Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.
Role Summary
Warehouse Keeper manages receipt, storage, issuance and documentation of non food items, shelter materials and other relief stocks for the project. The role ensures accurate inventory, proper storage conditions, timely distributions and loss prevention. The Warehouse Keeper inspects incoming consignments, coordinates loading and offloading with transport providers, prepares inventory and movement reports for logistics and finance, supports physical counts and reconciliations, and supervises casual warehouse staff to maintain continuous, audit ready warehouse operations.
Duties and Responsibilities:
Receipt, Inspection and Recording of Incoming Goods
- Accept deliveries at the warehouse, verify delivery notes, waybills and purchase orders against physical consignments, and sign for received goods.
- Inspect items for damage, conformity to specifications and quality standards; reject or quarantine inadequate, broken or substandard items and report findings to the Logistic Officer.
- Issue Goods Received Notes and generate GRNs for each delivery; record supplier details, batch numbers and any discrepancies in the receiving log.
- Coordinate with suppliers during receipt and inspection, document supplier responses and escalate unresolved issues to procurement.
Storage, Stock Control and Inventory Management
- Ensure proper stacking, labeling, segregation and rotation of NFIs, ESK components and shelter materials to prevent damage and facilitate rapid picking.
- Update stock cards and electronic inventory records for all items; record receipts, issues, transfers and adjustments with timestamps and staff initials.
- Conduct regular physical stock counts, end of grant counts and fiscal year inventories; reconcile physical counts with electronic records and prepare variance reports.
- Implement loss prevention measures including secure storage, restricted access, and routine spot checks.
- Issuance, Dispatch and Distribution Support
- Generate waybills, gate passes and stock release forms for all outgoing consignments; ensure documentation accompanies each dispatch.
- Supervise loading and offloading operations, verify consignments against distribution lists and manifests, and coordinate with transport providers and drivers for safe, timely deliveries.
- Work with Shelter Assistant and Field Engineer to prepare distribution plans, vehicle manifests and schedules that align with construction and distribution timelines.
- Use Stock Release forms and update inventory immediately after dispatch to maintain real time stock accuracy.
Documentation, Reporting and Audit Support
- Maintain organized hard and electronic files for purchase orders, delivery notes, GRNs, waybills, stock cards and inspection reports; ensure secure storage and easy retrieval for audits.
- Prepare monthly stock reports, procurement trackers, movement summaries and ad hoc inventory reports for logistics and finance teams.
- Support internal and external audits by providing complete documentation, participating in stock reconciliations and explaining variances.
- Provide accurate inventory records and supporting documents for handover to finance for payments and reconciliations.
Warehouse Operations, Safety and Team Supervision
- Ensure smooth day-to-day warehouse operations including receiving, issuing, cleaning and maintaining the storage area in a neat and orderly manner.
- Assist in joint verification of procured goods and equipment to confirm conformity with technical specifications and quantities.
- Lead and supervise warehouse casual workers and warehouse guards, assign daily tasks, monitor performance and ensure adherence to safety and handling procedures.
- Enforce PPE use (Personal Protective Equipment), safe lifting practices, fire safety measures and secure stacking to reduce accidents and material loss.
Coordination with Project Teams and Continuous Improvement
- Maintain close coordination with Shelter Assistant, Field Engineer, Logistic Officer and project teams to align stock releases with field needs and construction schedules.
- Provide warehouse input to market assessments and procurement planning, flag stock shortages and recommend reorder levels.
- Document lessons learned from distributions and stock movements, propose improvements to warehouse layout, stock control and documentation practices.
Qualifications and Experience:
- Diploma or degree in Management, Accounting, Supply Chain, Warehouse Management or related field.
- Minimum 2 years of practical warehouse or storekeeping experience in humanitarian, NGO or commercial supply chains; experience with shelter and NFI items is an advantage.
- Proficiency in basic inventory systems, stock cards and Excel; experience with mobile data collection for stock counts is desirable.
- Familiarity with NFIs, Emergency Shelter Kits and basic shelter materials and specifications.
- Training or experience in warehouse safety, manual handling and basic first aid preferred.
- Willingness to travel to distribution sites and work flexible hours during distributions.
- Fluency in Arabic and working knowledge of English for reporting and coordination.
- Experience supervising casual staff and supporting audits.
Competencies and Personal Attributes:
- Meticulous in checking consignments, recording stock movements and reconciling inventory discrepancies.
- Strong ability to maintain orderly storage, manage multiple incoming and outgoing consignments and prioritize tasks under pressure.
- High ethical standards in handling goods and documentation and transparent in reporting losses or discrepancies.
- Able to supervise and motivate casual workers, coordinate with drivers and liaise effectively with project teams.
- Practical and resourceful in resolving stock shortages, damaged consignments and logistical bottlenecks.
- Clear communicator who coordinates with suppliers, transporters, project staff and finance to ensure smooth operations.
- Committed to enforcing safe storage, handling and loading practices to protect staff and stock.
- Flexible and resilient in dynamic field conditions and able to respond to emergency distribution demands.
- Service oriented approach that prioritizes timely, dignified delivery of assistance to beneficiaries.
- Disciplined about maintaining audit ready records, version control and secure archiving of warehouse documentation.
