Water & Irrigation Engineer
Location: Based in Aden, with travel to project locations in Lahj (Yaher & Yafae districts) and Al-Dhalae (Al-Shoaib district).
Reporting to: Program Manager
Contract Duration: Until March 2026, with possible renewal.
Contract type: Fixed term (full time)
The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

Water & Irrigation Engineer Job Description
Contribute to the management and development of water and irrigation project as part of the project “Strengthening the biodiversity and resilience of rural communities through FMNR and improving the quality and marketing of the coffee and fruit” to ensure the optimal use of water and soil resources, and support sustainable agriculture, especially in crops such as coffee and fruits.
1. Technical Tasks, Studies and Design
- Conduct field surveys and identify suitable sites and interventions for water and irrigation projects.
- Collect and analyze data on water and soil resources in targeted areas.
- Monitor and evaluate irrigation infrastructure (wells, dams, reservoirs, irrigation networks).
- Design and propose technical solutions to improve water use efficiency.
- Prepare technical reports including calculations, data, and field survey documentation.
- Develop Bills of Quantities (BoQ) and technical specifications for water and irrigation works.
- Prepare maps and engineering drawings for projects and water resource sites.
2. Implementation and Supervision
- Monitor the execution of field works according to approved designs and specifications.
- Directly supervise excavation, network installation, irrigation systems, and construction of water structures (wells, dams, reservoirs, water harvesting ponds).
- Ensure compliance with quality standards and safety measures during implementation.
- Coordinate with suppliers, contractors, and technicians to ensure works are completed within schedule and budget.
- Participate in testing, commissioning, and initial handover of implemented systems.
3. Tendering and Contracting
- Prepare bidding documents and technical specifications for water and irrigation projects.
- Participate in the evaluation and technical analysis of tenders.
- Contribute to preparing technical recommendations related to contracting with contractors and suppliers.
- Follow up on contractors’ commitments to ensure compliance with agreed terms and specifications.
4. Coordination and Reporting
- Coordinate with technical teams and beneficiaries to ensure quality implementation.
- Coordinate with local authorities and technical entities at the Ministry of Agriculture and Irrigation regarding water and irrigation projects.
- Submit periodic reports to senior management on progress and field challenges
Qualifications and Experience Required:
- Bachelor’s degree in Civil Engineering / Water Resources / Agriculture (or equivalent).
- Minimum of 5 years of professional experience in water and irrigation projects or sustainable agriculture.
- Proven experience in preparing technical studies, engineering designs, and project reports.
- Hands-on experience in the design, operation, and maintenance of solar-powered water pumping systems.
- Proficiency in engineering software such as AutoCAD and other relevant design/analysis tools.
- Ability to conduct fieldwork and supervise the implementation of agricultural and water projects.
Required Skills:
- Strong planning and time management skills.
- Ability to analyze and prepare technical reports with accuracy and clarity.
- Excellent communication and coordination skills with technical teams, beneficiaries, and stakeholders
Supervision:
- Reports directly to the Project Manager.
- Supervises site supervisors under his/her scope of work.
Desirable:
- Politically and culturally sensitive with qualities of patience, tactic and diplomacy
- Excellent communication skills: written and oral
- Flexible and able to work well under pressure
- Capable of working collaborative with team members to achieve results
- Relates and works will with people from different cultures, genders, religions and backgrounds

- A gross monthly salary with pay grade D2, according to NAHR’s grade scale.
- 22 vacation days per year
