For pre-qualified institutes/agencies/trainers for conducting trainings in Drinking Water Quality Analysis & Treatment Plant and trainings of Project Management for Professional (PMI-PMP), Engineering programs (BIM, CSI, WaterCAD, ... etc.) and Securing Water to Enhance Local Livelihoods (SWELL).
A. Background
Yemen faces one of the most severe humanitarian crises globally, exacerbated by conflict, economic instability, and environmental challenges. The country's water infrastructure has been significantly damaged, leading to widespread contamination of water sources and limited access to clean drinking water. This has resulted in frequent outbreaks of waterborne diseases, posing a severe threat to public health. In such a context, effective water quality analysis and treatment plant operations are indispensable for ensuring safe and sustainable water supply to communities.
Water, sanitation, and hygiene (WASH) interventions are critical for communities in Yemen, where access to clean water remains a persistent challenge. Islamic Relief, as a leading humanitarian organization, plays a pivotal role in addressing these challenges. However, to effectively implement WASH projects, it is essential to equip staff with comprehensive technical expertise in drinking water quality analysis, treatment plant operations, and advanced project management methodologies. This includes proficiency in water purification processes, equipment maintenance, quality control measures, and the use of engineering tools and software such as BIM (Building Information Modeling), CSI (Construction Specifications Institute) standards, and WaterCAD for hydraulic modeling and system design.
As a leading humanitarian organization operating in Yemen, Islamic Relief plays a crucial role in addressing the water and sanitation needs of vulnerable communities. By prioritizing capacity-building initiatives, Islamic Relief can enhance the effectiveness and sustainability of its interventions. This includes investing in tailored training programs that integrate drinking water quality analysis, treatment plant operations, and project management skills. Additionally, partnerships with technical experts, academic institutions, and industry leaders can provide access to cutting-edge tools and methodologies, such as BIM for infrastructure design, CSI standards for construction specifications, and WaterCAD for hydraulic modeling.
B. Training Fields
1) Advanced Comprehensive Training in Drinking Water Quality Analysis & Treatment Plant Design, Implementation and Maintenance: Integrating Theory with Practical Applications
Scope of training:
Preparation and development of full and comprehensive trainings and detailed training materials. The requested service/trainings are including, but not limited, the Fundamentals of Water Quality and water pumping tests and Treatment Processes, Water Characteristics (Characteristics and nature of water, Water molecule, Ionic decomposition of water, unique properties of water, Water's ability to dissolve, High latent heat of vaporization), Common Water Contaminants (Biological, Chemical, Physical, etc.), Regulatory Standards and Treatment Goals (WHO, EPA and local water quality standards, .. etc.), Overall processes of water treatment plants including designing, analyzing, maintenance, … etc, Advanced Treatment Processes and Environmental Considerations. And any other requirements that may be needed.
Training Methodology:
1. Mini/intensive lectures: Detailed explanations of theoretical concepts and treatment processes.
2. Hands-on Workshops: Practical design and problem-solving exercises
3. Visual Aids: Diagrams, flowcharts, and videos to illustrate processes and principles
4. Practical inspection of hard materials of treatment plants.
5. Power point presentation.
6. Interactive Discussion and working groups: Engaging participants in discussions on real-world applications and challenges
7. Written and practical quizzes and examinations.
8. Case Study Analysis: Learning from successful and challenging water treatment projects
9. Field visits to several treatment plants.
Trainers Qualifications:
1. Has a PhD degree in treatment plant direction.
2. Has a strong experience in design, installation, operation and maintenance of various treatment plants systems.
3. Preferable to have good experience related to design, installation, commissioning, inspection and maintenance of various treatment plants systems using solar power systems.
4. The trainer must have an assistant with strong practical experience in designing, installation, operation and maintenance of various treatment plants systems.
