REQUEST FOR PROPOSALS

1.    Background 

The United Nations Mission to Support the Hudaydah Agreement (UNMHA) seeks proposals from qualified organisations to implement a Quick Impact Project (QIP) focused on advancing the women, youth, peace and security agendas at the local level in Al-Khawkhah and Hays districts, Hudaydah Governorate.
The proposal must include a financial proposal with a detailed budget breakdown as per the provided formula under "Required Forms" within the Project Proposal Form. We encourage applicants to include any additional activities or ideas that are relevant and can add value to the proposal.

2.    Objectives 

The project should aim to empower women or youth in Al-Khawkhah and Hays districts, Hudaydah Governorate, by enhancing their involvement in local peacebuilding initiatives. Through QIPs, the initiative will strengthen community resilience, improve social cohesion, and promote inclusive decision-making processes that reflect Yemen’s Women, Peace, and Security (WPS) and Youth, Peace, and Security (YPS) priorities.
Examples of QIPs that could support WPS and YPS include, but are not limited to, women’s and youth economic empowerment and livelihood support; women or youth-focused community infrastructure or service delivery; Mine Action initiatives; cultural or media initiatives that promote the role of women and youth and amplify their stories; support to strengthening inclusive dialogue and women and youth leadership in political and peace processes.
We encourage applicants to propose additional activities that bring value to the project, while staying within the proposed budget range. 

3.    Project Scope

Within an implementation period of 6 months, the project should: 

a)    Be small-scale and low-cost. 
b)    Planned and implemented within a short time frame.
c)    Designed to be of benefit to the local population (demonstrate a clear and measurable impact on community resilience).
d)    Identified, developed, and implemented through a participatory approach that consults with representatives of national or local authorities, and with the participation of local communities.
e)    Of a non-recurrent nature, and do not place any unforeseen financial burden on the recipient or create material requirements that cannot be met without external support.
f)     Visible to the population, partners, and local authorities and must include strategies for sustaining and monitoring the actions implemented.
g)    Done in consultation with relevant UN actors to avoid duplications. 
h)    Designed and implemented in accordance with the principles of “Do No Harm”.

4.    Eligibility, Experience, and Qualifications of Implementing Partners

• Experience operating in the west coast region of Yemen for at least 2 years.
• At least 5 years of professional experience in implementing relevant projects. 
• Experience in working with women, youth, civil society, and local authorities.  
• Evidence of implementing similar projects to the one proposed. 
• Evidence of consistent and sustained good financial performance (audit reports for the last 3 years).
• Language proficiency in written and oral Arabic and English is required.
• Ability to encourage and inspire participants/beneficiary to play active role within their community. 
• Demonstrated ability to work collaboratively and independently with stakeholders.

In addition, applicant organizations should note the following 

• Preference will be given to proposals from locally based organizations with strong connections with the target communities in al-Khawkhah and Hays.
• The development of project proposals should be done in close consultation and coordination with local authorities, beneficiaries, and community leaders.

5.  Implementation Methodologies, Approaches and Strategies

a)    UNMHA will provide information on the project for the Implementation Partner to execute the project.
b)    The cost associated with assessments for a proposal will be incurred by the applying organisations.
c)    UNMHA does not provide any services, personnel, or facilities to the Implementation Partner for the implementation of activities.
d)    The Implementation Partner will not make any financial commitment on behalf of UNMHA, nor shall they take loans or create any other financial liability binding UNMHA under the agreement. 
e)    The Implementation Partner will conduct no such parallel activity which may be prejudicial to the interests of the said project, or UNMHA. 
f)    The Implementation Partner will ensure adequate safeguards measures in place against sexual exploitation and abuse of participants.

6.  Financial and Time Constraints

• The total cost of each QIP should not exceed US$50,000. 
• The maximum implementation time for individual projects should not exceed six months (180 days) from the date of disbursement of the first advance. 
• The time may be extended due to exceptional circumstances.
• The project proposal must contain a detailed budget breakdown. 

7.    Method of Application 

UNMHA invites experienced and interested applicants to submit a project proposal and must comply with the technical conditions and the plans of the projects, the budget lines, the project implementation deadlines, and the contractual conditions as presented in the quick impact project application form or project proposal to the UNMHA Civil Affairs Team via email unmha-civilaffairs@un.org  by 04 April 2025.

1.    الخلفية:

تسعى بعثة الأمم المتحدة لدعم اتفاق الحديدة(اونمها)  إلى الحصول على مقترحات من منظمات مؤهلة لتنفيذ مشروع سريع الأثر (QIP) يركز على تعزيز أجندات المرأة والشباب والسلام والأمن على المستوى المحلي في مديريتي الخوخة وحيس، محافظة الحديدة.
يجب أن يتضمن المقترح عرضًا ماليًا مع تفصيل دقيق للميزانية وفقًا للصيغة المقدمة تحت "النماذج المطلوبة" ضمن نموذج مقترح المشروع. نشجع المتقدمين على تضمين أي أنشطة إضافية أو أفكار ذات صلة يمكن أن تضيف قيمة للمقترح.

2.    الأهداف:

يجب أن يهدف المشروع إلى تمكين المرأة أو الشباب في مديريتي الخوخة وحيس، محافظة الحديدة، من خلال تعزيز مشاركتهم في مبادرات بناء السلام المحلية. من خلال مشاريع الأثر السريع  (QIPs)، ستعزز المبادرة من مرونة المجتمع، وتحسن من التماسك الاجتماعي، وتعزز عمليات اتخاذ القرارات الشاملة التي تعكس أولويات المرأة والأمن والسلام (WPS)  والشباب والأمن والسلام (YPS)  في اليمن.

تشمل أمثلة مشاريع الأثر السريع التي يمكن أن تدعم المرأة والأمن والسلام (WPS ) والشباب والأمن والسلام (YPS) ، ولكن لا تقتصر على تمكين المرأة والشباب اقتصاديًا ودعم سبل العيش؛ بنية تحتية مجتمعية أو تقديم خدمات تركز على النساء أو الشباب؛ مبادرات ثقافية أو إعلامية تعزز من دور المرأة والشباب وتبرز قصصهم؛ دعم تعزيز الحوار الشامل وقيادة المرأة والشباب في العمليات السياسية والسلام.
نشجع المتقدمين على اقتراح أنشطة إضافية تضيف قيمة للمشروع، مع البقاء ضمن نطاق الميزانية المقترحة.

3.    نطاق المشروع:

ضمن فترة تنفيذ تبلغ 6 أشهر، يجب أن يكون المشروع:

أ‌)    أن تكون صغيرة النطاق ومنخفضة التكلفة.
ب‌)    مخطط لها وتنفيذها ضمن إطار زمني قصير.
ت‌)    مصممة لتكون مفيدة للسكان المحليين (تظهر تأثيرًا واضحًا وقابلًا للقياس على مرونة المجتمع(.
ث‌)    تم تحديدها وتطويرها وتنفيذها من خلال نهج تشاركي يستشير ممثلين عن السلطات الوطنية أو المحلية، وبمشاركة    المجتمعات المحلية.
ج‌)    ذات طبيعة غير متكررة، ولا تضع أي عبء مالي غير متوقع على المستفيد أو تخلق متطلبات مادية لا يمكن تلبيتها دون دعم خارجي..
ح‌)    أن تكون واضحة للسكان والشركاء والسلطات المحلية ويجب أن تتضمن استراتيجيات لاستدامة ومراقبة الإجراءات التي تم  تنفيذها.
خ‌)    يتم ذلك بالتشاور مع الجهات المعنية في الأمم المتحدة لتجنب التكرار.
د‌)    تم تصميمها وتنفيذها وفقًا لمبادئ "عدم الإضرار".

