Call for Proposals for Women’s Rights Organizations (WROs) and Women-Led Organizations (WLOs) in Aden and Abyan

1. Background 

CARE Yemen, in partnership with other humanitarian actors and with the support of the Foreign, Commonwealth & Development Office (FCDO), is implementing the Food Security and Safety Net/Building Resilience through Integrated Community-Based and Humanitarian Systems Transformation and Leadership in Yemen (FSSN/BRIGHTLY) programme. The programme aims to enhance food security and reduce the risk of famine by fostering a more efficient, effective, and sustainable food security response for vulnerable households and communities across 10 governorates. CARE and FCDO are committed to strengthening the participation of women and girls in food security efforts by providing targeted support to locally based Women’s Rights Organizations (WROs) and Women-Led Organizations (WLOs). 

BRIGHTLY is strategically designed to deliver lifesaving humanitarian and early-recovery assistance in Yemen while simultaneously driving systemic improvements in cash-based interventions within the realm of Food security and Safety Net. By fostering stronger integration of resilience activities at both the household and community levels, the programme aims to create sustainable impacts that extend beyond immediate relief. Recognizing the complexity of the challenges faced by vulnerable populations in Yemen, BRIGHTLY addresses the gaps in current food security interventions. The programme addresses the multidimensional needs of marginalized social groups that often go unnoticed in cash assistance programmes. The programme is also providing cash assistance to meet basic needs and reduce negative coping mechanisms.

BRIGHTLY is centred around 3 Pillars of Action: (1) Household resilience; (2) Community empowerment; and (3) System transformation. Two cross-cutting approaches are woven through each of the pillars, strengthening the quality and effectiveness of programme delivery: (1) Evidence and learning and (2) Protection mainstreaming. 
The FCDO Pilot Funding Mechanism is a strategic initiative aimed at strengthening the role of WROs and WLOs within the food security sector. The pilot funding focuses on establishing a flexible and responsive funding mechanism that is tailored to the operational capacities of selected WROs/WLOs in the governorates of Aden and Abyan.

By empowering these organisations through targeted funding and capacity-strengthening support, the funding seeks to enhance their ability to manage grants effectively, advocate for the needs of vulnerable communities, and engage meaningfully with key stakeholders in humanitarian efforts. 

This call for proposal invites locally led Women’s Rights Organizations (WROs)/Women Led Organizations (WLOs)  in Aden and Abyan governorates to submit proposals that strengthen women’s participation in food security, livelihoods and resilience building efforts. 

Grant Amount: USD 5,000 – 20,000

Implementation Period:

5 months from the date of signing the agreement.

Target Locations:

• Aden Governorate 
• Abyan Governorate 

Priority Areas:

Proposals may focus on (but are not limited to):

• Food assistance and livelihood activities targeting vulnerable women, girls, and marginalized groups 
• Community awareness and dialogue addressing harmful social norms and discriminatory practices 
• Women’s engagement in protection mainstreaming and accountability mechanisms 
• Women’s participation in humanitarian coordination and decision-making spaces 
• Strengthening networking and coordination among WROs/WLOs 

Eligibility Requirements

Applicants must:

• Be officially registered and have at least 3 years of relevant experience 
• Demonstrate commitment to women’s rights and gender equality 
• Have women and girls as primary beneficiaries 
• Have proven humanitarian experience, particularly in food security/livelihoods 
• Have at least 30% women representation in leadership/management roles 
• Demonstrate financial capacity to manage grants up to USD 20,000 
• Provide evidence of past successful projects and two references 
• Have functional transparency, accountability, and complaint mechanisms

