The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

Under the supervision of the IRC Yemen WPE Response Officer based in West coast the WPE Prevention and Risk Reduction Assistant will be responsible for the implementation and monitoring the GBV work and mitigate risks to women and girls, through community risk analysis, promoting safe environments, and ensuring that protection principles are integrated into all interventions. WPE Safe Spaces and other IRC surrounding facilities and conduct community mobilization and GBV risk mitigation activities, safety assessments, capacity building training, meetings, and community-based activities in close collaboration with the IRC team and local partners.

JOB SUMMARY:

This position will cover the prevention services in WGCCs, WGSSs and the field and will cover any activities related to prevention. This position will make relations with IRCs RH, CP, MHT, nutrition team and the safe space of the partner to improve the adolescent girls’ programing and GBV response and mitigation activities.
This position is responsible for implementing WPE prevention and risk reduction activities across targeted districts in the West Coast, with daily field movement to WGSS/WGCCs and community locations.

WORKING RELATIONS:

This position will work directly with the Response Officer and Senior Response Officer. Indirectly, will be work with MHT, CP, and partner management in that area.

MAIN RESPONSIBILITIES:

  • Mobilize the community in the  target locations to participate in psychosocial activities provided by the IRC, including emotional support groups, skills-building, non-formal education and recreational activities.
  • Collaborate with caseworkers and other WPE team members to ensure GBV responses are taking into account specific needs and vulnerabilities of women and  girls 
  • Support logistic implementation of the activities, including raising purchase requests, handling petty cash according to IRC’s policies, working to regular spending plans
  • Use agreed-upon monitoring and evaluation tools to supervise the community volunteers that  participation in activities and collect their feedback
  • Support and collaborate with local partner staff, including providing training 
  • Writing  and submit regular weekly and batch end report.
  • Conduct information and awareness sessions with female and male in the community to disseminate 
  • Identify and assess new communities to be engaged in WPE activities.
  • Provide close mentoring and capacity building support to community representatives.
  • Participate in facilitating empowerment activities at the center and in the field.
  • Facilitate training for WPE curriculums volunteers.
  • Management background: managing volunteers and facilitators at the WGCC in the field, and at the WGSS.
  • Supervising the volunteers 
  • Coordinate and meet with community leaders and authorities on a monthly and quarterly basis.
  • In close collaboration with community outreach volunteers conduct regular safety assessments to identify key risks faced by women and girls within their community.
  • Facilitate referral of identified needs to humanitarian organizations and other service providers, ensuring follow up and feedback to the community.
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies. 
  • Educate/raise awareness among the community and clients about the existing feedback mechanisms and response processes.

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.    Education:

  • Bachelor’s degree.
  • Courses in Psychological Support , Psychology First Aid, prevention certificate 

B.    Experience:

  • Knowledge and experience in the working environment in that area.
  • Minimum two years of experience in implementing in the protection and women’s protection and empowerment in the context of Yemen.
  • Minimum two years of experience in implementing risk reduction activities. 
  • Knowledge and experience in writing regular report 
  • Knowledge in logistic implementation of the activities, including raising purchase requests, handling petty cash according to IRC’s policies, working to regular spending plans.
  • Experience in managing volunteers and facilitators at the WGCC, in the field, and at the WGSS.
  • Good understanding of Gender Based Violence, 

C.     Skills and Abilities:

  • Excellent knowledge of the working environment.
  • Personal qualities: Empathic, works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Knowledge of Microsoft word and excel. 
  • Flexible, able to handle pressure well, and have strong communication skills in the community and  targeted areas. 

D.    Proficiencies:

  • - Understanding of gender-based violence, women’s protection, and empowerment in the context of Yemen.
  • -Works well in and promotes teamwork, comfortable in a multi-cultural environment,
  • - Strong background and experience in the referral mechanisms and dealing wit GBV survivals.
