الموضوع – مناقصة رقم (RFP/008/CO/April 2026) دعوة لتأسيس عقد إطاري سنوي لتوفير الخدمات التأمين الصحي للموظفين وعوائلهم 2026.

تدعو منظمة كير العالمية – اليمن، الشركات المؤهلة والمهتمة لتقديم عروض اسعار الى الحصول على اوراق العطاء من المكتب في العنوان ادناه أثناء ساعات دوام المنظمة (من الساعة 00:9 صباحا وحتى الساعة 3:30 عصرا) من الأحد إلى الخميس، مقابل رسم لا يرد مقداره 10000 ريال يمني للمناقصة.

يجب أن تسلم العطاءات موقعة ومختومة في مظروف مغلق ومختوم بالشمع الأحمر ويجب أن ترفق العطاءات بما يلي:

• ضمان بنكي غير مشروط مقطوع بمبلغ 15000 دولار صالح لمدة 120 يوم من تاريخ فتح المظاريف . (  05 مايو 2026 إلى 02 سبتمبر 2026 )  يشترط تقديم ضمانات بنكية من البنوك المصرح التعامل معها وشريطة أن يتم عمل فحص أمني لها.
• صورة من البطاقة الضريبية سارية المفعول.
• صورة من السجل التجاري ساري المفعول.
• صورة من البطاقة الزكوية سارية المفعول.
• صورة من البطاقة الشخصية للمقاولين. 
• يجب أن يكون عرض السعر ساري المفعول لمدة 6 أشهر.
• يجب أن يكون للمتقدم خبرات ذات الصلة في القيام بأعمال مماثلة وعمل مع منظمات او جهات أخرى في نفس المجال على الا تقل الخبرة عن 3 الى 5 سنوات.
• يجب ان يكون العطاء يحتوي على عرض فني وعرض مالي كما هو موضح في جداول الكميات وتوجيهات العطاء ويجب ان يكون  موقع أو مختوم مالم سيتم استبعاد العطاء من المنافسة.
• العطاء يقدم بحسب العملة المطلوبة في جداول الكميات.
• يعتبر العطاء ملغي في حالة مخالفة أي من الشروط أعلاه او الشروط المذكورة في الشروط المرجعية او في نموذج طلب الحصول على عرض سعر.
• يمكن الحصول على اوراق المناقصة من خلال الحضور للمكتب عبر العنوان المحدد اعلاه وقت الدوام وذلك الى اخر موعد وهو الثلاثاء 28 ابريل 2026.
• في حال وجود أي استفسارات أو ملاحظات الرجاء إرسالها عبر الايميل (yem.expressofinterest@care.org ) حيث وسيتم عقد جلسة الرد على الاستفسارات في مكتب المنظمة وذلك يوم الخميس 30 ابريل 2026. الساعة 11:30 صباحاً، وسيتم موافاتكم بالردود في حينة وأي استفسار بعد هذا التاريخ لن يتم الرد عليها.
• أخر موعد لتقديم العطاءات في مظاريف مغلقة الى المكتب – عدن الاثنين 4 مايو 2026.
• في موعد أقصاه الساعة 3:00 بعد الظهر إلى مكتب المنظمة في عدن كما هو موضح أعلاه وأي عطاء يقدم بعد الوقت المحدد لن يتم استلامه.
• سيتم فتح المظاريف يوم الثلاثاء  5 مايو 2026. الساعة 12:00 ظهراً بحضور الموردين او من يمثلهم في مقر المنظمة في عدن.

تحتفظ منظمة كير العالمية بحقها بقبول أو رفض جزء أو كل العطاءات دون إبداء الأسباب.

علما أن المنظمة غير ملزمة بالترسية على أقل العطاءات

Ref: RFP/008/CO/April 2026 – for the establishment of FWA for Health Insurance Services for CARE Yemen Staff and Dependents – 2026 

CARE International Yemen invites qualified and interested companies to submit proposals to obtain tender documents from the office at the address below during the organization’s working hours (from 9:00 AM to 3:30 PM) from Sunday to Thursday, for a non-refundable fee of 10,000 Yemeni Riyals per tender.

Bids must be submitted, signed and sealed in a sealed envelope sealed with red wax. Bids must be accompanied by the following:

• Unconditional Bank Guarantee: A lump-sum bank guarantee of $15,000, valid for 120 days from the date of opening the bids (May 5, 2026, to September 2, 2026). Bank guarantees must be issued by authorized banks and are subject to security vetting.
• Tax Card: A copy of a valid tax card.
• Commercial Registration: A copy of a valid commercial registration.
• Zakat Card: A copy of a valid Zakat card.
• Identification: A copy of the personal ID card(s) of the contractor(s).
• Quote Validity: Price offers must remain valid for a period of 6 months.
• Experience: Applicants must possess relevant experience in performing similar works and have worked with organizations or other entities in the same field for a period of no less than 3 to 5 years.
• Submission Content: The bid must contain both a Technical Proposal and a Financial Proposal, as specified in the Bills of Quantities (BoQ) and tender instructions. All documents must be signed and stamped; otherwise, the bid will be disqualified from the competition.
• Currency: Bids must be submitted in the currency requested in the Bills of Quantities.
• Disqualification: A bid shall be considered null and void if it violates any of the above conditions, the Terms of Reference (ToR), or the Request for Quotation (RFQ) form.
• Tender Documents: Tender papers can be obtained by visiting the office at the address specified above during official working hours until the deadline: Tuesday, April 28, 2026.
• Inquiries: Any inquiries or observations should be sent via email to (yem.expressofinterest@care.org). A pre-bid clarification meeting will be held at the organization's office on Thursday, April 30, 2026, at 11:30 AM. Responses will be provided accordingly, and no inquiries will be addressed after this date.
• Submission Deadline: The final deadline for submitting bids in sealed envelopes to the Aden office is Monday, May 4, 2026, no later than 3:00 PM. Any bid submitted after the specified time will not be accepted.
• Bid Opening: Envelopes will be opened on Tuesday, May 5, 2026, at 12:00 PM, in the presence of suppliers or their representatives at the organization’s headquarters in Aden.

CARE International reserves the right to accept or reject part or all of the bids without providing reasons. Please note that the organization is not obligated to award the contract to the lowest bidder.
