Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.
    
Main Purpose

Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service.

Accountabilities

•    Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a hand over if another uses the vehicle
•    Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
•     Ensuring all passengers have all necessary papers in order before travelling, and ensuring non MSF staff sign disclaimers of responsibility before using the vehicle
•    Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
•    Ensuring that all vehicle documents and the driver's driving license are valid and in the vehicle.
•    Informing the line manager of any incident involving the transportation of passengers and/or goods.
•    Knowing how to report efficiently as per MSF policy using distant communication in potential implication and his position. 
•    Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules. 

MSF Section/Context Specific Accountabilities

•    Able to travel to deferent regions and cities in Yemen.

Requirements

Education    

•    Essential: High school certificate. Essential: Driving license. Good knowledge of country roads is desirable.

Experience    

•    Essential 2 years minimum of previous driving experience
•    Desirable experience with specific vehicles to use (4x4, etc.)
•    Mechanical skills, preferable in diesel engine vehicles.

Languages        

•    English and Arabic essential

Knowledge    

•    Desirable knowledge of basic mechanics
•    Good knowledge of mission area roads

Others:     

•    Availability to travel and stay outside base overnight.

منظمة أطباء بلا حدود (MSF) هي منظمة دولية وإنسانية وغير حكومية تقدم المساعدة للأشخاص المحتاجين نتيجة الكوارث الطبيعية والكوارث التي من صنع الإنسان ، بغض النظر عن العرق أو الدين أو الإيديولوجيا أو السياسة.
    
الهدف الرئيسي:

أداء مهام نقل البضائع المصرح بها والركاب في السيارة  التابعة لمنظمة أطباء بلا حدود ، وضمان ظروفها التقنية والسلامة واحترام قواعد المرور في البلاد وقواعد الأمن التابعة لمنظمة أطباء بلا حدود من أجل توفير خدمة آمنة وسلسة وفعالة. 

المسئوليات:

•    التحقق يوميًا من الشروط الفنية للمركبة المخصصة (حالة الإطارات ، الزيت ، الوقود ، الفرامل ، معدات الراديو ، قطع الغيار ، إلخ.) القيام بإجراء فحص أسبوعي وفقًا لدفتر سجل MSF ، واعادة تعبئته عند الضرورة ، والمحافظة عليه نظيفًا والتأكد من أنها يمكن قيادتها في ظروف مثالية
•    التأكد من سلامة الركاب في السيارة ، والقيادة بعناية ، ومراقبة حدود السرعة وقواعد المرور في البلاد وكذلك قواعد الأمن التابعة لمنظمة أطباء بلا حدود لتفادي حوادث السيارات.
•     التأكد من أن جميع الركاب لديهم جميع الأوراق اللازمة قبل السفر ، والتأكد من أن موظفي منظمة أطباء بلا حدود يوقعون على إخلاء المسؤولية قبل استخدام السيارة.
•    التأكد من سلامة الركاب في السيارة، والقيادة بعناية، ومراقبة حدود السرعة وقواعد المرور في البلاد وكذلك قواعد الأمن التابعة لمنظمة أطباء بلا حدود لتفادي حوادث السيارات،  التأكد من تحميل وتفريغ السيارة بشكل صحيح ، وخاصة:. تقديم المستندات إلى مستلم البضائع ، التأكد من حالة البضائع المستلمة،  ارجاع المستندات المكتملة حسب الأصول إلى القسم اللوجيستي، التأكد من أن البضائع مرفق معها الوثائق اللازمة.
•    التأكد من أن جميع وثائق السيارة ورخصة قيادة السائق صالحة وفي السيارة.
•    ابلاغ المدير المباشر بأي حادث يتعلق بنقل الركاب أو البضائع.
•    معرفة كيفية القيام بالابلاغ بفعالية وفقاً لسياسة منظمة أطباء بلا حدود باستخدام التواصل عن بعد لمعرفة الموقف والآثار المحتملة. 
•    معرفة واحترام القواعد الأمنية المتعلقة بحركة المركبات، وخاصة تلك المتعلقة بالجمارك ونقاط التفتيش وحواجز الطرق. والتأكد من معرفة جميع الركاب واحترام قواعد الأمن.
•    معرفة الطرق الي المدن والمناطق المختلفة.

المتطلبات:

•    المؤهل
    حاصل على شهادة الثانوية العامة شرط اساسي، رخصة قيادة شرط اساسي، ومعرفة جيدة بطرقات البلد مرغوب بة.    

•    الخبرة
    خبرة قيادة سيارات سابقة لا تقل عن سنتين.
    يفضل خبرة في قيادة سيارات الدفع الرباعي.
    المهارات الميكانيكية ، ويفضل في المركبات التي تعمل بمحركات الديزل.    

•    اللغات
    اللغة العربية والانجليزية أساسية.    

•    المعرفة
    يفضل معرفة بأساسيات الميكانيك
    ومعرفة جيدة بالطرق في اليمن.  

•    أخرى  
 التوفر عند الطلب للسفر والاقامة خارج مكان العمل.
