CALL FOR TENDER

HANDICAP INTERNATIONAL (HI), within its programs implemented in Yemen, invites sealed tenders from qualified and registered suppliers/contractors for the Provision, installation, testing, commissioning, and after-sales support of a Hybrid Solar Power System comprising a minimum 60 kWp Solar Photovoltaic (PV) array, 80 kW hybrid inverter capacity, and 60 kWh battery energy storage system, including all associated equipment, protection systems, monitoring, cabling, mounting structures, and accessories required for complete operation.

The proposed system shall include all necessary components, including but not limited to solar photovoltaic panels, hybrid inverters, battery storage systems, mounting structures, protection devices, cabling, monitoring systems, and all associated accessories required for the complete and successful operation of the system.

HI Yemen Mission intends to award a contract for the supply, installation, commissioning, and after-sales support of the Hybrid Solar Power System for its operations in its ADEN Area Office, Yemen.

IMPORTANT PROVISIONS

1.    Tender advertisement period: 05 August 2026 - 18 August 2026
2.    This tender is open to all qualified suppliers and contractors with demonstrated experience in the design, supply, and installation of solar energy systems ONLY. 
3.    Bidders shall submit their technical and financial proposals (in two separate sealed envelopes) to the above-mentioned office no later than Tuesday 18 August 2026 at 4:00 PM (Yemen Standard Time)
4.    The proposal must be submitted in a sealed envelope clearly marked as follows:

5.    Any submission received after the stated deadline will not be considered.
6.    Tender documents are to be submitted physically in a sealed envlopes. Tender sent by any email address will be disqualified and will not be considered.
7.    Bidders must provide evidence of previous experience in the installation and commissioning of similar solar power systems.
8.    The tender will be opened and processed in a closed session. HI reserves the right to accept or reject any tender, wholly or partially, without assigning any reason.
9.    Tender opening and evaluation will be in two phases. Technical envelopes will be opened on 19 August 2026 Aden. Financial evaluation and selection witll be undertaken with technically selected bidders only on a second phase. 

Please read carefully and comply with all the requirements stated in the file called INSTRUCTIONS FOR BIDDERS, which states all the bid submission requirements, Technical issues, Bill of Quantity, Work Schedule/ Timeline etc.

Bidders are required to visit HI And Office on 12 August 2026 from 10:00 am – 04:00 pm Yemen Standard Time to conduct their level of evaluation of power demand, installation locations and lines, infrastructure, power distribution room, existing electrical installation lines of the building together with the Power Phase system, etc.
