Provision of Sea Transport Services for UNHCR Persons of Concern (POCs) on Assisted Spontaneous Return (ASR) from Yemen to Somalia

SHS invites relevant companies and suppliers to submit their bids for the following tender:

Provision of sea transport services for UNHCR Persons of Concern (POCs) on assisted spontaneous return (ASR) from Yemen to Somalia via possible port as below;

• Contract will be awarded for 1 year.  The successful bidders will be requested to maintain their quote price model for the duration of the Service Contract.
• The estimated requirement is for approximately 600 refugees for repatriation by sea from route 1 and route 2 as stated above.  
• Please note that figures have been stated in order to enable bidders to have an indication of the projected requirements.  It does not represent a commitment to purchase a minimum quantity of services.
• Likewise, relevant and experienced Service Providers can obtain relevant tender documents from the below link.

Please see in the bidding submission instructions and evaluation requirements which need to be supported with clear color copies including the following:

• Valid tax card  (VAT Certificate)
• Valid commercial register:  (Sea Operator Certificate, including authorizations, conditions and limitations issued in conjunction with SOC.
• Valid business permit issued by Maritime Affairs Authority of Yemen or equivalent country Authority.
• The Service Provider must have experience and work with relevant organizations and institutions in the same field.

The bid is valid for 90 days from the date of opening the envelopes.  The main criteria for evaluating bids are predetermined, and their response is determined by acceptance or rejection.

In any event, SHS shall not be liable for any costs or expenses paid by Applicants during the submission and processing of any bidding documents or otherwise.

The deadline for receipt of questions is on Monday 01/08/2022 at 16:00 hrs.  Bidders are requested to keep all questions concise.  

SHS will compile the questions received and plans to respond to questions shortly after the query closing date.

Bid must be sealed with red wax and hand sent from your representative enclosed in an outer envelope clearly indicating the project name, project number and address below:
