Tamdeen Youth Foundation (TYF) is looking for qualified Contractors/ Vendors to submit their quotations for the tender mentioned blow:

 مؤسسة تمدين شباب تبحث عن مقاولين/ موردين مؤهلين لتقديم عروضهم للمناقصة المذكورة ادناه:

مؤسسة تمدين شباب TYF 

مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية.
ترغب مؤسسة تمدين شباب، وبتمويل من "صندوق التمويل الإنساني لليمن"، في تنفيذ أعمال البناء والصيانة وإعادة التأهيل لمواقع استضافة النازحين في منطقتي عينمة والضورى بمديرية يريم – محافظة إب

سيتم إجراء العطاء باستخدام وثائق العطاءات النمطية لمؤسسة تمدين شباب.

تقديم العطاءات:

يجب تقديم العطاءات إلى مكتب مؤسسة تمدين شباب الكائن في صنعاء – حي فج عطان، بجوار سكن الأمم المتحدة، قسم المشتريات، في موعد أقصاه يوم الاثنين الموافق 27 اكتوبر 2025، وقبل الساعة 11:30 صباحاً بتوقيت اليمن.

سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق

جلسة فتح العطاءات 

ستُعقَد جلسة فتح العطاءات يوم الاثنين الموافق 27 اكتوبر 2025 الساعة الثانية عشرة (12:00) ظهراً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبه حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 

يجب تسليم العطاءات مُغلَّقة بالشمع الأحمر ومختومة، مع ذكر التفاصيل التالية على المظروف المغلق: 

• رقم المناقصة: TYF-008-2025
• اسم المناقصة: أعمال البناء والصيانة وإعادة التأهيل لمواقع استضافة النازحين في منطقتي عينمة والضورى بمديرية يريم – محافظة إب

اسم المتقدم للعطاء.

التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.

الشروط والمتطلبات:

• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب ان تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتم التسعير بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
• يجب ان تظل الأسعار المقدمة سارية لمدة 90 يوم على الأقل من تاريخ فتح المظاريف.

معايير الأهلية القانونية (إلزامية): 

1.    يجب تقديم سجل تجاري ساري المفعول 
2.    يجب تقديم بطاقة ضريبية سارية المفعول 
3.    يجب تقديم بطاقة زكوية سارية المفعول
4.     يجب تقديم ترخيص مزاولة مهنة ساري المفعول 
5.    يجب تقديم ضمان بنكي بقيمة 2.5% من اجمالي قيمة العطاء بصلاحية لمدة 90 يوم من تاريخ فتح المظاريف.
6.    يجب أن يكون المورد غير مدرج في قوائم العقوبات أو قوائم عدم الأهلية الصادرة عن الأمم المتحدة، الأمين العام للأمم المتحدة، أو البنك الدولي.
7.    جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.

سيتم استبعاد مقدمي العروض الذين لا يقدمون هذه المستندات من أي تقييم فني أو مالي.

- مؤسسة تمدين شباب لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم.

Tamdeen Youth Foundation is a non-profit organization established on May 25, 2013, licensed under No. 312 by the Ministry of Social Affairs and Labor in Yemen. The Foundation provides community development, civic education, and capacity-building programs. It implements effective emergency interventions and maintains strategic partnerships with numerous international, regional, and local organizations.
Tamdeen Youth Foundation (TYF), with funding from Yemen Humanitarian Fund (YHF), intends to implement construction, maintenance, and rehabilitation works for IDP hosting sites in Ainmah and Al-Dawra areas, Yareem District – Ibb Governorate.
The tender will be conducted using TYF standard bidding documents.

Submission of bids:

Bids must be submitted to the Tamdeen Youth Foundation office located in Sana’a – Faj Attan area, next to the United Nations Compound, Procurement Department, no later than Monday, October 27, 2025, before 11:30 AM. Yemen time.

Only tenders submitted in prescribed form and deadlines will be considered.

Bid Opening Session

The bid opening session will be held on Monday, 27 October 2025, at 12:00 PM (noon) at the office of Tamdeen Youth Foundation at the above-mentioned address. The bidder or their representative will only be allowed to attend the bid opening session upon presenting an official letter authorizing the designated person to attend.

All bids must be submitted in sealed envelopes with a red wax and stamped, with the following details written on the sealed envelope:

• Tender Name: Construction, Maintenance, and Rehabilitation Works of IDP Hosting Sites in Ainmah and Al-Dawra Areas, Yareem District – Ibb Governorate

The bidder’s name.

The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.

Terms and requirements: 

• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• Pricing must be done in US dollar, any bid submitted in another currency will be rejected.
• Offered prices must be remain valid for at least 90 days from the date of opening the envelopes.

Legal eligibility criteria (Mandatory):

1.    Must provide Valid Business Registration card. 
2.    Must provide Valid Tax card.
3.    Must provide Valid Zakat Card
4.    Must Provide valid license of Business Practice
5.    Must provide Bid Guarantee of 2.5% of the total amount of the offer valid for 90 days from the date of opening the bid.
6.    The supplier must not be listed on the sanctions or debarment lists issued by the United Nations, the UN Secretary-General, or the World Bank.
7.    All other terms and requirements as stated in the bidding document

Offerors who do not submit these documents will be disqualified from any technical or financial evaluation.

-TYF Award Committee reserves the rights to accept or reject any or all submitted quotation(s) at its discretion and is under no obligation to issue an award.
