Your role

The MEAL Officer’s role is to support in the monitoring of outputs, outcomes and impact as per the project requirements and WC standards. S/he will also support the country and regional teams in developing high-quality monitoring, evaluation and learning plans for War Child in Yemen. S/he will document lessons learned and best practices and ensure they are reflected in programme design and implementation. In addition, the MEAL officer will support regional and global colleagues in building the capacity of War Child staff and partners in Yemen, in the field of monitoring, evaluation, accountability and learning.  

Your responsibilities

Monitoring

  • Support the Program development and Quality Advisor (PDQA) in designing tools for data collection on child protection, PSS, livelihoods and education programmes, which are consistent with the project log frames.
  • Organise and conduct individual project quantitative and qualitative data collection in collaboration with Yemen Programme Manager (PM)/ PDQA advisor.
  • Work with project staff including implementing partner staff to maintain quality of data collected.
  • Participate in data collection and documentation from key informant interviews with community members and beneficiaries, representatives within the civil society and the government sector, and focus group discussions. 
  • Compile, validate, and report on monitoring data from Yemen on a quarterly and annual basis for senior management

Evaluation 

  • Support the effective implementation of WCAs programme evaluation plans. 
  • Support project/programme evaluations including: 
    • Support the PDQA and PM in developing the ToR/scope of work for evaluations (internal and external).
    • Support the PDQA in monitoring progress in external evaluations, ensuring quality and timely delivery.
    • Monitor data collection and analysis for internal evaluations.
    • Administrative support in evaluations external evaluation contracts management
    • Dissemination of evaluation results internally and externally. 

Accountability 

  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant with WC’s Child Safeguarding and Adults at Risk Policies.
  • Contribute to accountability mechanisms within projects to ensure two-way communications between WC staff ad beneficiaries; 
  • Ensure that children, young people, and beneficiaries are supported and enabled to participate in monitoring, evaluation and impact assessment activities; 
  • Line manages the data collection (casual) staff in the field.
  • Frequent travel to the field. 

Learning

  • Participate in project design processes and support the PDQA in ensuring that the learning from internal and external evaluations is disseminated and incorporated into the development of future projects.
  • Support the data collection and analysis processes of researches/studies, for impactful research outputs.

You are

Education

  • At least Bachelors degree in relevant field of study (e.g. development, social science, information management, statistics or related field) 
  • Specific qualification in M&E is preferred

Work Experience and Knowledge

  • At least 3 years’ experience preferably field-based national and/ or international NGO programme experience;
  • Experience working in monitoring and evaluation, including design of data collection tools, data collection process, data analysis and report writing, particularly within the fields of child protection, education or psychosocial programming.
  • Demonstrated ability to create practical simple data collection tools, including questionnaires
  • Ability to support in designing, conducting and analysing quantitative and qualitative data. 
  • Experience in facilitating training and building up capacity of human resources in M&E data collection implementation and analysis
  • Excellent computer skills: MS word, excel, power point, databases, including relevant M&E packages and ability to support others in working with databases and statistical software 
  • Fluent in English and Arabic (spoken and written)