5. Has a strong experience in the processes of water quality tests.
6. Has experience in the processes of water quality tests
7. Strong English language.
2) Mastering Project Management: Advanced Comprehensive Project Management for Professional (PMI-PMP) with Practical Insights
Scope of training:
Preparation and development of full and comprehensive trainings and detailed training materials, fully aligned with PMI-PMP standards and the latest PMBOK Guide (latest Edition). The services should integrate theoretical knowledge with practical applications. The requested service/trainings are including, but not limited, the Core and detailed Principles of Project Management and PMI Framework, Core and detailed Principles of Project Management and PMI Framework, Advanced Risk, Cost, and Quality Management, Leadership, Procurement, and Communication, Advanced Topics, Case Studies, and Certification Preparation. And any other requirements that may be needed.
Training Methodology:
1. Mini/Intensive Lectures: Detailed explanations of project management theoretical concepts, methodologies, and frameworks aligned with PMI-PMP standards.
2. Hands-on Workshops: Practical exercises focused on project planning, scheduling, resource allocation, risk management, and problem-solving using real-world scenarios.
3. PowerPoint Presentations: Structured content delivery to reinforce understanding of core project management principles and applications.
4. Visual Aids: Diagrams, flowcharts, Gantt charts, and videos to illustrate project management principles, tools, and workflows.
5. Practical Demonstrations: Application of project management software and tools for scheduling, monitoring, and reporting.
6. Interactive Discussions and Working Groups: Engaging participants in discussions on real-world project management challenges and strategies to resolve them.
7. Written and Practical Quizzes and Examinations: Assessing participants’ understanding of project management concepts and their ability to apply them in practical scenarios.
8. Case Study Analysis: Learning from successful and challenging project management examples to understand best practices and lessons learned.
9. Simulated Project Exercises: Role-playing and project simulations to provide hands-on experience in managing complex projects effectively.
Trainers Qualifications:
1. Holds an advanced degree (PhD/Master) or equivalent advanced qualification in project management or a related field.
2. The trainer must be a certified Project Management Professional (PMP) with a valid and active credential from PMI (Project Management Institute).
3. The trainer must have comprehensive knowledge of the PMI standards, including the latest PMBOK Guide and Exam Content Outline, to ensure alignment with current exam requirements.
4. Has extensive experience in planning, executing, monitoring, and closing complex projects across various sectors.
5. The trainer must have prior experience delivering PMP training sessions or equivalent project management courses, with proven success in preparing participants for PMP certification exams.
6. The trainer should have a minimum of 7 years (and not more than 10 years) of professional project management experience, including managing large-scale or complex projects in various industries.
7. The trainer should demonstrate ongoing professional development in project management, staying updated with emerging trends, methodologies, and tools.
8. The trainer must demonstrate excellent interpersonal, facilitation, and coaching skills to effectively address diverse participant needs and learning styles.
9. Preferably possesses hands-on expertise in managing projects that integrate innovative technologies or sustainable practices, such as solar power applications.
10. The trainer must have an assistant with substantial practical experience in applying project management principles, tools, and techniques in real-world scenarios.
11. Demonstrates strong expertise in conducting project performance evaluations, quality control, and risk management processes.
12. The trainer must be proficient in using training technologies, such as virtual training platforms, project management software (e.g., MS Project, Primavera), and collaborative tools, to support a professional learning environment.
13. Has experience in facilitating stakeholder engagement and effective communication strategies within project environments.
14. Proficient in English, with excellent communication and presentation skills.
3) Mastering Engineering programs: Advanced Comprehensive training of Engineering programs (BIM, CSI, WaterCAD, ... etc.) with Practical Insights
Scope of training:
Preparation and development of full and comprehensive training materials, fully aligned with the latest industry standards and best practices in engineering programs. The training will integrate theoretical knowledge with practical applications, focusing on advanced tools and methodologies such as Building Information Modeling (BIM), Construction Specifications Institute (CSI) standards, WaterCAD for hydraulic modeling, and other relevant engineering software. The requested training will include, but is not limited to, the following:
- Core Principles of Engineering Programs: In-depth understanding of BIM, CSI, WaterCAD, and other engineering tools.
- Advanced Applications: Practical use of engineering software for design, modeling, simulation, and analysis.
- Integration of Tools: Combining BIM, CSI, and WaterCAD for comprehensive project planning and execution.
- Case Studies and Real-World Scenarios: Analysis of successful engineering projects and lessons learned.
