عن سيفرورلد: 

سيفرورلد هي منظمة غير حكومية مستقله تعمل على منع النزاعات العنيفة وبناء حياة أكثر أمانا. نحن نعمل مع المجتمع المدني والحكومات والمنظمات الدولية لتشجيع ودعم السياسات والممارسات الفعالة من خلال المناصرة والبحث وتطوير السياسات، ومن خلال دعم أعمال الاخرين. 

أطلقت سيفرورلد صندوق تضامن المجتمع المدني في اليمن في عام ٢٠١٩. بشكل عام، التمويل الحالي المتاح لمؤسسات المجتمع المدني اليمنية هو تمويل محدود وغير مرن ويصعب الوصول اليه. يهدف صندوق تضامن المجتمع المدني في اليمن في دوراته السابقة منذ 2019 وفي دورته الحاليّة الرابعة الى توفير تمويل مرن لمؤسسات المجتمع المدني اليمنية، للقيام بأعمالهم وفقا لرؤيتهم الخاصة وتمكينهم من تطوير مؤسساتهم على النحو الذي يرونه مناسبا. 

 وعليه تقدم سيفرورلد هذه الدعوة لمنظمات المجتمع المدني اليمني المحليّة لتقديم مقترحات مشاريع لتعزيز قدرات مؤسساتكم او ان تكون لأنشطة تهدف إلى احداث تغيير في المجتمع، والأمر الأكثر أهمية هو ان تستند هذه الطلبات الى نظريات التغيير الخاصة بكم، وان تستند لرؤيتكم لاحتياجات مجتمعكم. لذلك، نرجو منكم تقديم طلبات للحصول على تمويل سواء لمبادرات أو مشاريع مجتمعية مبنية على الأنشطة أو لمشاريع تسعى إلى بناء وتعزيز قدرات مؤسساتكم بشكل خاص فقط  أو الى مشاريع تسعى الى تقوية قدارت المؤسسة الى جانب احداث تغيير في المجتمع في آن واحد .    

من يمكنه التقدم بطلب منحة:

تدعو وتشجع سيفرورلد منظمات المجتمع المدني اليمنية غير العاملة في مجال الإغاثة والتي تعمل حصريًا في مجالات التنمية أو بناء السلام في المحافظات التالية (عدن، لحج، المهرة، حضرموت، مأرب) على التقدم بطلبات للحصول على تمويل من هذا الصندوق. كما تشجع المنظمة المشاريع والطلبات المشتركة التي تضم تعاونًا بين عدة مؤسسات. ويُفضل أن تركز هذه المشاريع على العمل مع الفئات المهمشة والضعيفة، بما يضمن تعزيز دمجها في المجتمع والاستجابة لاحتياجاتها بشكل فعال ومستدام

. عند التقديم، يجب الأخذ بعين الاعتبار ان هناك معايير حد أدنى لقبول طلباتكم، وهي كالتالي

معايير الأهلية:

1.    ان تكون منظمة/منظمات المجتمع المدني تم تأسيسها ويتم ادارتها من قبل مواطنين يمنيين ومقيمين في اليمن. 
2.    يجب ان تكون منظمتكم نشطة (تقوم بتنفيذ الأنشطة) لمدة عام على الأقل عند تقديم طلب المنحة. 
3.    تم تصميم هذه الدعوة لمؤسسات المجتمع المدني الصغيرة والمتوسطة مع إعطاء الأولوية للمؤسسات الصغيرة التي لتي لم تحصل على تمويل مباشر من المانحين الدوليين من قبل والتي لا يتجاوز دخلها السنوي/الميزانية السنوية 40000 دولار امريكي . 
4.     يُشترط أن لا يتجاوز مبلغ المقترح المقدم 20% من أعلى ميزانية عملت عليها المؤسسة سابقًا (خلال اخر ثلاث سنوات) لضمان توافق المقترح مع قدراتها الإدارية والمالية.
5.    ان تمتلك مؤسستكم خبرة مثبتة في بناء العلاقات بين مؤسسات المجتمع المدني. 
6.    إذا كنتم تتقدمون بطلب للحصول على تمويل لمشروع او نشاطات، يجب عليكم اظهار الخبرة والاهتمام في المجالات التي تسعون للحصول على تمويل لها. 
7.    إذا كنتم تتقدمون بطلب للحصول على تمويل لتعزيز قدراتكم، يجب عليكم توضيح كيف سيساعد هذا التمويل في تحسين تدخلاتكم ومدى وملاءمتها لنظرية التغيير الخاصة بكم. 
8.    يجب أن تكون منظمتكم تعمل وتتناول مواضيع الفئات والقضايا المهمشة في المجتمع. 
9.    ان تمتلك منظمتكم مكتبا او وجودا فعليا او مشروعا الخ، في المنطقة التي يقترح العمل فيها.
10.    أن تمتلك منظمتكم حسابا بنكيا بالدولار الأمريكي او اليورو (او يمكنها الحصول على حساب اذا طلب منكم ذلك). 
  إذا كنتم تعتقدون انكم تستوفون جميع المعايير، فنحن نشجعكم وندعوكم للتقديم بطلب للحصول على تمويل من هذا الصندوق مع توضيح النقاط السابقة في طلبكم. 

