1. Introduction

The Norwegian Refugee Council (NRC) is an international, humanitarian non-governmental organization with extensive experience in supporting displaced populations across the Middle East and North Africa (MENA) region.
NRC Yemen invites qualified and interested suppliers, contractors, and service providers to apply for inclusion in its Pre-Qualified Suppliers List for a period of two (2) years. Pre-qualified vendors will be prioritized for upcoming procurement processes, including Requests for Quotation (RFQs) and restricted tenders, increasing their opportunities to work with NRC.
If you are interested in participating and would like further information regarding the pre-qualification process, you may:

• Send your inquiries by email, or
• Post your questions directly through the eTB system.

NRC will compile all inquiries and provide a consolidated response to all interested bidders by 7th August 2025.

The Pre-Qualification Dossier is available exclusively through the eTB system.

2. Submission Methods

A. Electronic Submission via NRC’s e-Tendering System (eTB): -

All interested bidders must submit their documents exclusively through NRC’s e-Tendering (eTB) system by uploading the required documents as specified in the Pre-Qualification Dossier.

The submission must include the following: -

• All mandatory administrative and compliance documents, including:
  • Valid Taxation Card
  • Valid Company Registration Certificate
  • Valid Zakat Certificate
• A separate company profile, clearly covering all aspects required in the Pre-Qualification Dossier.
• Product catalogues and technical specifications for the offered models and brands, including relevant photos, charts, and product data sheets.
• A summary of the company’s previous experience, including examples of similar work. You may also upload copies of previous pre-qualification certificates or relevant contracts to demonstrate your track record.
• Any certifications or letters of authorization from original manufacturers or parent companies will be considered an added value and a sign of credibility and reliability.

Please ensure all uploaded documents are clear, complete, and up to date to avoid disqualification.

سيتم إعطاء الأولوية للموردين المؤهلين مسبقاً في عمليات الشراء القادمة، بما في ذلك طلبات التسعير (RFQs) والمناقصات المحدودة، مما يزيد من فرصهم في التعامل مع المجلس النرويجي للاجئين.

2. طرق التقديم

أ. التقديم الإلكتروني عبر نظام المناقصات الإلكترونية التابع للمجلس النرويجي للاجئين (eTB):

يجب على جميع المتقدمين المهتمين تقديم مستنداتهم حصريًا من خلال نظام المناقصات الإلكترونية (eTB) الخاص بالمجلس النرويجي للاجئين، وذلك عن طريق رفع جميع الوثائق المطلوبة كما هو موضح في ملف التأهيل المسبق.

يجب أن يتضمن التقديم ما يلي:

• جميع الوثائق الإدارية ووثائق الامتثال المطلوبة، بما في ذلك-:
  • بطاقة ضريبية سارية المفعول
  • شهادة تسجيل شركة سارية المفعول
  • شهادة زكاة سارية المفعول
• ملف تعريفي منفصل للشركة، يغطي بوضوح جميع الجوانب المطلوبة في ملف التأهيل المسبق.
• كتالوجات المنتجات والمواصفات الفنية للنماذج والعلامات التجارية المعروضة، بما في ذلك الصور والرسوم البيانية وأوراق بيانات المنتجات ذات الصلة.
• ملخص عن الخبرات السابقة للشركة، متضمناً أمثلة لأعمال مماثلة. يمكن أيضاً إرفاق نسخ من شهادات التأهيل المسبق السابقة أو العقود ذات الصلة لإثبات سجل الشركة.