4.    الأهلية والخبرة والمؤهلات للشركاء المنفذين:

• خبرة في العمل في منطقة الساحل الغربي لليمن لمدة لا تقل عن سنتين.
• خبرة مهنية لا تقل عن (5) سنوات في تنفيذ مشاريع ذات صلة.
• خبرة في العمل مع النساء والشباب ومنظمات المجتمع المدني والسلطات المحلية.
• إثبات ودليل على تنفيذ مشاريع مشابهة للمقترح المقدم.
• إثبات ودليل على أداء مالي جيد مستمر ومستدام (تقارير التدقيق للسنوات الثلاث الماضية).
• مطلوب إتقان اللغة العربية والإنجليزية كتابةً وتحدثًا.
• القدرة على تشجيع وإلهام المشاركين/المستفيدين للعب دور نشط داخل مجتمعهم.
• القدرة المثبتة على العمل بشكل تعاوني ومستقل مع أصحاب المصلحة.

بالإضافة إلى ذلك، يجب على المنظمات المتقدمة ملاحظة مايلي:

• ستُعطى الأولوية للمقترحات المقدمة من المنظمات المحلية ذات الروابط القوية مع المجتمعات المستهدفة في الخوخة    والحيس.
• يجب أن يتم تطوير مقترحات المشاريع بالتشاور والتنسيق الوثيق مع السلطات المحلية والمستفيدين وقادة المجتمع.

5.    مناهج وطرق واستراتيجيات التنفيذ:

أ) ستقدم بعثة الأمم المتحدة لدعم اتفاق الحديدة (اونمها )  معلومات عن المشروع للشريك المنفيذ للمشروع.
ب) ستتحمل المنظمات المتقدمة التكاليف المتعلقة بالتقييمات لمقترح المشروع.
ج) لا تقدم بعثة الأمم المتحدة لدعم اتفاق الحديدة(اونمها)  أي خدمات أوموظفين أوتسهيلات للشريك المنفيذ للانشطة.
 د) لا يجوز ان يقدم الشريك المنفيذ أي التزام مالي نيابة عن بعثة الأمم المتحدة لدعم اتفاق الحديدة (UNMHA)، ولا يجوز له أخذ قروض أو إنشاء أي التزامات مالية أخرى تلزم بعثة الأمم المتحدة لدعم اتفاق الحديدة (UNMHA) بموجب الاتفاق.
هـ) لا يجوز للشريك المنفيذ القيام بأي نشاط موازٍ قد يضر بمصالح المشروع المذكور أو بعثة الأمم المتحدة لدعم اتفاق     الحديدة (UNMHA)  .
و)  سيعمل الشريك المنفيذ على ضمان وجود تدابيروقائية كافية ضد الاعتداء على المشاركين والاستغلال الجنسي.

6.    القيود المالية والزمنية:

أ)  يجب ألا يتجاوز التكلفة الإجمالية لكل مشروع سريع (50,000) دولار أمريكي.
ب) يجب ألا تتجاوز فترة التنفيذ القصوى للمشاريع الفردية ستة أشهر (180 يومًا) من تاريخ صرف الدفعة المقدمة الأولى.
ج) يمكن تمديد فترة التنفيذ وذلك في حالة ظروف استثنائية.
ح) يجب أن يحتوي مقترح المشروع على تفصيل دقيق للميزانية.

7. طريقة التقديم:

تدعو بعثة الأمم المتحدة لدعم تنفيذ اتفاق الحديدة (UNMHA) المتقدمين ذوي الخبرة والمهتمين لتقديم مقترح مشروع، ويجب أن يتوافق مع الشروط الفنية وخطط المشاريع، وبنود الميزانية، ومواعيد تنفيذ المشروع، والشروط التعاقدية كما هو موضح في نموذج طلب مشاريع الأثر السريع أو مقترح المشروع لفريق الشؤون المدنية في بعثة الأمم المتحدة لدعم تنفيذ اتفاق الحديدة (UNMHA) عبر البريد الإلكتروني unmha-civilaffairs@un.org  بحلول 04 ابريل 2025.
