2- Overall Purpose :
The Programe Manager provides strategic leadership and oversight for all program activities of Tamdeen Youth Foundation (TYF). They report directly to the Executive Director. Their responsibilities encompass program development, implementation, management, monitoring, evaluation, and ensuring program alignment with TYF's strategic goals and donor regulations.
3- Key Duties and Responsibilities:
Strategic Leadership and Direction:
- Collaborate with the Executive Director to develop and implement TYF's overall program strategy, ensuring alignment with the organization's mission, vision, and long-term goals.
- Lead the identification of new program opportunities and initiatives that address emerging needs and contribute to the organization's strategic objectives.
- Conduct regular program portfolio reviews to assess effectiveness, identify best practices, and ensure program relevance in the evolving social and development landscape.
- Advocate for TYF's program priorities with external stakeholders, including donors, government agencies, and partner organizations.
Program Management and Oversight:
- Oversee the project/program manager and other program staff, providing guidance, mentorship, and support for effective program implementation and management.
- Delegate tasks and responsibilities while ensuring clear accountability and performance monitoring within the program department.
- Ensure adherence to donor regulations, TYF policies, and best practices in program design, implementation, monitoring, and evaluation.
- Ensure that program implementation is responsive to communities and partners, and aligned with Tamdeen Youth Foundation principles, values and strategic roadmap and country strategy;
- Work with Program Managers to ensure adherence to grant agreements, Tamdeen Youth Foundation policies and procedures, and relevant external rules and regulations;
- Support Program Managers to oversee performance of partners, sub-grantees, and technical contractors;
- Approve program budgets, resource allocation, and work plans in collaboration with the program staff and relevant departments like Finance and Operations.
Resource Mobilization and Fundraising:
- Play a leading role in resource mobilization efforts, identifying potential donors and grant opportunities aligned with TYF's program priorities.
- Contribute to developing compelling proposals and concept notes that, effectively, communicate TYF's program impact and achievements.
- Represent TYF at high-level meetings and conferences to build relationships with potential donors and cultivate strategic partnerships.
Monitoring, Evaluation, and Learning:
- Set up and oversee a robust program monitoring and evaluation (M&E) system to track progress, measure impact, and identify areas for improvement.
- Lead the analysis of M&E data to ensure programs are achieving intended outcomes and delivering value to beneficiaries.
- Facilitate knowledge sharing and learning across programs to promote best practices and continuous improvement within TYF's programmatic approach.
Team Management
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
- Promote accountability, communicate expectations, and provide constructive feedback via regular performance reviews;
- Supervise, hire, and orient new team members as necessary;
- Provide team members with information, tools, and other resources to improve performance, and reach objectives;
- Contribute to country team-building efforts, help team members identify problem-solving options, and ensure the integration of all team members into relevant decision-making processes.
Representation and External Relations:
- Represent TYF at high-level meetings with government officials, development partners, and other key stakeholders to advocate for the organization's program priorities.
- Foster strong relationships and collaboration with government agencies, NGOs, and other organizations working on similar development objectives.
- Serve as a spokesperson for TYF's programs, effectively communicating the organization's impact and achievements to donors and the wider development community.
Job Requirements:
- Master's degree in a relevant field, such as International Development, Public Administration, or Social Work (or a minimum of 5 years of experience may be substituted for the Master's degree).
- Minimum of 5 years of experience in program management within the humanitarian or development sector.
- Proven experience in developing, implementing, monitoring, and evaluating programs.
- Strong understanding of monitoring and evaluation methodologies.
- Excellent grant writing and proposal development skills.
- Strong leadership and management skills with the ability to motivate and supervise staff.
- Excellent communication, interpersonal, and negotiation skills.
- Ability to work independently and as part of a team.
- Fluency in Arabic and English (additional languages a plus).