صُمم برنامج برايتلي بشكل استراتيجي لتقديم المساعدات الإنسانية المنقذة للحياة والتعافي المبكر في اليمن مع دفع التحسينات النظامية في التدخلات القائمة على النقد في مجال الأمن الغذائي وشبكة الأمان في نفس الوقت. من خلال تعزيز التكامل الأقوى لأنشطة الصمود على مستوى الأسرة والمجتمع، يهدف البرنامج إلى خلق تأثيرات مستدامة تمتد إلى ما هو أبعد من الإغاثة الفورية. إدراكًا لتعقيد التحديات التي تواجهها الفئات السكانية الضعيفة في اليمن، يعالج برنامج برايتلي الثغرات في تدخلات الأمن الغذائي الحالية. يعالج البرنامج الاحتياجات متعددة الأبعاد للفئات الاجتماعية المهمشة التي غالبًا ما تمر دون أن يلاحظها أحد في برامج المساعدات النقدية. كما يقدم البرنامج مساعدات نقدية لتلبية الاحتياجات الأساسية والحد من آليات التكيف السلبية.

يتمحور برنامج برايتلي حول ثلاثة ركائز عمل: (1) صمود الأسرة (2) تمكين المجتمع و(3) تقوية انظمة الحماية الاجتماعية. ويتم نسج نهجين متقاطعين من خلال كل من الركائز، مما يعزز جودة وفعالية تقديم البرنامج: (1) البحوث والتعلم و(2) دمج الحماية.

آلية التمويل التجريبية المتبعة من قسم التنمية الدولية في وزارة الخارجية البريطانية هي مبادرة استراتيجية تهدف إلى تعزيز دور منظمات حقوق المرأة ومنظمات العمل النسائية في قطاع الأمن الغذائي. يركز التمويل التجريبي على إنشاء آلية تمويل مرنة ومتجاوبة ومصممة خصيصًا للقدرات التشغيلية لمنظمات حقوق المرأة ومنظمات العمل النسائية المختارة في محافظتي عدن وأبين.

يسعى التمويل الى تمكين هذه المنظمات ودعم تعزيز قدرتها على إدارة المنح بشكل فعال، والمناصرة لتلبية احتياجات المجتمعات الضعيفة، والمشاركة بشكل هادف مع الجهات المعنية الرئيسية في الجهود الإنسانية.

تدعو منظمة كير منظمات حقوق المرأة المحلية / المنظمات التي تقودها النساء في محافظتي عدن و أبين إلى تقديم مقترحات من شأنها تعزيز مشاركة المرأة في جهود الأمن الغذائي وسبل العيش وبناء القدرة على الصمود.

المجالات ذات الأولوية

يمكن أن تركز المقترحات على ما يلي (على سبيل المثال لا الحصر):

• المساعدات الغذائية وأنشطة سبل العيش للفئات الأشد ضعفًا من النساء والفتيات والفئات المهمشة 
• التوعية والحوار المجتمعي حول المعايير الاجتماعية الضارة والممارسات التمييزية 
• تعزيز مشاركة النساء في أنشطة الحماية ودمج النوع الاجتماعي وآليات المساءلة 
• دعم مشاركة النساء في مساحات التنسيق الإنساني وصنع القرار 
• تعزيز التشبيك والتنسيق بين منظمات حقوق المرأة والمنظمات النسائية 

شروط ومتطلبات الأهلية

يشترط في المنظمات المتقدمة:

• أن تكون منظمة مسجلة رسميًا ولديها خبرة لا تقل عن 3 سنوات 
• أن تُظهر التزامًا واضحًا بحقوق المرأة والمساواة بين الجنسين 
• أن تكون النساء والفتيات من الفئات الأساسية المستهدفة 
• وجود خبرة سابقة في العمل الإنساني وخاصة في الأمن الغذائي وسبل العيش 
• أن تشغل النساء ما لا يقل عن 30% من المناصب القيادية والإدارية 
• توفر قدرة مالية لإدارة منح تصل إلى 20,000 دولار أمريكي 
• تقديم أدلة على مشاريع سابقة ناجحة ومرجعين (2) 
• وجود آلية شكاوى وتغذية راجعة فعالة وضمان الشفافية والمساءلة
