Main Purpose
The WASH Specialist provides technical and managerial support to WASH project activities, in conjunction with the Program Coordinator.
The WASH Specialist ensures that all project activities within the different WASH sub-sectors are implemented in a timely manner and of high quality in accordance with the WASH SPHERE standards, INTERSOS standards, donor regulations, and the Yemen WASH Cluster. The WASH Specialist also ensures that the WASH team members carry out their duties as stipulated in their terms of reference. The WASH Specialist ensures that the WASH team carries out all activities in accordance with the overall INTERSOS Yemen mission strategy and the specific WASH strategic framework in place. The WASH Specialist provides oversight within the team to ensure the team members operate within the set INTERSOS work guidelines and policies.

Tasks
General responsibilities
- Ensure timely planning, implementation and monitoring/evaluation of WASH activities (both software and hardware activities) in line with project proposals.
- Oversee compliance with INTERSOS policies, SoPs, tools, and manuals.
- Ensure WASH works aligns with the strategy, tools, manuals, guidelines, and SPHERE standards.
- Technical responsible for quality control and monitoring of WASH activities.
- Ensure continuous reporting and documentation of all WASH activities.
- Provide technical analysis and specific feedback on project activities for program improvement to the Project Managers, Program Coordinator, and others in the hierarchy.
- Provide periodic trends, needs, and gaps analysis on WASH.
- Provide technical oversight of WASH activities for the mission.
Technical responsibilities
- Supervise the implementation of WASH software and hardware activities in line with INTERSOS and SPHERE standards.
- Lead the development and reviews of BoQs and designs of WASH infrastructure.
- Ensure the timely planning of the monthly WASH activities in liaison with Project Managers and the Program Coordinator.
- Actively participate in the development of any upcoming project proposals, including needs assessments.
- Develop and review WASH strategies, tools, and manuals.
- Verify that contractors implement WASH infrastructure construction and rehabilitation works as per contractual requirements (in terms of deliverables, quality, timeline, documentation, etc), and support the PM/Logs/Finance in contract management in relation to WASH.
- Carry out quality control and monitoring of the progress of WASH work and provide technical support to associates and / or contractors, as well as support the selection of contractors during bids.
- Ensure regular field visits to projects areas with WASH activities to observe progress, compliance of design, work specification and quality of the work.
- Actively collaborate with the health team on cholera preparedness and response.
Team management/People Management
- Responsible for team management (WASH staff and volunteers)
- Ensure the development of the WASH team by providing training.
- Highlight the technical needs of the team from time to time and support the recruitment of members of the WASH team.
- Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period.
- Ensure team members provide high-quality work in line with INTERSOS policies and standards.
Monitoring & evaluation
- Work closely with the MEAL department on project monitoring activities, including facilitating base-line and end-line surveys.
- Ensure monitoring and verification for the targeting of beneficiaries.
- Ensuring a result-based approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.
Reporting
- Provide regular reports on the progress of the WASH activities. Prepare and submit quality reports ensuring they are highly accurate, comprehensive and well documented
- Support and review the reports drafted by the WASH staff formulating recommendations to improve the activities, and the follow-up of the recommendations.
- Provide written reports to the Project Managers and Program Coordinator on field visits.
- Support the timely and complete collection of support documents (means of verification) and general project documents related to WASH.
- Participate in preparing progress and final reporting for the donor.
- Support the Program Coordinator in the production of high-quality analysis reports to illustrate INTERSOS’ impact, including evidence of good practice and replicable programmes, and ensure that they are communicated appropriately
Coordination and representation
- Liaise and collaborate with relevant local authorities and other key stakeholders.
- Represent INTERSOS in the WASH cluster and relevant technical platforms
- Deliver regular reports to and update required information with the WASH cluster
- Coordinates with other NNGOs and INGOs to ensure no duplication in all WASH-related activities.
Requirements
Education
- University Degree in Civil Engineering
Professional experience
- At least 3 years relevant experience working with an INGO in Yemen.
Professional requirements
- Familiarity with community-based sanitation programs.
- Demonstrate good understanding and ability to apply SPHERE standards in humanitarian WASH response programmes.
- Excellent computer skills in MS Word, Excel and Google Drive.
- Experience in AutoCad is preferred.
