تعلن مؤسسة التواصل للتنمية الإنسانية عن إنزال المناقصة العامة رقم: TRU24_022 - 02-2025 -Altwasul لسنة 2025 وفقًا للتالي:

على الراغبين بالمشاركة من الشركات والموردين تقديم عطاءاتهم خلال أوقات الدوام من الساعة 8:00 صباحًا حتى 3:00 عصرًا على عنوان المؤسسة التالي:

مؤسسة التواصل للتنمية الإنسانية – خور مكسر – الصولبان – بعد النيابة – جوار معهد مهاراتي – عدن

ابتداءً من يوم الثلاثاء الموافق 04/11/2025م، علمًا بأن:

• آخر موعد لتسليم العطاءات: الساعة 10:00 صباحًا يوم الاثنين 17/11/2025م. (لن يُقبل أي عطاء بعد هذا الموعد)
• موعد فتح المظاريف: الساعة 11:00 صباحًا يوم الخميس 17/11/2025م.

طريقة التقديم والمتطلبات:

يُقدَّم العطاء في مظروف مغلق ومختوم بالشمع الأحمر إلى موقع المؤسسة، ومكتوب عليه اسم صاحب العمل والمشروع ورقم المناقصة واسم مقدم العطاء، على أن يتضمن ما يلي:

شروط التقديم:

1.    أن يكون لدى المتقدم سجل تجاري ساري المفعول بنفس مجال المناقصة.
2.    أن يحمل بطاقة ضريبية وزكوية وتأمينية سارية المفعول.
3.    أن يكون لدى المتقدم رخصة أو شهادة مزاولة مهنة سارية المفعول.
4.    يجب أن تكون لدى مقدم العطاء أعمال وخبرات سابقة في نفس المجال مع إرفاق ما يثبت ذلك (عقود منجزة أو شهادات إنجاز).
5.    توفير صور توضيحية أو كتالوجات ومواصفات المواد المقدمة في العطاء.
6.    نبذة تعريفية على المورد (بروفايل).
7.    بيان المركز المالي للمنشأة للسنتين الماضيتين.
8.    نبذة مفصلة عن المورد.
9.    يجب التقديم على كافة بنود المناقصة دون تجزئة.
10.    على مقدم العطاء تقديم جدول زمني مقترح للتوريد والتنفيذ.
11.    يجب إرفاق خطاب بنكي يحتوي على بيانات الحساب البنكي الخاصة بالجهة المتقدمة.
12.    يجب أن يتم التوقيع والختم على عرض الأسعار من قبل المورد (إلزامي) في مظروف منفصل باسم "العرض المالي".
13.    يجب أن يتم التوقيع على كافة الوثائق الفنية من قبل المورد (إلزامي) في مظروف منفصل باسم "العرض الفني".
14.    يجب تقديم العطاء بعملة اليورو (€) فقط، وأي عرض بعملة أخرى سيتم استبعاده.
15.    يجب اختتام جميع وثائق المناقصة بختم المورد في كل صفحة.
16.    يُرفق ضمان بنكي غير مشروط أو شيك مقبول الدفع بقيمة 2.5% من إجمالي قيمة العطاء، صالح لمدة 90 يومًا من تاريخ فتح المظاريف، وسيُرفض أي عطاء غير مصحوب بالضمان.
17.    الضمان بعملة اليورو او ما يعادلها بالدولار.
18.    يجب تسليم العطاءات في مظروف مغلق ومختوم بالشمع الأحمر مكتوب عليه رقم واسم المناقصة واسم مقدم العطاء، إلى عنوان المؤسسة الموضح أعلاه خلال أوقات الدوام الرسمية من الساعة 08:00 صباحًا حتى 03:00 عصرًا.
19.    آخر موعد لتسليم العطاءات: الساعة 10:00 صباحًا يوم الاثنين الموافق 17/11/2025م. (لن يُقبل أي عطاء بعد هذا الموعد).
20.    لن تُقبل العطاءات الإلكترونية – التسليم ورقي فقط.
21.    فترة صلاحية العطاء كما هو محدد أعلاه (60 يومًا).
22.    يُعتبر هذا الإعلان مكملاً لوثائق المناقصة، وفي حال وجود أي تعارض بينهما، تسود أحكام وثائق المناقصة.
23.    مؤسسة التواصل للتنمية الإنسانية غير ملزمة بقبول أقل العطاءات، وتحتفظ بحقها في القبول أو الرفض دون إبداء الأسباب.

Tender Announcement

Altwasul for Human Development (Altwasul) invites qualified and registered companies/suppliers in the Republic of Yemen to submit their offers in accordance with the tender documents and the conditions stated below.

Submission Details

Interested and eligible companies/suppliers are invited to submit their bids during official working hours from 8:00 a.m. to 3:00 p.m. at the following address:

Altwasul for Human Development – Khormakser – Al-Solban – Behind the Public Prosecution – Next to Maharati Institute – Aden.
Starting from Tuesday, 04 November 2025, noting that:

• Deadline for bid submission: 10:00 a.m., Monday, 17 November 2025. (Any bid received after this deadline will not be accepted.)
• Bid opening session: 11:00 a.m., Monday, 17 November 2025.

Submission Method and Requirements

Bids must be submitted in a sealed envelope stamped with red wax, addressed to Altwasul for Human Development, clearly indicating the employer’s name, project name, tender number, and bidder’s name, and must include the following:

Eligibility Criteria

1.    Valid commercial registration in the same field as the tender.
2.    Valid Tax, Zakat, and Insurance Cards.
3.    Valid professional practice license or certificate.
4.    Proven experience in similar works, supported by copies of previous contracts or completion certificates.
5.    Photos, catalogs, or detailed specifications of the proposed materials.
6.    Supplier profile (company introduction).
7.    Financial statements for the last two fiscal years.
8.    Detailed background on the supplier and technical capacity.
9.    Bidders must submit offers for all tender items (partial offers will not be accepted).
10.    Proposed delivery and implementation schedule.
11.    Official bank letter showing the bidder’s bank account details.
12.    The financial offer must be signed and stamped by the supplier (mandatory) and placed in a separate envelope labeled “Financial Offer.”
13.    All technical documents must be signed and stamped by the supplier (mandatory) and placed in a separate envelope labeled “Technical Offer.”
14.    Bids must be submitted in Euro (€) only. Any bid submitted in another currency will be disqualified.
15.    All pages of the tender documents must be stamped with the supplier’s official seal.
16.    An unconditional and irrevocable bank guarantee or certified cheque equal to 2.5% of the total bid amount, valid for 90 days from the bid opening date, must be attached.
17.    The bid security may be in Euro (€) or its equivalent in USD.
18.    Bids must be submitted in sealed and red-wax-stamped envelopes indicating the tender number, tender title, and bidder’s name, and delivered to the address mentioned above during working hours (8:00 a.m. to 3:00 p.m.).
19.    Deadline for submission: 10:00 a.m., Monday, 17 November 2025. (Late bids will not be accepted.)
20.    Electronic submission is not allowed; hard copy submission only.
21.    Bid validity period is 60 days as stated above.
22.    This announcement is considered complementary to the tender documents. In case of any discrepancy, the contents of the tender documents shall prevail.
23.    Altwasul for Human Development is not obliged to accept the lowest bid and reserves the right to accept or reject any or all bids without providing reasons.
