Context and background
1. Humanitarian situation
Yemen continues to face one of the world’s most severe displacement crises, with 4.8 million internally displaced persons (IDPs), including 1.6 million residing in over 2,290 displacement sites. Chronic underfunding has critically weakened site management structures, leaving significant gaps in coordination, service monitoring, and accountability to affected populations. Over 1.6 million IDPs live in spontaneous sites lacking basic infrastructure, while the majority of sites are located on private land without formal land agreements, exposing households to heightened eviction and protection risks.
2. About Yemen Displacement Response (YDR) Consortium
YDR is a consortium composed of DRC (lead), NRC and Acted established in 2019 to respond to Yemen’s protracted displacement crisis through an integrated, area-based approach. The consortium delivers complementary interventions across CCCM, Shelter and Settlements, WASH, Protection, and Disaster Risk Reduction (DRR), with a strong emphasis on community-based governance structures.
3. About Acted Yemen
Acted has been operating in Yemen since 2012, delivering emergency and resilience-building assistance to conflict- and climate-affected populations across multiple governorates. Acted has extensive experience in CCCM, Shelter/NFI, WASH, and rapid emergency response, including flood preparedness and crisis modifier mechanisms. Through its site-level coordination work and community-based approach, Acted supports inclusive governance structures, strengthens local capacities, and ensures integration of accountability and environmental considerations.
Project overview
The proposed Action aims to improve living conditions and strengthen resilience for displacement-affected communities in Yemen through an integrated, area-based response. The intervention prioritizes high-severity displacement sites and vulnerable host communities in targeted governorates, where protracted displacement, limited service provision, and climate-related risks continue to exacerbate humanitarian needs.
Camp Coordination and Camp Management (CCCM) constitutes the central component of the Action. The project will strengthen site-level coordination and day-to-day site management through the establishment and reinforcement of Community Committees (CCs), support to community-based coordination platforms, and structured engagement with local authorities and service providers. Activities will include IDP tracking, service mapping and gap analysis, facilitation of referral pathways, and operation of accessible complaints and feedback mechanisms to ensure accountability to affected populations. The intervention will also support the implementation of Community-Based Projects (CBPs) to improve basic site infrastructure, safety, and living conditions, while enhancing community participation and self-reliance. Capacity-building activities will be delivered to Community Committees, local authorities, and other CCCM stakeholders on coordination, information sharing and site governance.
The selected partner will implement agreed CCCM activities under a sub-grant agreement with Acted, in close coordination with the YDR Consortium structure and relevant coordination mechanisms.
The project is expected to be implemented over a 24-month period.
Selection criteria
Applications will be assessed in two stages: mandatory eligibility criteria and prioritization criteria used for comparative assessment among eligible applicants.
1. Eligibility Criteria (mandatory requirements)
a. Be a legally registered non-governmental organization.
b. Have at least five years of experience in humanitarian programming.
c. Demonstrate an established organizational structure and documented management systems, including technical, operational, financial, and internal control procedures necessary to implement the proposed programme.
d. Meets applicable third-party screening requirements of the organization and its key officials.
e. Proven experience in implementing CCCM programming.
f. Proven experience in Northern Yemen, with an established presence in Al Hodeidah governorate.
2. Prioritization Criteria (comparative Assessment)
a. Strong alignment with the activities and implementation approach proposed by Acted in the prospective project.
b. Previous successful partnerships with international NGOs, supported by recommendations.
c. Prior experience managing ECHO-funded projects, demonstrating familiarity with donor standards and reporting requirements.
d. Clear complementarity with other consortium members, including no overlap with partners already engaged by other consortium members.
Application Process
Interested organizations are invited to submit a completed Expression of Interest (EoI) using the attached template. The application package must include:
- Completed EoI template
- Copy of legal registration documents
- Organizational profile and structure
- Evidence of relevant project experience (maximum 3 references)
- Financial and Governance Documentation (e.g. most recent audited financial statements, finance procedures manual etc.)
- Key policies (e.g. Code of Conduct, Safeguarding, Anti-Fraud etc.)
Applications must be submitted electronically in PDF format by 29th March 2026 to following email (yemen.pd@acted.org). Late or incomplete applications may not be considered.

Selection Process
The selection process will be conducted in three stages:
1. Eligibility Screening
All applications will undergo an initial administrative and eligibility review to verify compliance with the mandatory requirements outlined above. Only eligible applications will proceed to technical assessment.
2. Technical Evaluation
Eligible applications will be reviewed against the prioritization criteria to assess technical relevance, organizational capacity, contextual access, and added value to the intervention.
3. Due Diligence
The shortlisted organization will undergo Acted’s standard due diligence process, including review of governance systems, financial controls, safeguarding mechanisms, third-party screening, and conflict-of-interest checks.
Acted reserves the right to request additional documentation, conduct clarification meetings, or carry out reference checks during the evaluation process.
Final partner selection remains subject to:
- Internal validation procedures
- Donor approval where applicable
- Availability of funding
Acted is not obligated to select any applicant if none meet the required standards.
