Working Hours: Full-time (40 hours per week)
Reports to:  Country Director     
Salary:  As per organisational remuneration

Job Description:

Your Position

You will implement the War Child UK HR Handbook in Yemen, including supporting the employee lifecycle from recruitment and selection process for new staff, performance management, discipline and grievance, employee wellbeing. You are responsible to ensure all basic HR tasks are completed to high standard, to enable our people to achieve War Child strategy. You will support in reviewing and updating HR policies and procedures as well as providing guidance to managers and employees, ensuring issues related to human resources are resolved in a timely and effective manner. 

Human Resource Support

  • Implementation of HR Manual, annual plans, HR budget with support from Regional HR Advisor.
  • Advise the Country Director and senior management on basic HR and change management matters with support from War Child contracted lawyer and the Regional HR Advisor.
  • Contribute towards a positive and healthy workplace culture. 
  • Support in the implementation of strategic global HR projects such as staff wellbeing, staff health and remuneration policies with the guidance from Regional HR. 
  • Collaborate with the Regional HR to provide oversight for surveys, reporting analysis and recommendations for benefits and compensation related budget initiatives.
  • Monitor equal opportunities, diversity and inclusion and give recommendations to the CD.
  • Support the Country Director with HR and people related risks to the organization through best practice, employment law and mitigating actions. 
  • Recommend and execute policies, procedures, rules, regulations for employees in compliance with WCUK internal rules and Yemen's Labor Law. 
  • Keep updated national staff contracts, as per HR policies and procedures.
  • Regularly update organizational chart and staff directory.
  • Participate as an active member in the local HR INGO cluster.
  • Perform regular field visits to monitor and supervise human resources matters.

Administration, processes & reporting

  • Lead the national staff recruitment coordination process and ensure compliance with the Safer Recruitment guidelines. 
  • Manage onboarding, induction for new starters (including briefings on Child safeguarding policy) and offboarding process.
  • Preparation of monthly payroll in coordination with Finance.
  • Ensure in coordination with the Finance department all the required documents by the Ministry of Finance and the Ministry of Economy are submitted on time.
  • Create and maintain staff folders and HR Database, ensuring compliance with data protection policies.
  • Advise on terms and conditions of employment.
  • Plan, Coordinate, manage and oversight of all the administrative procedures and systems including handling of office petty cash, line management of office cleaner. 
  • Support line managers in ensuring the timesheet, staff leave etc. are up to date, with the necessary approvals.
  • Support line managers in general performance management processes.
  • Provide support to Country Director with investigations as needed.
  • Ensure translation of organizational policies into local language.

Capacity building of staff & local partners

  • Build capacity of the admin/HR staff and of line managers in the country office on HR policies and processes through guidance and building strong working relationships. 
  • Contribute to the designing and implementation of capacity building initiatives for WCUK staff and local partners as part of organizational development commitments 
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies.

 Job Requirements:

  • Bachelor’s degree in HR or other related fields 
  • At least 3 Years of experience in HR, with demonstrable knowledge and hands-on experience of best practice, policies and procedures.
  • Experience in leading on HR administration of the employee life cycle, processing and informing employees on procedures and policy from recruitment to exit as well as preparing offers and contracts. 
  • Demonstrable experience in improving HR processes for continuous strengthening of internal practices. 
  • Experience in processing benefit information and payroll

  • Excellent spoken and written English 
  • Good knowledge and ability to run HRIS and Microsoft Office suite
