منظمة أطباء بلا حدود هي منظمة طبية إنسانية دولية غير حكومية، تقدم المساعدة للسكان المحتاجين، دون تمييز على أساس الانتماء العرقي أو الديني أو الانتماء السياسي في سياقات الوباء والكوارث الطبيعية والصراع.

تتطلب هذه المواقف بأكملها موارد طبية ولوجستية.
 
الهدف من طلب تقديم العروض هذا هو تحديد مورد او مزود لتوفير وتسليم الوجبات اليومية لمرضانا. حاجتنا مفصلة في

 1- شرح الحاجة.

يجب ان يكون العرض بصيغة ورقية ومكتملة وتكون مختومة وأيضا يكون العرض في صيغة الكترونية في فلاش ويوضع في ظرف مغلق ويجب ان يحتوي الظرف على الملفات التالية:

1.    ميثاق أطباء بلا حدود (موقع ومختوم)
2.    الممارسات الأخلاقية لمنظمة أطباء بلا حدود (موقع ومختوم)،
3.    - طلب عرض السعر (مكتمل وموقع و مختوم)
4.    القوائم والاسعار (مكتملة وموقعة ومختومة)
5.    نسخة من ملكية الشركة / السجل التجاري / البطاقة الضريبية والبطاقة الزكوية (يقدمها مقدم العرض)

ستنظر منظمة أطباء بلا حدود فقط للعروض المكتملة فقط لإجراء تقييم السوق هذا.

سيتم فتح المظاريف في مكتب المنظمة في صنعاء يوم الأربعاء 29/7/2026 في تمام الساعة الحادية عشره صباحا

ستمنح منظمة أطباء بلا حدود عقد خدمة لمن يقدم العرض الأنسب وفقًا للمعلومات المقدمة.

ستبدأ منظمة أطباء بلا حدود فرنسا مفاوضات مع 3 من مقدمي العروض المختارين بعد تسليم العروض وستختار فقط مورد واحد في نهاية هذه العملية.

لن يتم اعتبار هذا الخطاب بأي شكل من الأشكال عرضًا للاتفاق مع شركتك. لا يمكن لمقدمي العروض تقديم أي تعويض مالي مقابل الاستجابة لطلب تقديم العروض هذا.

يشار إلى متوسط الكمية لغرض المعلومات فقط. لا تضمن أو تلزم منظمة أطباء بلا حدود في مرحلة لاحقة بطلب الكميات المذكورة لأن الطلبات ستعتمد على عدد المرضى، والذي يمكن أن يكون متبايناً.

Médecins Sans Frontières (MSF) is an International non-governmental humanitarian medical organisation offering assistance to populations in need, without discrimination based on ethnic, religious or creed or political affiliation in contexts of epidemic, endemic, natural disaster and conflict. These entire situations request adapted medical and logistic resources. 

The objective of this call for tender is to identify a supplier for the daily provision and delivery of meals to our patients. Our need is detailed in 1 – Explanation of the need. 

If you are interested in this cooperation, we would like to ask you to follow the bellow rules of consultation: 

Send your offer before 26th of   July 2026 (05:00PM) to the below address:

Your offer should be in paper format, completed, stamped and in electronic format in a USB key in a closed envelope. It should include the below documents: 

1.     MSF Charter (signed and stamped) 
2.     MSF Ethical Practices (signed and stamped), 
3.     Questionnaire (completed, signed and stamped) 
4.     Menus and price (completed, signed, and stamped) 
5.    Copy of Corporate Ownership/ Commercial Registration and / Tax ID, Zakat card (to be provided by the bidder).

Important: MSF will only consider completed offers to carry out this market assessment.  

Envelopes will be opened at MSF France office in Sana’a on Wednesday 29/7/2026 (11:00 AM)

MSF shall award a service contract to the most suitable bidder as per the information provided.

MSF France will initiate negotiations with 3 shortlisted suppliers after delivery of the offers and will select only one supplier at the end of this process. 
This letter shall not be considered in any way as an offer of agreement with your company. Bidders cannot pretend of any financial compensation for responding to this RFP. 

Average quantity is indicated for information purpose only. It doesn't guarantee or oblige at a later stage MSF to order the mentioned quantities because orders will be based on the number of patients, which can vary.
