Construction of 155 Transitional shelters in Al-Hali and Al-Qanawes districts- Hodeidah GoV

1. Introduction

The Norwegian Refugee Council (NRC) is an international, humanitarian non-governmental organization with extensive experience in supporting displaced populations across the Middle East and North Africa (MENA) region.
NRC Yemen invites qualified and interested contractors to apply for Construction of 155 Transitional shelters in Al-Hali and Al-Qanawes districts- Hodeidah GoV

NRC will compile all inquiries and provide a consolidated response to all interested bidders by 11th October 2026.

2. Tender Guarantees:

• The Guarantee should be valid for 3 months and to be submitted separately out of the Financial and Technical sealed envelopes to NRC offices in Sana’a before < 13 October 2026 at 15:00>.
• Guarantee submitted after the specified deadline will not be accepted.
• Bid Guarantee must be issued by a certified local bank acceptable with clear and open banking swift.
• NRC has zero tolerance for bid guarantees issued by banks with liquidity or regulatory concerns.

4. Submission Methods

A. Electronic Submission via NRC’s e-Tendering System (eTB): -

All interested bidders must submit all their bid documents exclusively through NRC’s e-Tendering (eTB) system by uploading the required documents as specified in the LTAs Dossiers.

B. Manual Envelopes Submission: -

bidders must also submit a hard copy of the same bid document in 2 sealed envelopes to the following address:

The sealed bid envelope shall include the following information:

• The tender reference number, clearly marked on the front of the envelope.
• The full legal name of the bidder/company.
• The envelope shall be securely sealed, signed and stamped across the seal to maintain the confidentiality and integrity of the submitted bid.

A receipt will be issued at the time of manual submission.

The submission must include the following: -

All mandatory administrative and compliance documents, including:

• o    Valid Taxation Card
• o    Valid Company Registration Certificate
• o    Valid Zakat Certificate
• o    Experience over the last 5 years
• o    Completed Bidder Checklist (ITB Section 2.6)
• o    Bid Guarantee

NRC requires all contractors intending to submit bid for this tender to ensure that their legal documentation is valid, current, and duly renewed.
Interested contractors must submit copies of their valid and renewed legal documentation together with the required bid guarantee(s) in person (hand-delivered) to the NRC Logistics Department for verification purposes. Any submitted legal documentation that is expired, not renewed, invalid, incomplete, or otherwise non-compliant will result in the bid being considered non-compliant, and the associated bid and bid guarantee(s) will not be accepted.

The Copies of the documents must be submitted along with bank Guarantee:

• Valid Taxation Card
• Valid Company Registration Card
• Valid Zakat Card.

2.  ضمانات المناقصة

• يجب أن تكون جميع الضمانات سارية لمدة ثلاثة (3) أشهر، وأن تُسلم بشكل منفصل عن المظاريف الفنية والمالية المختومة إلى مكاتب المجلس النرويجي للاجئين في صنعاء أو عدن قبل 13 اكتوبر 2026 الساعة 03:00 مساءً.
• لن يتم قبول أي ضمانات يتم تقديمها بعد الموعد النهائي المحدد.
• يجب أن يكون ضمان العطاء صادرًا من بنك محلي معتمد ومقبول، وأن يتمتع بخدمة SWIFT مصرفية واضحة ومفتوحة.
• لدى المجلس النرويجي للاجئين (NRC) سياسة عدم التسامح إطلاقًا مع ضمانات العطاءات الصادرة من البنوك التي تعاني من مشكلات في السيولة أو مخاوف تنظيمية/رقابية.

4. طرق التقديم

أ. التقديم الإلكتروني عبر نظام المناقصات الإلكتروني (eTB) التابع للمجلس النرويجي للاجئين:

على جميع مقدمي العطاءات المهتمين تقديم وثائقهم حصريًا عبر نظام المناقصات الإلكتروني (eTB) التابع للمجلس النرويجي للاجئين، وذلك بتحميل الوثائق المطلوبة كما هو محدد في ملفات اتفاقيات الشراء طويلة الأجل.

ب. التقديم اليدوي للمظاريف:

على مقدمي العطاءات أيضًا تقديم نسخة ورقية من وثائق العطاء نفسها في مظروفين مختومين إلى العنوان التالي:

المكتب 

• اليمن – صنعاء – منطقة حدة، خلف مطعم نكهة زمان – صنعاء

يجب أن يتضمن المظروف المختوم المعلومات التالية:

• الرقم المرجعي للعطاء موضحاً بوضوح على واجهة المظروف.
• الاسم القانوني الكامل لمقدم العطاء / الشرك..
• يجب أن يكون المظروف محكم الإغلاق، وموقعاً ومختوماً على منطقة الإغلاق للحفاظ على سرية وسلامة العرض المقدم.

سيتم إصدار إشعار استلام عند تسليم الوثائق الورقية.
يجب أن تتضمن وثائق التقديم ما يلي:
جميع الوثائق الإدارية ووثائق الامتثال الإلزامية، بما في ذلك:

• بطاقة ضريبية سارية المفعول.
• شهادة تسجيل الشركة سارية المفعول.
• شهادة الزكاة سارية المفعول.
• ما يثبت الخبرة خلال السنوات الخمس الأخيرة.
• قائمة التحقق الخاصة بمقدم العطاء (Bidder Checklist) مكتملة (القسم 2.6 من وثيقة ITB 

يشترط المجلس النرويجي للاجئين على جميع المقاولين الراغبين في التقدم التأكد من أن جميع وثائقهم القانونية سارية المفعول ومحدثة ومجددة.
يجب على المقاولين المهتمين تقديم نسخ من وثائقهم القانونية السارية والمجددة، إلى جانب ضمان/ضمانات العطاء المطلوبة، بشكل شخصي (يداً بيد) إلى قسم الخدمات اللوجستية بالمجلس النرويجي للاجئين لأغراض التحقق.

أي وثائق قانونية منتهية الصلاحية، أو غير مجددة، أو غير صالحة، أو غير مكتملة، أو غير متوافقة مع المتطلبات، ستؤدي إلى اعتبار العرض غير مستوفٍ للشروط، ولن يتم قبول العرض أو ضمان العطاء المرتبط به.

يجب تقديم نسخ من الوثائق التالية مع ضمان البنك:

• بطاقة ضريبية سارية المفعول.
• بطاقة السجل التجاري للشركة سارية المفعول.
• بطاقة الزكاة سارية المفعول.

يرجى التأكد من أن جميع المستندات المُحمّلة واضحة وكاملة ومُحدثة لتجنب استبعاد المُتقدمين.