- Certification Preparation: Guidance on preparing for relevant certifications in engineering programs.
- Any other requirements that may be needed.
Training Methodology:

Trainer Qualifications:

2. The trainer must be certified in relevant engineering programs (e.g., BIM Professional, CSI Certification, or equivalent).
3. Comprehensive knowledge of engineering standards, including BIM, CSI, and hydraulic modeling principles.
4. Extensive experience in planning, designing, and executing complex engineering projects across various sectors.
5. Prior experience delivering training sessions on engineering programs, with proven success in preparing participants for certifications.
6. A minimum of 7 years (and not more than 10 years) of professional engineering experience, including managing large-scale or complex projects.

13. Experience in facilitating stakeholder engagement and effective communication strategies within engineering environments.
14. Proficient in English, with excellent communication and presentation skills.
4) Advanced Comprehensive Training in Securing Water to Enhance Local Livelihoods (SWELL)
Scope of training:
Preparation and development of full and comprehensive trainings and detailed training materials. The requested service/trainings are including, but not limited to, Securing Water to Enhance Local Livelihoods (SWELL), (SWELL) a vital initiative focused on improving access to water resources to support communities and their economic activities. The main objectives of such program will be (i) Improve Access to Clean Water: Ensure reliable access to safe drinking water for all community members (ii) Sustainable Water Management: Promote practices that ensure long-term sustainability of water resources (iii)Enhance Agricultural Productivity: Utilize secured water resources to boost local agriculture, thereby improving food security and livelihoods and (iv) Empower Communities: Involve local communities in decision-making processes regarding water management.
Training Methodology:
01. Mini/intensive lectures: Detailed explanations of theoretical concepts and universal usage of SWELL concept.
02. Incorporating SWELL principals/framework to humanitarian aid programme.
03. Hands-on Workshops: Practical design and problem-solving exercises
04. Visual Aids: Diagrams, flowcharts, and videos to illustrate processes and principles.
05. Power point presentation.
06. Interactive Discussion and working groups: Engaging participants in discussions on real-world applications and challenges.
07. Written and practical quizzes and examinations.
08. Case Study Analysis: Learning from successful and challenging SWELL projects.
09. Field visits to a successful project implemented with SWELL concept.
Trainers Qualifications:
1. Has a PhD degree in Environmental Science, integrated water resource management, Agriculture, or related fields.
2. Has a strong experience in securing and utilizing water to enhance Local Livelihoods.
3. Preferable to have good experience related water resource management and training facilitation.
4. The trainer must have an assistant with strong practical experience in water resource management and training facilitation.
5. Has a strong experience in SWELL Topics: Proven track record in sustainable water practices, community engagement, and policy advocacy.
6. Has a strong Training Skills: Strong facilitation and communication skills, with experience in delivering training to diverse audiences.
7. Has a strong Cultural Competence: Understanding of local contexts and the ability to engage with community members effectively.
8. Strong English language.
C. Training Facilitations:
The institutes/agencies must have the capacity to provide all necessary accommodations and resources to ensure the professional delivery of the trainings and the achievement of the planned outcomes. This includes, but is not limited to, the following:
- Training Facilities: A fully equipped training hall with a projector, sound system, and adequate seating arrangements.
- Computers: High-performance computers with the necessary software installed for hands-on sessions.
- Pre-Assessment: Conducting pre-training assessments to evaluate participants’ baseline knowledge and skills.
- Post-Assessment: Administering post-training assessments to measure learning outcomes and training effectiveness.
- Catering Services: Providing breakfast, lunch, and coffee breaks to ensure participants’ comfort and productivity.
- Stationery: Providing essential stationery items for participants, such as notebooks, pens, and markers.
Training Materials:
- Hard Copies: Printed training materials for all participants.
- Soft Copies: Digital versions of the training materials for easy access and reference.
Certificates:
- Issuing internationally recognized certificates of professionality, certified by a relevant and accredited agency.
- Any other requirements that may be needed.
D. Important Notes:
- Only service providers fulfilling the requirements listed above will be considered in next tendering process.
