Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non- religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self- sufficiency. The association leads in average 190 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PU-AMI is providing assistance to around 5 million people in 20 countries across Africa, Asia, the Middle East, Eastern Europe and France.
PU-AMI’s Context s Strategy:
Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non- religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities.
In Yemen, PU-AMI is supporting 27 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), two districts in Hajjah (Abs and Kushar), one District in Raymah (Bilad At Ta’am) and two Districts in Taizz (Al Mokha and Mawza).
PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a
coordination office. PU-AMI recently established a second coordination office in Aden.
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.
Job Description
Overall objective
The WASH Assistant will contribute to the design of WASH activities and monitor the quality and implementation of wash in water and sanitation facilities such as health units and water network activities, ensuring they meet quality standards and compliance requirements.
This role involves collaborating with hygiene promoters to integrate sanitation and hygiene practices into water supply
initiatives
Tasks and Responsibilities
Main Responsibilities :
1. WaSH in HFs Activities:
Assessment of Initial Needs and preparation of BoQ.
- Conduct field assessments (in Hodeidah, Hajjah, and Raymah governorates, where PUI activities and office are located) and coordinate with different stakeholders to determine scope of work, resource requirements, BOQs, Drawings., Time schedule, and estimated costs, for Rehabilitation Officer approval.
- Support the procurement process by providing technical inputs, reviewing specifications and BOQs, and supporting the technical analysis of suppliers’ offers, under the supervision of the Rehabilitation Officer and in coordination with the Logistics Department.
- Support in preparation of project estimates and forecasting for completion in cost, duration, and variations.
Follow up the work implemented and ensure correct use of the premises/equipment
- Supervise the implementation of the technical components of the project contracted; ensure proper project implementation, ensure full compliance with required standards and specifications.
- Undertake frequent and periodical rehabilitation/construction site visits (in Hodeidah, Raymah, and Hajjah governorates) to monitor the progress of works and provide technical input.
- Undertake day-to-day supervision of the work of the contractors on site.
- Work with multiple contractors on site to ensure that the interface among them is properly coordinated.
- Conduct daily site visits to monitor the progress of the activity.
- Ensure full compliance with required standards and specifications.
- Ensure compliance with the signed contract (budget, working plan, deadlines, etc.), and immediately report any deviations.
- Contribute in drafting progress reports by providing updates on activity implementation, challenges encountered, risks observed and timelines at field level.
- Provides technical input whenever necessary.
- Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population.
- Report on obstacles regarding the timely achievement of the activity.
- Provide technical support and/or refer to relevant stakeholders to solve the water problem.
- Support the preparation of the works completion certificate and final acceptance certificate before each payment.
- Ensure the conduction of the hand-over process after the accomplishment of the work.
Water Quality Analysis:
- Support Water Supply infrastructures assessment along with Rehabilitation & WASH Officer and Wash Advisor.
- Conduct Water Quality Test Physical, Chemical, and microbiological test) to verify the contamination for each water supply facility.
- Helping with the installation of chlorination dosing pumps in the intervention areas.
- Clean assessment data and participate in the analysis of information.
- Monitor Water quality water source in catchment area of HFs, Water Points and Health Centers.
- Become familiar with water quality standards and testing procedures.
- As per Concern testing protocols, take samples of drinking water at source and point of consumption.
- Analyze results of testing as per procedures and against agreed standards.
- Document results of testing and refer abnormalities to the Rehabilitation Officer.
- Assist Hygiene Promoters to assess effectiveness of the intervention. Detect new potential water source/point subject to be contaminated or at risk of contamination and conduct Water Quality Test.
- Draft/write regular water quality reports and update the water quality database in collaboration with the Rehabilitation Officer.
- Ensure employees in HFs do regular FRC monitoring according to Yemen/WHO standards.
- The ability to carry out pumping tests for wells according to technical standards.
- Leading the emergency response team, sterilizing, and washing wells (chock chlorine) using chlorine.
- Preparing lists of requirements to complete the work involved in it.
Perform any other tasks assigned by the line manager, in line with competencies and mission needs.
Reporting:
- Ensuring regular reporting on activities to the line manager on weekly and monthly basis.
- Ensuring weekly and monthly reporting to project staff with feedback, advice and clear recommendations.
2. WASH in communities activities:
WASH activities planning, follow-up, reporting and development
Activities’ planning and follow up
- Ensure proper planning of the water network activities in collaboration with the Rehabilitation Officer.
- Prepare and implement the activities according to the deadlines and action plan.
- Report any delays and issues in the implementation.
Monitoring and Reporting:
- Ensure regular reporting activities to the line manager on a weekly and monthly basis.
Documentation and Proposals:
- Contribute to the preparation of detailed project proposals, narratives, and documentation related to WaSH projects, especially those concerning the water supply network.
- Provide technical support and guidance regarding water project.
Implementation of the water network activities / WASH in communities activities
Site Assessments and Design of water network system:
- Conduct site assessments, cost estimations, BOQs, specifications, and drawings to identify water and sanitation interventions, for Rehabilitation Officer approval.
- Design water network systems, including pipelines, pumps, and storage facilities.
Supervision and Construction:
- Supervise the construction, rehabilitation, and installation of water supply systems, ensuring adherence to design specifications and safety standards.
Water Quality tests:
- Monitor and assess water quality at the source and water points.
- Participate in well pumping tests and prepare reports on the results.
- Conduct concrete testing at the site.
Community Engagement and Training:
- Collaborate with hygiene promoters to develop integrated hygiene and sanitation strategies.
- Participate in the formation of committees for the management of water projects to be rehabilitated.
- Train established water project committees to ensure quality operation, maintenance, revenue collection, and risk management.
- Contribute to the distribution of hygiene kits and other WaSH-related materials.
- Facilitate training sessions for local communities on water management and hygiene practices.
- Provide technical support and guidance to water project staff and stakeholders.
Tools and Compliance:
- Utilize software tools for design and analysis of water supply systems (e.g., AutoCAD, EPANET).
- Ensure compliance with local regulations and international standards in all project phases.
- Ensure compliance with PUI and humanitarian standards, process and guidelines of the WASH in communities activities.
3. General tasks:
MEAL, accountability and archiving
- Support MEAL activities related to WASH projects, including data collection, field monitoring, photos, and beneficiary feedback when requested.
- Ensure proper physical and digital archiving of all WASH-related documents (assessments, BOQs, drawings, contracts, reports, photos) in line with PUI documentation and SharePoint standards.
Coordination
- Coordinate closely with Program, Logistics, MEAL, and Finance teams to support timely implementation of WASH activities.
In general, the assistant has to remain flexible and perform other duties as required for the good running of the activities and the mission.

- Managing the assistant by identifying duties, plans, and reports for the work under the responsibility of the assistant.
