services in the TFC

  • Ensure that all necessary equipment, medications, and consumables are available, functional, and well-maintained. Anticipate potential shortages and immediately notify the health and nutrition program manager of any gaps in supplies or equipment.
  • Prepare clinical staff duty rosters in coordination with the TFC Nurse/MBC Team Leader and ensure strict adherence to the schedule.
  • Oversee the implementation of the TFC component of the nutrition program at the MoPHP hospital or health center, including managing referrals from PU-AMI-supported Outpatient Therapeutic Program (OTP) sites.
  • Ensure the clinical management of children with Severe Acute Malnutrition (SAM) and complications, providing technical guidance and training to both medical and non-medical TFC staff. Ensure strict adherence to CMAM protocols and the achievement of quality indicators.
  • Conduct daily ward rounds for all patients admitted to the TFC, in line with national CMAM guidelines.
  • Perform emergency medical procedures, including resuscitation, when required for newly admitted patients.
  • Validate the accurate documentation of patient information by nursing staff using MoPHP tools (registers, patient cards, databases, etc.).
  • Oversee the discharge process for patients who have recovered, ensuring appropriate referral and linkage to the relevant OTP services.

Ensure Quality Assurance of Patient Care in the TFC

  • Ensure that all TFC staff strictly adhere to Infection Prevention and Control (IPC) measures, medical waste management protocols, medication administration and storage procedures, and controlled substances regulations, in accordance with PU-AMI Standard Operating Procedures (SOPs), national (MoPHP), and international guidelines.
  • Coordinate closely with the PU-AMI Nutrition Team—including the TFC Medical Doctor, Nutrition Supervisor, C4D team, and Medical Doctor Officers—as well as MoPHP staff, to ensure the appropriate and timely transfer of children to Outpatient Therapeutic Program (OTP) services at health facilities.
  • Monitor and ensure that the TFC operates at optimal capacity, meeting or exceeding established performance and quality indicators.
  • Collaborate with the TFC team to ensure the availability and quality of meals provided to caretakers during their stay at the TFC.
  • Work in close coordination with the PU-AMI Mother and Baby Corner (MBC) Nurse to ensure MBC services and activities are effectively delivered to mothers, caregivers, and infants within the TFC.
  • Oversee the delivery of high-quality health, nutrition, and hygiene promotion sessions by the Health Educator and clinical staff, ensuring adherence to MoPHP-approved education and IYCF (Infant and Young Child Feeding) protocols, and in alignment with TFC team leader guidance.

Coordinate PU-AMI TFC Activities with the MoPHP Health Center/Hospital

  • Maintain close communication and coordination with the Pediatric Department and TFC staff at the MoPHP hospital to support the clinical management of children with Severe Acute Malnutrition (SAM) and medical complications requiring specialist follow-up.
  • Collaborate with the MoPHP hospital/TFC department to facilitate timely referrals of SAM cases with complications to higher-level secondary health care or specialized care facilities, when required.
  • Coordinate directly with PU-AMI Medical Doctor Officers at supported health facilities to ensure the smooth referral and reception of SAM cases from PU-AMI-supported Outpatient Therapeutic Program (OTP) sites, in alignment with PU-AMI’s Referral and Nutrition Standard Operating Procedures (SOPs).

Establish and Maintain Linkages Between the TFC and Other Components of CMAM

  • Collaborate with Nutrition Supervisors and the Community for development Team Lead to ensure effective coordination between the health facility team, Community Health Volunteers (CHVs), and community outreach workers, supporting a functional referral system between Outpatient Therapeutic Programs (OTP) and the TFC/Stabilization Center. Report any referral challenges or gaps to the line manager in a timely manner.
  • Ensure strict adherence to PU-AMI’s Referral Standard Operating Procedures (SOPs) during all patient transfers between CMAM components.
  • Ensure the TFC operates efficiently and that coordination is maintained across PU-AMI’s integrated projects related to nutrition, health, and protection. Work closely with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team during monitoring visits and support the implementation of the Complaints and Response and Feedback Mechanism (CRFM) at the TFC level.

Capacity Building of Health Workers

  • Assess the training needs of all TFC health staff and communicate these needs to the line manager for the planning of formal training sessions.
  • Collaborate with the TFC Medical Doctor to develop and deliver weekly or biweekly training sessions on relevant health and nutrition topics, in alignment with MoPHP National Guidelines and PU-AMI Standard Operating Procedures (SOPs).
  • Lead the planning and implementation of regular on-the-job training and mentoring activities for both medical and non-medical TFC staff.
  • Support the preparation of TFC staff for participation in external training opportunities to enhance their technical and operational capacities.

Supervision and Follow-up of All TFC Staff During Duty

  • Ensure effective supervision of all TFC staff (medical and non-medical), monitor their performance, and support their continued capacity development.
  • Monitor staff attendance and compliance with duty schedules, identifying and addressing any staffing gaps in a timely manner.
  • Ensure all staff have access to relevant international, national, and PU-AMI-specific guidelines and protocols (e.g., National CMAM Guidelines, PU-AMI Nutrition, Referral, IPC SOPs, WHO growth charts) to support high-quality service delivery. Notify the TFC Team Leader immediately of any missing materials or updates needed.
  • Ensure that staff have the necessary tools and equipment (e.g., MUAC tapes, glucometers, sphygmomanometers) in good working condition. Immediately notify the TFC Team Leader of any equipment needs or malfunctions.

Data Collection, Monitoring, and Reporting

  • Ensure timely and accurate collection and submission of daily, weekly, and monthly TFC activity data and reports to the line manager.
  • Monitor the use of the TFC referral transportation allowance advance, ensuring timely clearance in accordance with PU-AMI financial procedures.
  • Anticipate the programmatic and operational needs of the TFC and notify the line manager of any potential shortages, gaps, or challenges.
  • Organize and lead weekly review meetings with the TFC team to provide feedback based on report analysis and ensure continuous quality improvement in service delivery.

Reporting Lines and Management Structure :

  • Direct Manager: Nutrition and Health Program Manager
  • Direct Management: TFC Nurse/MBC Team Leader, TFC Cook.
  • Indirect Management: All GHO staff including but not limited to medical doctors, nurses, health educators, and guards.
  • Functional Links: Deputy Field Coordinator for Program; Health Coordinator.