النطاق الجغرافي: 

هذه دعوة عامة للتقديم من منظمات المجتمع المدني في كل من محافظات عدن، لحج، المهرة، حضرموت، ومأرب ، مع إعطاء أولوية للطلبات المقدمة من المناطق الريفية.

 قيمة التمويل ومدته:

تبلغ قيمة التمويل ما بين ١٠ الاف دولار و٢٥ ألف دولار. (يرجى مراعاة ان تكون سقف ميزانيتكم المقترحة لا يتجاوز 20 % من اعلى ميزانية سنوية لديكم خلال السنوات الثلاثة السابقة. مثلا ان كانت ميزانيتكم السنوية خلال عام 2023 اعلى من عام 2024 يرجى اعتمادها كأعلى سقف للتمويل).   

تبلغ مدة التمويل 4 الى ٦ أشهر 

عملية التقديم بطلب التمويل: 

ستتم عملية تقديم الطلبات عبر مرحلتين، المرحلة الأولى ستكون من خلال تعبئة نموذج/استمارة التقديم الأول في الرابط أدناه، حيث سيطلب من المؤسسات في المرحلة الأولى توفير معلومات وافية عن مؤسساتهم، ونطاق نشاطهم، ورؤيتهم العامة لمشاريعهم. سيتم الاتصال بالمتقدمين الذين يستوفون المعايير (معايير الأهلية المذكورة أعلاه) ودعوتهم للمرحلة الثانية لتقديم طلب ثان لتوضيح خطتهم التفصيلية للمشروع. 

طريقة التقديم:

اّلية التقييم للمقترحات:

• -    ستقوم سيفرولد  بمراجعة طلبات التقديم الأول وعمل تقييم أهلية مبدئي بناء على معايير الأهلية الموضحة في هذه الدعوة (والتي تركز على المعايير التنظيمية للجهة وحجم الميزانية) وعمل قائمة بالجهات المؤهلة التي استوفت الشروط.
• -    سيتم التواصل عبر البريد الإلكتروني مع الجهات ذات الطلبات المؤهلة في المرحلة الأولى ودعوتهم للتقديم للمرحلة الثانية من خلال رابط طلب التقديم الثاني (سيرسل عبر الإيميل)
• -    ستقوم سيفرورلد بعمل جلسات توضيحية/توجيهية  للمتقدمين المؤهلين.
• -    ستقوم سيفرورلد بتشكيل لجنة خارجية من الأقران  (منظمات المجتمع المدني المتقدمة أو المستفيدة سابقا) لمراجعة وتقييم المقترحات/طلبات المرحلة الثانية المدرجة في القائمة المؤهلة (المختصرة) بشكل مجهول بناء على معايير الأولوية المحددة مسبقا من قبل سيفرورلد (الجدوى- الأثر - الاستمرارية- الاستدامة - التركيز على المجتمعات الأكثر تهميشًا أو تهديدًا أو استبعادًا- المواقع الجغرافية المعزولة -بناء العلاقات والتنسيق مع منظمات المجتمع المدني) وبعد ذلك سيقومون بعمل قائمة بالجهات/المقترحات المصنفة اعلى تقييما.
• -    ستقوم سيفرورلد بعملية الاختيار النهائي للمنظمات/الجهات الممنوحة -بناء على توصيات لجنة الأقران- عبر لجنة داخلية استنادا لمعايير التنوع التالية ( التنوع الجغرافي- تنوع النشاط/التأثير - تنوع الجمهور المستهدف_-مبدأ لا ضرر)
• -    ستقوم سيفرورلد بإرسال رسائل البريد الإلكتروني لإشعار المنظمات المختارة بقبولهم ورسائل اعتذار للمنظمات التي لم تتأهل للمرحلة التالية.

ملاحظة أخيرة: سيرتبط مدّة المراحل منذ البداية للنهاية بعدد المتقدمين الى المنحة بشكل عام، لذلك حسب عدد المتقدمين سوف تبذل سيفرورلد أعلى جهد لإتمام المراحل السابقة بأسرع وقت.

