The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen. Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones.
With immediate effect the GIZ Office invites applications from qualified Yemeni nationals for the following position:

Introductory text:
As the Security Risk Management Advisor (SRMA) within the GIZ Risk Management Office (RMO) Yemen, you will oversee the effective implementation of Security Risk Management (SRM) processes and procedures. Reporting directly to the Head of RMO, you will ensure the delivery of exceptional SRM services and advice to GIZ Yemen. Your key responsibilities will include managing a diverse range of SRM tasks, coordinating workflows, and fostering seamless communication within the unit. Additionally, you will play a pivotal role in establishing new RMO structures in Yemen.
Overview of general tasks
A. Security Risk Management: Oversee all security risk management tasks across RMO locations.
B. External Security Coordination: Manage relationships with external security providers.
C. Other duties and additional tasks: Report violations, undertake assigned tasks, and conduct field trips.
Main activities include:
A. Security Risk Management:
- Implement and oversee security risk management procedures across all RMO office locations.
- Develop and implement Standard Operating Procedures (SOPs) for security operations.
- Create a robust security strategy and corresponding risk mitigation measures.
- Supervise GIZ Yemen's physical security and risk management protocols.
- Conduct comprehensive security risk assessments at local and national levels.
- Provide expert advice to GIZ Yemen on risk management issues and conflict-sensitive development.
- Manage and monitor RMO operational tasks, including movement tracking and the operation of the Emergency Mass Notification System (EMNS).
- Ensure full compliance with GIZ Minimum Security Standards.
B. External Security Coordination:
- Serve as the primary point of contact for external security providers.
- Coordinate their services to align with GIZ requirements.
- Monitor and ensure compliance with contractual obligations.
C. Other duties and additional tasks:
- Promptly report any violations of GIZ rules and regulations to the Head of RMO.
- Undertake any additional tasks assigned by the Head of RMO.
- Conduct regular field trips as needed, in accordance with RMO and project requirements.
Qualifications
- University degree or equivalent.
Professional experience
- Minimum 5 years of experience in security risk management in an international organization.
Other knowledge, additional competencies
- Proven proactive approach.
- Ability to manage multiple tasks simultaneously.
- Excellent written and spoken command of Arabic and English.
- Excellent working knowledge of IT technologies.
- Proficiency in Microsoft Office applications and Outlook.
- Discretion, flexibility, commitment, and dedication.
- Willingness to travel both within and outside of Yemen.
- Openness to continuous learning and skill development.
- Proven skills in consultancy are desirable.
