ABOUT Building Foundation for Development:
BFD is a non-governmental and non-profit Yemeni organization, that was established in 2014. BFD is a leading humanitarian-based and development-oriented organization, which over the years extended its coverage to several governorates, with a mission of working in a humane and transparent manner for the vulnerable groups in society and the affected groups through the implementation of sustainable development and relief programs of the highest quality. Responding to all areas of humanitarian sectors, BFD aspires to provide an integrated humanitarian and development response to conflict-affected areas through a professional, neutral, transparent approach, and through adherence to the Core Humanitarian Standards (CHS).
DUTIES & RESPONSIBILITIES
1. Implementation and Supervision of WaSH Activities
- Support participatory identification and validation of priority water systems and public facilities (schools/health facilities) in coordination with communities, WMCs, DWAs and local authorities.
- Supervise day-to-day field implementation of WaSH activities (water supply rehabilitation/modernisation, sanitation facilities, C4D-based hygiene promotion and integrated solid waste management) ensuring compliance with work plans, technical standards and safety requirements.
- Coordinate with the WaSH Engineer, field engineers, contractors and suppliers to ensure correct site selection, quality of works/materials, timely completion and proper handover to communities and authorities.
- Ensure equitable beneficiary participation (women, girls, IDPs and persons with disabilities) and promote community ownership, feedback and do-no-harm throughout all WaSH interventions.
2. Monitoring and Documentation
- Conduct and document regular monitoring visits to project sites; maintain complete and up-to-date site files, checklists and photo documentation.
- Contribute to project MEAL requirements by supporting data collection for indicators (beneficiary records, training/awareness attendance, infrastructure progress and functionality, and water quality monitoring where applicable) and reporting any data gaps.
- Document and file meeting minutes, attendance sheets, distribution/training records and other project documents in line with BFD procedures.
- Support project visibility and communication by collecting success stories, beneficiary feedback, photos and short videos (with informed consent) in line with donor and BFD guidelines.
- Support the Complaints and Feedback Mechanism (CFM); follow up and report any complaints, delays, risks or safeguarding concerns to the supervisor.
3. Coordination and Stakeholder Relations
- Maintain positive working relationships and coordinate regularly with GARWSP, local councils, DEO, DHO, education authorities, WMCs/DWAs, CBOs and community leaders.
- Participate in local coordination mechanisms (including the WaSH Cluster where applicable) to ensure harmonised approaches, avoid duplication and promote referrals.
- Support establishment/strengthening of WMCs and DWAs, including facilitation of trainings and agreements related to tariff collection, reserve funds, operation & maintenance and governance.
- Coordinate with other project components (e.g., DRR, livelihoods) to integrate climate resilience, disaster prevention and conflict sensitivity within WaSH programming.
4. Technical and Operational Tasks
- Support technical assessments and field surveys for water systems and sanitation facilities; contribute to needs identification and prioritisation based on feasibility and vulnerability criteria.
- Assist in delivering and/or organising training for WMC/DWA members, facility operators and local technicians on operation and maintenance, basic repairs, chlorination and water quality monitoring.

- Contribute to procurement and tender processes by supporting preparation/review of BoQs and technical specifications, contractor follow-up and technical documentation.
5. Environmental Compliance and Reporting
- Support implementation and monitoring of ESMP/ESIA mitigation measures for WaSH works, including site safety, waste handling, spill prevention and restoration.
- Support integrated solid waste management activities (Integrated Waste Assessment, placement of bins/containers, minor construction at disposal/collection sites and municipal cleaning campaigns) and coordinate with municipalities for proper waste collection and disposal.

- Report environmental, safety and public health risks/incidents promptly and contribute to corrective actions and lessons learned.
- Ensure all WaSH activities comply with local laws, BFD policies and donor requirements, with full documentation at all stages.
6. Administrative Reporting and Follow-up
- Prepare and submit weekly/monthly activity reports summarising progress, outputs, challenges and next steps for WaSH activities.
- Contribute to quarterly and final narrative reports, including compilation of annexes (photos, attendance, minutes, verification documents) as required.
- Follow up with logistics/procurement/finance on purchase requests, contractor payments and clearance procedures, ensuring compliance with approved policies and timelines.
- Support work planning and coordination, including scheduling of site visits, meetings and trainings, and tracking of project assets and supplies.
- Perform any other duties assigned by the supervisor to ensure efficient project implementation and accountability.
Qualifications and Experience
- Bachelor’s degree in Water/Civil Engineering.
- Minimum 5 years of relevant experience in WASH programming (water supply, sanitation and/or hygiene promotion).
- Experience supporting rehabilitation/construction of water and sanitation infrastructure and supervising contractors (site supervision, basic measurements, quality control and handover).
- Advanced computer skills and engineering software (AutoCAD, WaterCAD, Civil 3D, Word, Excel, PowerPoint, etc.);
- Practical knowledge of water system operations, including basic water quality monitoring (e.g., TDS, residual chlorine) and safe handling of drinking water.
- Knowledge of solar pumping systems; familiarity with reverse osmosis/desalination and brine management concepts is a strong asset.
- Good understanding of relevant WASH standards and guidelines (e.g., Sphere/WHO/WASH Cluster) and ability to ensure compliance in the field.
- Experience working with community-based management structures and local authorities, including facilitation and delivery of trainings with attention to inclusion.
- Ability to support hygiene promotion/SBCC (C4D) activities and community mobilisation, and to work effectively with volunteers.
- Understanding of environmental and social safeguards (ESIA/ESMP), complaints and feedback mechanisms and conflict-sensitive programming (“Do No Harm”).
- Strong reporting and documentation skills; comfortable using MS Office and digital data collection tools.
- Fluency in Arabic and working proficiency in English (written and spoken).
- Willingness to travel regularly to field sites and work in challenging environments.
Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.
