General Objective of the Position

The Project Manager is responsible for overall planning, coordination, implementation, and monitoring of child protection and education activities under the ECHO-funded project. The role ensures timely, efficient, and high-quality delivery of interventions in line with donor requirements, partnership agreements, and international humanitarian standards.
The position also provides strategic and operational leadership to ensure effective achievement of project objectives, with a focus on accountability, impact, and value for money. It requires close coordination with internal teams, local partners, and stakeholders to ensure integrated services between child protection and education components, and to ensure that interventions respond to the needs of conflict-affected children while applying protection principles and monitoring and learning mechanisms.

Main Duties and Responsibilities

A. Project Management & Implementation

  • Lead implementation of project activities according to approved proposal and work plan.
  • Develop and update implementation, procurement, and spending plans.
  • Ensure delivery of child protection and education interventions across all targeted locations.
  • Monitor progress against targets and take corrective actions when needed.
  • Ensure integration between protection and education components to maximize impact.
  • Ensure compliance with donor requirements (SCI and ECHO) and partnership agreements.

B. Technical Oversight – Child Protection

  • Ensure quality implementation of case management, psychosocial support, cash-based protection interventions, and preventive activities.
  • Ensure safe documentation, referral, and follow-up of child protection cases.
  • Monitor compliance with Child Protection Minimum Standards (CPMS).
  • Build staff capacity in case management and protection principles.

C. Technical Oversight – Education in Emergencies

  • Ensure implementation of education activities including access to safe and inclusive learning environments, non-formal education, and remedial activities.
  • Ensure compliance with Inter-Agency Network for Education in Emergencies (INEE) standards.
  • Support training and technical guidance for teachers and facilitators.
  • Monitor attendance, retention, and learning outcomes.

D. Partnerships & Coordination

  • Act as main focal point between Human Access Association and Save the Children.
  • Participate in coordination meetings and provide regular updates.
  • Coordinate with local authorities and relevant stakeholders.
  • Represent the organization in relevant clusters and forums.

E. Budget & Financial Management

  • Manage project budget in compliance with donor regulations.
  • Monitor expenditures and prepare monthly forecasts.
  • Ensure financial efficiency and value for money.

F. MEAL (Monitoring, Evaluation, Accountability & Learning)

  • Implement MEAL plans and tools.
  • Oversee data collection and reporting.
  • Ensure effective complaint and feedback mechanisms.
  • Use data to improve programming.

G. Team Management & Capacity Building

  • Supervise staff, set objectives, and monitor performance.
  • Identify training needs and support capacity development.
  • Promote teamwork, accountability, and a positive work environment.

H. Operations, Compliance & Risk Management

  • Ensure compliance with logistics and administrative procedures.
  • Ensure readiness for donor audits and verification.
  • Identify and mitigate implementation and protection risks.

I. Reporting

  • Prepare and submit high-quality monthly and quarterly reports to internal and donor stakeholders.
  • Ensure reports reflect achievements, challenges, and lessons learned.

J. Protection

  • Fully comply with child protection policies.
  • Promote safe programming and integrate protection principles into activities.
  • Ensure effective referral and reporting mechanisms.

Essential Job Requirements

Qualifications and Experience

  • Bachelor’s degree in Social Work, Education, Development Studies, or a related field.
  • At least 5 years of experience in humanitarian or development projects.
  • Advanced English (written and spoken).
  • Proven experience in child protection or education in emergencies.
  • Strong experience in project management (planning, budgeting, reporting).

Skills and Competencies

  • Strong knowledge of international standards (CPMS, INEE, Sphere, CHS).
  • Experience working in emergency or conflict settings.
  • Experience managing budgets exceeding 1 million USD.
  • Experience in team management, recruitment, and on-the-job training.
  • Experience in psychosocial support (MHPSS) for children.
  • Experience in designing and managing ECHO-funded projects.
  • Excellent communication, influencing, and advocacy skills.
  • Experience in multi-agency projects.
  • Experience in remote management and cash programming.
  • Strong understanding of political, social, and cultural context of the working areas.
