Position Title: MEAL Officer    
Duty Station: Aden    
Reports To: MEAL Coordinator
Ref: HR25/003 

JOB SUMMARY 

The MEAL Officer will work in direct support of Health & Nutrition, WASH and Livelihoods programming under the supervision of the MEAL Coordinator. He/she will be responsible for all aspects of the MEAL lifecycle from assessments to reporting to program quality assurance. He/she will work on the MEAL team alongside the MEAL Coordinator to assist with baseline, midline and endline surveys and will compile reports to be submitted on a monthly, quarterly and annual basis to internal and external stakeholders, including donors and ministry authorities. Additionally, he/she will work closely with project staff in supporting humanitarian activities. This position is based in Aden with travel to project sites.

MAJOR RESPONSIBILITIES 

  • Collect data, analyze data and report on progress of relief activities, including data entry.
  • Plan and execute needs assessments, baseline, midline and endline assessments including enumerator training and oversight. 
  • Analyze both qualitative and quantitative assessment results and write summary reports.
  • Act as a focal point for the beneficiary response loop, including strengthening accountability mechanisms (tools for information sharing, feedback, and compliant handling). 
  • Work with project staff to build capacity in data collection, logframes, workbook, SP standard indicators and quality control. 
  • Audit data sources.
  • Ensure data compliance with external donors.
  • Ensure data quality and track program impact against targets, indicators, and organizational goals. 
  • Gather and maintain storage of weekly reports from the project team. 
  • Help staff to conduct periodic monitoring to track program progress, record successes and lessons learned
  • Assist in development of databases and information tools related to evaluation of program.
  • Develop applicable maps and displays to provide situational awareness to decision-makers regarding potential areas of concern.
  • Maintain data retrieval system with tablets and other telecommunication for programs.
  • Explore new technologies for data collection, data analysis, evaluations, and project impact assessments.
  • Attend Inter-Agency Coordination Meetings as assigned.
  • Perform Research as needed.
  • Translate official documents between Arabic and English. 
  • Any other duties as assigned.

1.    Experience working with Microsoft Office (Word and Excel), statistical software, and data collection applications.
2.    Detailed oriented and experience with data entry, analysis and reporting.
3.    Ability to design and execute assessments including questionnaire development, methodology design, sampling technic and data collection. 
4.    Possess technical skills for monitoring techniques 
5.    Knowledge of SPHERE and Core Humanitarian Standards
6.    Ability to acquire, build and maintain positive working relationships.
7.    Possesses strong organizational and problem-solving skills within a fast-paced environment.
8.    Must be a self-starter and internally driven to success and hard work.
9.    Ability to interact well with people of different educational, cultural, and socio-economic backgrounds.
10.    Excellent verbal and written communication skills in Arabic and English.
11.    Levelheaded and calm demeanor; able to firmly, yet professionally, direct people when needed.
12.    Willing to travel as required by program demand.
13.    Must have a high level of integrity, confidentiality and stewardship.

EDUCATION/EXPERIENCE NEEDED

  • Minimum four years working with NGOs in a MEAL capacity.
  • Experience conducting baseline, midline and endline assessments required.
  • BA Degree in Project Management, Economics, Statistics, Sociology, Social work or any other relevant field of study.

LANGUAGE  

  • Fluency in written and spoken Arabic and English are required.

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

PHYSICAL DEMANDS 

While performing the duties of this job, the employee is regularly required to sit.  The employee frequently is required to stand; walk and run; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.  The employee must occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

1.    The noise level in the work environment is usually moderate but may be exposed to loud noises around maintenance and construction workshops.