Call for Local Civil Society Organizations to Submit Project Proposals

About Saferworld:

Saferworld is an independent non-governmental working to prevent violent conflict and build safer lives. We work with civil society, governments and international organizations to encourage and support effective policies and practices through advocacy, research and policy development and through supporting the work of others.
Saferworld started the Yemen Civil Society Solidarity Fund (YCSSF) in 2019. Overall, the current funding available to Yemeni Civil Society Organizations (CSOs) tends to be limited, difficult to access and inflexible. The YCSSF, in its previous cycles since 2019 and in its current fourth cycle, aims to provide flexible funding to Yemeni civil society organizations, to carry out their work according to their own vision and enable them to develop their organizations as they see it fit.
Accordingly, Saferworld invites local Yemeni civil society organizations to submit project proposals to enhance the capacities of your foundations or to be for activities that aim to bring about change in society. Most importantly, these proposals should be based on your own theories of change and your vision of the needs of your community. Therefore, we ask you to submit applications for funding for either community initiatives or projects based on activities or for projects that seek to build and enhance the capacities of your foundations in particular or for projects that seek to strengthen the capabilities of the foundation while bringing about change in society at the same time.

Who can apply for a scholarship:

SaferWorld encourages Yemeni non humanitarian/relief CSOs that work in the area of development and peacebuilding in the following governorates (Aden, Lahj, Al-Mahrah, Hadramaut, Marib) to apply for this fund. The organization also encourages joint projects and applications that include cooperation between several institutions. These projects should preferably focus on working with marginalized and vulnerable groups, ensuring their integration into society and responding to their needs in an effective and sustainable manner.
applying, please take into consideration that there are minimum criteria for accepting your applications, which are as follows:

Eligibility Criteria:

1.    Your CSO is to be founded and led by Yemeni nationals and residents of Yemen.
2. Your organization must have been operational (carrying out activities) for at least one year at the time of application.
3. This call for proposals is designed for small to medium-sized CSO with priority given to small organizations that have not previously received direct funding from international donors and whose annual income/budget does not exceed $40,000USD.
4. The amount of the submitted proposal must not exceed 20% of the highest budget that the foundation has previously worked on (during the last three years) to ensure that the proposal is consistent with its administrative and financial capabilities.
5. Your organization has proven experience in building relationships among civil society organizations.
6. If you're applying for a project/activity-based fund: demonstrated interest and experience in implementing activities in the areas they seek funding for.
7.    If you're applying for a capacity strengthening project: should demonstrate how this will improve your interventions and the suitability of it.  
8. Your organization should focus and address the issues and concerns of marginalized groups in the community.  
9. Your organization has an office, physical presence, project, etc., i in the area where it is proposed to work.
10. Your organization must have a bank account in US dollars or euros (or be able to obtain one if requested).

If you think you meet the criteria, then you’re really encouraged to apply for this fund while demonstrating the previous point in your application

Geographical scope: 

This is a general call for applications from civil society organizations in the governorates of Aden, Lahj, Al-Mahrah, Hadramaut, and Marib, with priority given to applications from rural areas.

Financing value and duration:

The funding value is between $10,000 and $25,000. (Please note that your proposed budget ceiling should not exceed 20% of your highest annual budget during the previous three years. For example, if your annual budget in 2023 is higher than in 2024, please adopt it as the highest funding ceiling.)   

Financing period is 4 to 6 months. 

Financing application process:

The application process will be conducted in two stages, the first stage will be through filling out the first application form in the link below, where foundationswill be asked in the first stage to provide comprehensive information about their institutions, the scope of their activity, and their general vision for their projects. Applicants who meet the criteria (eligibility criteria mentioned above) will be contacted and invited to the second stage to submit a second application to clarify their detailed project plan.

Evaluation mechanism for proposals:

• Saferworld will review the initial applications and make an initial eligibility assessment based on the eligibility criteria set out in this call (Which focuses on the organizational criteria of the entity and the size of the budget) and making a list of the qualified entities that have met the conditions.
• Eligible applicants in the first phase will be contacted via email and invited to apply for the second phase through the second application link (sent via email).
• Saferworld will conduct information/orientation sessions for qualified applicants.
• Saferworld will form an external panel of peers (previous applicants or beneficiaries of CSOs) to review and evaluate the shortlisted Phase II proposals/applications anonymously based on Saferworld’s pre-defined priority criteria (feasibility – impact – continuity – sustainability – focus on the most marginalized, threatened or excluded communities – isolated geographical locations – building relationships and coordination with CSOs) and will then create a list of the highest rated entities/proposals.
• Saferworld will make the final selection of the grantee organizations/entities - based on the recommendations of the peer committee - through an internal committee based on the following diversity criteria (geographic diversity - diversity of activity/impact - diversity of target audience - principle of no harm).
• Saferworld will send emails to notify selected organizations of their acceptance and apology letters to organizations that did not qualify for the next stage.

Final note: The duration of the stages from start to finish will be linked to the number of applicants for the scholarship in general, so according to the number of applicants, Saferworld will make the greatest effort to complete the previous stages as quickly as possible.
