مؤسسة تمدين شباب TYF 

مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية
تدعو مؤسسة تمدين شباب المقاولين / الموردين القانونيين والمؤهلين لتقديم عطاءاتهم لإنشاء حاجز مائي في قرية الجنح، عزلة الشعوبة، مديرية المعافر، محافظة تعز.
يمكن الحصول على اوراق المناقصة جداول الكميات والمواصفات عبر تنزيلها من الرابط المرفق أدنى هذا الاعلان في موقع يمن اتش ار، ابتداءً من يوم الاحد الموافق 18 مايو 2025.

تقديم العطاءات: 

يجب تسليم العطاءات الى مكتب مؤسسة تمدين شباب الكائن في تعز المدينة- شارع محمد علي عثمان – فوق بنك الكريمي فرع الأجينات  – قسم المشتريات في موعد أقصاه يوم الاثنين الموافق 2 يونيو 2025 قبل الساعة الحادية عشر ظهراً بتوقيت اليمن.

سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق.

ستعقد جلسة فتح العطاءات يوم الاثنين الموافق 2 يونيو 2025 الساعة الثانية عشر ظهراً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبة حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 

يجب تسليم العطاءات مغلقة بالشمع الاحمر ومختومة مع ذكر التفاصيل التالية على الظرف المغلق:

التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.

الشروط والمتطلبات:

• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب ان تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتم التسعير بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
• يجب ان تظل الأسعار المقدمة سارية لمدة 90 يوم على الأقل من تاريخ فتح المظاريف 
• يجب ان يكون السعر المقدم شامل الضريبة واي تكاليف أخرى.
• يجب تقديم العطاء في ثلاثة مظاريف (الوثائق القانونية، العرض الفني، العرض المالي).
• يحق لنا استبعاد أي متقدم لم يكن مسؤولاً في المناقصات السابقة.

معايير الأهلية القانونية الإلزامية: 

1.    يجب تقديم سجل تجاري ساري المفعول (في نفس المجال المطلوب).
2.    يجب تقديم بطاقة ضريبية سارية المفعول 
3.    يجب تقديم ترخيص مزاولة مهنة ساري المفعول 
4.    يجب تقديم ضمان بنكي بقيمة 2.5% من اجمالي قيمة العطاء بصلاحية لمدة 90 يوم من تاريخ فتح المظاريف.
5.    عدم ادراج المورد في قوائم العقوبات / عدم الاهلية الخاصة بالأمم المتحدة والأمين العام للأمم المتحدة والبنك الدولي.
6.    جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.

• مؤسسة تمدين شباب لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم.
• سيتم استبعاد مقدمي العروض الذين لا يقدمون هذه المستندات من أي تقييم فني أو مالي آخر.

Construction of a water barrier in Al-Janah village, Al-Sha'ubah sub-district, Al-Ma'afir District, Taiz Governorate.

Tamdeen Youth Foundation TYF 

A non-profit organization, established on May 25, 2013, with license No. (312) from the Ministry of Social Affairs and Labor in Yemen. It provides community development, civic awareness and capacity building programs, implements positive interventions in emergency situations, and enjoys strategic partnerships with many international, regional and local organizations.
Tamdeen Youth Foundation is inviting eligible and qualified contractor / suppliers to submit their offers for construction of a water barrier in Al-Janah village, Al-Sha'ubah sub-district, Al-Ma'afir District, Taiz Governorate.
The tender documents, including the Bill of Quantities and Specifications, can be downloaded from the link provided below this announcement on the Yemen HR website, starting from Sunday, May 18, 2025.

Submission of bids:

Bids must be submitted to the office of Tamdeen Youth Foundation, located in Taiz City – Mohammed Ali Othman Street – above Al-Kuraimi Bank, Al-Ajinate Branch – Procurement Department, no later than Monday, June 2, 2025, before 11:00 AM Yemen time.

Only bids submitted before the deadline will be considered.

The bid opening session will be held on Monday, June 2, 2025, at 12:00 PM at the office of Tamdeen Youth Foundation at the address mentioned above. The bidder or their representative will only be allowed to attend the bid opening session upon presenting an official letter authorizing the individual to attend.

All tenders should be submitted in SEALED envelopes clearly marked:

Tender Title: Construction of a water barrier in Al-Janah village, Al-Sha'ubah sub-district, Al-Ma'afir District, Taiz Governorate.
The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.

Terms and requirements: 

• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• All the information related to the items must be mentioned in the bed.
• Pricing must be done in US dollar, any bid submitted in another currency will be rejected.
• Offered prices must be remain valid for at least 90 days from the date of opening the envelopes.
• The prices quoted must include all indirect additional costs such as taxes and any other cost.
• Bids must be submitted in three envelopes (legal documents, technical proposal, financial proposal).
• We have the right to exclude any bidder who was not responsible in previous tenders.

Mandatory Legal Eligibility Criteria:

1.    1.Must provide Valid Business Registration card (in the same required field)
2.    Must provide Valid Tax card.
3.    Must Provide valid license of Business Practice 
4.    Must provide Bid Guarantee of 2.5% of the total amount of the offer valid for 90 days from the date of opening the bid.
5.    Vendor’s Non-inclusion into the UN, UNSG and WB Sanctions/ineligibility lists.
6.     All other terms and requirements as stated in the bidding document.

• Tamdeen Youth Foundation reserves the right to accept or reject any or all quotations and proposals at its sole discretion and is not obligated to award the tender to any bidder.
• Bidders who do not submit these documents will be disqualified from any further technical or financial evaluation.
