Logistics & IT Officer 

Department: Support    
Contract Type: Fixed term – 6 months with possibility of renewal
Place of Work: Sana’a, Yemen, with travel to Aden and project offices    
Working Hours: Full-time 
Reports to: Country Director     
Salary Range:  As per War Child Salary Scale

Your Role

The Logistics & IT Officer is responsible for providing logistics and IT support to all offices and programmes of War Child  in Yemen, as per War Child policies and procedures, contributing towards an efficient operational support to our programme participants. The Logistics Officer also provides advice to the Senior Management Team on matters related to logistics during planning, budgeting and risks. The position holder also supports our people by ensuring they are informed and provided guidance on Procurement policies and processes including its adherence. 

Logistics Support

  • Support the Senior Management and Programme Teams in identifying logistic requirements for the programme portfolio and develop procurement plans for: vehicle fleet, office equipment, communications equipment, security equipment and programme material and provide budgeting advice during proposal development.
  • Ensure that programme and office supply purchases are made in a timely and transparent manner, that War Child procurement policies and procedures are followed, that value for money is achieved, and that all procurement procedures are properly implemented.
  • Receive purchased goods and monitor the quality/quantity. Ensure Goods Received Notes are signed and stored efficiently. Manage and maintain stocks and assets records and assets disposal (mobile devices, laptops, land phones etc). Update the finance department with the assets/stocks lists and records.
  • Support the senior management team in improving procurement systems, aligned with War Child policies, and procedures.
  • Supervise the IT & logistics team by guiding, coaching, motivating and effective performance management, as per War Child policies and procedures. 
  • Development and updating of the rosters of suppliers, elaboration of supplier selection and evaluation criteria
  • Support regional and global advisors in training staff in the use of WCUK procurement systems as necessary. 
  • Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies
  • Ensure that office supplies such as stationary, coffee, tea and cleaning materials are available in office as well as handling of office petty cash. 
  • Ensuring water, electricity, telephone, and Internet bills are paid in a timely manner.
  • Manage office equipment, regularly update the inventory list and ensure a well-running office.
  • Support in hotel and vehicle arrangements for project staff and visiting staff from headquarters.
  • Make suppliers aware of WCUK values, safeguarding, code of conduct, and other policies and procedures and their need to comply as part of agreements.

IT Support 

With support from the IT Assistant:

  • ensure that adequate IT infrastructure is in place and functional 
  • the organization's information systems requirements are fulfilled
  • Staff are supported in troubleshooting IT related issues

Travel

  • Logistics and IT Officer should travel frequently to Aden and projects offices 

Safeguarding 

  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to War Child’s Integrity Framework (Code of Conduct, Safeguarding, PSEAH, Anti-Fraud and Anti-Corruption).

Job Requirements

  • Bachelors degree in business management, IT or a relevant field.
  • Essential: At least 3 years experience of working in logistics support. 
  • Experience of guiding / informing colleagues on applicable policies and procedures as well as ensuring its adherence and improvement of practice. 
  • Desirable: experience in IT management.
  • Desirable: Knowledge of logistics in the international charity sector, experience of working for an international non-governmental organization.
  • Proven ability to prioritize tasks and meet deadlines.
  • Knowledge and experience working with authorities and external stakeholders and ability to network and build relations;
  • Understanding of humanitarian principles, risk management and access challenges
  • Ability to work in a fluid, unpredictable and complex security environment
  • Ability to work with others of different backgrounds and identities
  • Excellent analytical skills
  • Fluency in English and Arabic, both written and verbal
  • Strong interpersonal skills, including capacities to negotiate with non-government stakeholders
